The City of Toronto (the "City") requires the provision of consulting engineering services for the Contract Administration (the "CA Services") of Contract 18ECS-TI- 01GE, "Gardiner Expressway Rehabilitation Project Section 1-Jarvis to Cherry" (the "Contract"). Work in this Contract is to remove the existing superstructure and replace it with a new superstructure using accelerated bridge construction techniques. This includes the mainline Expressway, as well as the two ramps (A j and C j ). In addition, the C b ramp will be rehabilitated. The Tender documents for the Contract form part of this The Tender for the Contract closed on May 18, The Contract is expected to be awarded to the successful bidder on June 14 th, Construction is scheduled to start on July 18 th, 2018 and is scheduled for completion on December 31, Proponents must have the following experience in order to be considered for award. In order to prove the experience listed below, Proponents must list the projects fulfilling the mandatory requirements. Proponents are to provide details of the project, including a description, dates, value of the 1

2 project, owner and staff representatives along with contact numbers. The City may contact the staff representatives of the projects provided to understand details of the projects to confirm compliance with the mandatory requirements, at its discretion. Proponents must have been the prime consultant providing contract administration services as follows: 1. Proponents must have provided contract administration services for at least three (3) bridge projects involving bridge rehabilitation or bridge construction work with: a) each project value in excess of $20,000,000.00; or b) three (3) projects with an aggregate value of $60,000, total; and 2. Proponents must have provided contract administration services for at least one (1) bridge project involving bridge rehabilitation or bridge construction work with a value in excess of $15,000, on a Provincial/State highway or an expressway in a municipal or metropolitan area as defined by the applicable jurisdictional transport ministry; and 3. Proponents must have provided contract administration services for at least three (3) road reconstruction projects involving reconstruction of an arterial road in a municipal or metropolitan area as defined by the applicable jurisdictional transport ministry each with a project value in excess of $5,000, The Project Manager and Senior Structural Engineer must be a Professional Engineer with a Structural (bridge design and construction) background with a minimum of 20 years of experience in work/projects of similar size and scale to this RFP that is and has been licensed and practising in the province of Ontario. 3. The Contract Administrator must be an Ontario Association of Certified Engineering Technicians and Technologists (OACETT) designated road construction contract administrator (RCCA) with a minimum of 20 years of 2

The Site Office Assistant must be an Ontario Association of Certified Engineering Technicians and Technologists (OACETT) designated road construction contract administrator (RCCA) with a minimum of ten (10) years of 5. The Site Inspectors for the structural components (bridge demolition and re-construction) of the Contract must be Ontario Association of Certified Engineering Technicians and Technologists (OACETT) designated road construction senior inspector (RCSI) with a minimum of ten (10) years of 6. The Site Inspectors for the municipal components (road and streetscaping construction) of the Contract must be Ontario Association of Certified Engineering Technicians and Technologists (OACETT) designated road construction senior inspector (RCSI) with a minimum of ten (10) years of 7. Asphalt and concrete testing company/laboratory: 1. Qualifications and Certification of Testing Laboratory and Testing Laboratory staff -Proof satisfactory to the City that the company/laboratory meets the requirements below should be submitted with the Proposal. Satisfactory proof of meeting the qualifications outlined below include, but are not limited to, the following: Certificate of Authorization issued by the Professional Engineers of Ontario; Copy of Professional Engineers of Ontario certification; Copy of certification from the Ontario Charter of the Canadian Council of Independent Laboratories (CCIL); Copy of certification from the Canadian Council of Independence Laboratories (CCIL) Certification Program; Copy of Canadian Standard Association (CSA) certification; and Copy of individual curriculum vitae. 2. All tests must be administered under the direction of a qualified Professional Engineer retained by the 3

4 company/laboratory who will also sign the test reports. 3. All Field Technicians must be Civil Engineering Technicians or Technologist who are certified members in good standing of the OACETT and have a minimum three (3) years field experience. 4. All asphalt tests must be performed by Testing Technicians who have successfully completed Type 'A' Hot Mix Technician Certification under the Canadian Council of Independence Laboratories' (CCIL) Certification Program. 5. The participants in the Ministry proficiency program shall have rating no less than three (3). Technicians performing on-site sampling and tests must also be CSA certified and shall have been employed by an Inspection Company for a period exceeding six (6) consecutive months. 6. The Company/laboratory must be a member of the Professional Engineers of Ontario and be in good standing and be certified by the Ontario Charter of the Canadian Council of Independence Laboratories (CCIL). 7. Asphaltic concrete tests must be carried out in accordance with the current MTO LS procedures in the laboratories that have current valid Certifications: Marshall and Superpave Mix Design testing (Type "A" Certification); Marshall and Superpave Mix Compliance testing (Type "B" Certification); Recovered Penetration of Extracted Asphalt (Type "E" Certification); Performance Graded Asphalt Binder Certification (Type F); and Unless a laboratory is dedicated to binder testing only (Type F), all certified laboratories must, as a minimum, be certified in mix compliance testing (Type B certification). 8. Concrete testing laboratories must be certified to CSA A283 Category II, by an Accredited Certification Organization (ACO) and shall participate in the correlation program of the Ministry of Transportation 4

Testing laboratories conducting quality assurance testing on aggregates shall hold CCIL, Type C or Type D aggregate testing Certificate for the applicable test methods. 10. Testing laboratories must be certified in accordance with CCIL Asphalt Laboratory Certification Program, for asphalt and Canadian Standards Association for concrete. 8. Structural steel inspection and testing: The company/laboratory shall provide copies of Certificates of Conformance as proof that they meet the requirements stated below with the Proposal: Visual inspectors must have a minimum Level II, CSA Standard W Ultrasonic testing personnel must be certified under CAN/CGSB , Qualification and Certification of Non-destructive Testing Personnel, Level II, Option A. The Company/laboratory must be certified by the Canadian Welding Bureau to the requirements of CSA Standard W178.1 (Certification of Welding Inspection Organizations) by the specified test method. 9. Bearing testing company/laboratory must have within the last ten (10) years provided laboratory services for bridge bearing testing for a total value of not less than $50, Waterproofing and steel coating inspection firm must have a NACE Level III Inspector and adequately qualified and certified staff to complete independent quality assurance testing and inspection for waterproofing and structural steel coating.
