3 1.0 PURPOSE The purpose of this policy is to: 1.1 Register and Certificate learners. 1.2 To issue certificates. 1.3 To maintain the integrity of UAE national qualifications 2.0 SCOPE The scope of this policy is limited to: 2.1 Learners undertaking a UAE National qualification via a Registered Training Provider (RTP). 2.2 Learners registered by their RTP with ACTVET Awarding Body to undertake an endorsed UAE national qualification from the UAE Qualification Framework. 2.3 Qualifications that have been delivered, assessed and internally verified by the RTP and externally verified by ACTVET Awarding Body. 2.4 Certificates claimed for a learner having successfully completed an endorsed UAE national qualification from the UAE Qualification Framework. 3.0 REFERENCES References used in this policy are: 3.1 Qualifications Framework Emirates Handbook 2012 (1b1.2012) 3.2 Resolution 2015(30) Regarding the formation of the committee to Authenticate Certificate 3.3 NQA Certificate/Statement Issuing Policy for Technical, Vocational and Education and Training (TVET) Qualifications, May Discipline: Qualifications Contents: Page 3 of 9

4 4.0 DEFINITIONS Term Definition ACTVET Certification Committee A committee formed by ACTVET to formally approve certificates and awards Assessment Process of appraising knowledge, know-how, skills and/or competencies of an individual against a predefined criteria Assessor A qualified and experienced professional that makes an informed judgement about the performance of a learner Award Recognition of achievement Awarding Body An entity, entitled through legislation or other formal mandate from a regulatory authority, to approve under its remit, the development and issuing of qualifications formally recognising the achievements of a given parcel of endorsed learning outcomes. Learner A person registered for a qualification or programme of learning Certificate A document formally assuring that a set of learning outcomes and performance criteria has met by a learner and has been assessed and verified by the Awarding Body against a predefined criteria. Certification Process by which a third party gives written assurance that a learner performance conforms to specified requirements Certificate number Unique number assigned to a certificate or award. 5 Competent Proven ability to use knowledge, skill and application in work and in professional and personal development Component Award The smallest parcel of cohesive learning outcomes that can be achieved for formal recognition within the NQF. It may encompass all or only some of the five strands of learning outcomes defining the level. Composite Award An award for formal recognition of learners who achieve a cohesive set of learning outcomes encompassing, in varying combinations, all five strands of learning outcomes, but not the full combination of learning outcomes required for a Principal Qualification. CEU Continuing Education Unit is a small unit of learning of not more than 15 hours not necessarily on the national Qualification Framework. Credit A measure of the volume of learning required for a qualification or part qualification, quantified as the number of notional hours required for achieving the specified learning outcomes. In the NQA VET system one credit is equated to 15 notional hours of learning. Credit Matrix A table indicating the total credit value assigned to a qualification at the prescribed level in QFEmirates. Refer also to QF Handbook Annexure E Indicative Qualifications and Awards Credit Matrix. External Verifier External Verification Report Feedback A qualified and experienced professional who evaluates an RTP practice and performance against pre-defined criteria Method of external evaluation of an RTP activities and resources by a qualified and experienced professional, to assess its practice and performance against pre-defined criteria Transmission of findings from the performance evaluation of an Discipline: Qualifications Contents: Page 5 of 9

6 assessment of the learner knowledge, skill or application. Formative Internal verification Internal Verifier Assessment carried out throughout the educational process An approach to quality assurance based on peer support and review that enables integration of quality into internal assessment from start to finish. It helps to protect assessors against challenges to professional assessment judgements. Supports preparation for successful external verification. The person appointed to oversee the process checking, adjusting and ensuring that assessment criteria and processes (including both the administration of the assessment itself, and its marking) are applied consistently by assessors and verifiers. Level NQA An indication of the relative complexity and/or depth of achievement and the autonomy required to demonstrate that achievement by the learner. There are ten [10] levels in the QFEmirates; they differ from one level to another with the greatest complexity at Level 10. National Qualifications Authority Qualification Portfolio A coherent and cohesive set of learning outcomes obtained, in a form of a certificate, diploma or a degree, only when an awarding/ regulatory body determines, following established standards, that an individual has achieved such learning outcomes related to a complete qualification. A collection of evidence referenced to specific requirements of a qualification Registration The submission of a learner s request to be eligible to undertake a specific qualification or programme RTP Registered Training Provider approved to offer national qualifications Standardisation Standardisation is a process to ensure that the assessment criteria for a qualification, unit or component are applied consistently by assessors, Discipline: Qualifications Contents: Page 6 of 9

7 moderators and verifiers Summative Transcript Summative assessments are used to evaluate student learning, skill acquisition, and academic achievement at the conclusion of a defined instructional period A document having official status Testimur A document (parchment/diploma/deed) issued by an authoritative body that testifies that the recipient has successfully met a specified set of learning outcomes. Unit Award The smallest part of a qualification that can be assessed, validated and certified. It is a set of knowledge, skills and competences which constitute a part of a qualification or even can stand alone. It can be specific to a single qualification or common to several qualifications. 5.0 RESPONSIBILITY OF ACTVET 5.1 Abu Dhabi Centre for Technical and Vocational Education and Training (ACTVET) is responsible for: Receiving learner registrations from RTP s for qualifications External verification of learner portfolios that are submitted by the RTP for claim for certification Preparing External Verification Reports that confirm the RTP practice meets standard and list by name the Learners deemed on that visit to be competent Issue certificate numbers to the competent Learners listed in the External Verifier Report for certificate issuance Receive the signed transcript from an authorised signatory in soft copy from RTP Print national certificates on behalf of the National Qualifications Authority Print transcripts as per NQA requirements Charge fees (Annexure A) for the registration and certification of learners undertaking a qualification. 8 6.0 RESPONSIBILITIES RTP 6.1 RTP is responsible for: Gaining and maintaining RTP status Registering Learners undertaking national qualifications with ACTVET Awarding Body Applying robust quality assurance practice to the assessment and verification of qualifications and the qualification administrative process Making claims for certification to trigger external verification report that states names, qualification obtained and learner certificate numbers Preparing transcripts using the approved wording convention. 7.0 RESPONSIBILITIES OF NQA 7.1 Responsibility of the National Qualifications Authority: Receiving the lists of the issued certifications with correct certification numbers Maintaining the integrity of the certificates. 8.0 PAYMENT PROCESS A payment process will be applied (See Annexure A) to RTP s for registration, learner registration, licensure of staff and authentication of qualifications. 8.1 PAYMENT RESPONSIBILITIES OF THE RTP The RTP is responsible for paying ACTVET for all learner and RTP payments Maintaining a record of payment, claims and certificates issued. 8.2 PAYMENT RESPONSIBILITIES OF ACTVET Receive payment from the RTP for national qualification, registration and certification services Maintaining a record of payment, claims and certificates issued. 8.3 PAYMENT RESPONSIBILITIES OF NQA Discipline: Qualifications Contents: Page 8 of 9
