4 ABSTRACT Pennsylvania Area Career and Technical Education Schools 2008 Report This report is prepared annually by the Pennsylvania Department of Education, Bureau of Career and Technical Education, to inform the Standing Committee on Education of the Senate and House of Representatives on matters related to area career and technical education schools (ACTESs), as required by Act 117 of 1986 and Section of the Pennsylvania School Code. These schools were previously known as area vocational-technical schools (AVTESs). Career and Technical Education in Pennsylvania In fall of 2005, the Pennsylvania Department of Education initiated reform efforts for all career and technical education across the Commonwealth. Although this report is focused on area career and technical education schools in particular, the reform efforts are also focused on career and technical education programs operating at school districts. The goal is to reform the delivery system for secondary career and technical education for over 90,000 students to ensure they receive high-level academic and occupational preparation. The reform effort engages the school districts and area career and technical education schools in systems change. The reform efforts address three specific areas of need: 1. Increase the academic rigor of educational programming for CTE students; 2. Increase industry relevance of occupational training programs by aligning with the national technical standards that provide opportunity for certifications; and 3. Strengthen connections to postsecondary success by increasing articulation agreements, dual enrollment opportunities and apprenticeship opportunities. The Pennsylvania Department of Education has put forth a five-year strategy that provides state and local matching funds to support equipment purchases and curriculum development for training consistent with the commonwealth s high-priority occupations. The Pennsylvania Department of Education works to support local CTE programs so they can meet high standards for academic achievement and occupational training and be aligned with high-priority occupations. Such programs: 1. Provide training leading either to recognized industry certificate or related, researchbased industry-valued skills; 2. Demonstrate consistent increases in students earning Pennsylvania Skills Certificates in recognition of high achievement in end of program assessments that are aligned with national industry standards; i

5 3. Demonstrate consistent increase in connections between CTE programs and postsecondary education and training institutions and provide incentives for increased articulation agreements between CTCs and postsecondary institutions and dual enrollment; 4. Provide stronger preparation of CTE students for productive employment and active citizenship through strengthened programs, including the Secretary of Education withholding approval of local programs that fail to meet the minimum requirements of Pennsylvania s academic and career and technical education performance accountability; and 5. Benefit from a unified data collection system. In , PDE launched the Pennsylvania Information Management System (PIMS) to more accurately report on CTE student academic achievement and graduation rates in line with the No Child Left Behind Act of Report on Career and Technical Education Reform Efforts Alignment to Industry Standards and Awarding Industry Credentials The percentage of students who have successfully gained industry certifications has increased by 1,051% in this same reporting period. (Chart 1) The number of programs aligned to industry standards has increased to 1,100 out of 2,213 approved programs. (Chart 2) Alignment to Pennsylvania Labor Market Needs Since 2003, there has been a 6% increase in the number of CTC operated programs aligned to high priority occupations and a 9% increase in student enrollment in these programs. (Chart 3) Since 2003, there has been a 38% decrease in the number of CTC programs that do not meet labor market needs of the commonwealth. (Chart 4) ii

8 Report on Area Career and Technical Education Programs A total of 57,007 students were enrolled in area career and technical education school programs during the year. For the same year, participating school district career and technical programs enrolled 27,157 students. In addition, 6,543 students were enrolled in nonparticipating school district reimbursable CTE approved programs. This totals 90,707 students enrolled in reimbursable career and technical education programs. When comparing these enrollments with those of the year, the number of enrollees decreased by 2.5 percent at area career and technical education schools and by 0.1 percent at participating school districts. See Table 2. There were 1,544 career and technical education programs approved at the 84 ACTESs for the school year, an increase of eight programs (0.5%) from the previous year. Scheduling patterns continue to vary among the schools with no significant change reported since last year. Students attend area career and technical education schools for one-third, onehalf or a full day. Sixty-six area career and technical education schools offer three-year programs while others offer one-, two- or four-year programs. A combination of two or more different program lengths is offered at 37 schools. See Table 1 and Table 3. The Career and Technical Education Average Daily Membership (CTEADM) for determining the career and technical education subsidy for each student enrolled in area career and technical education school approved programs decreased from 68,804 in to 65,493 1 in For participating school districts, the Career and Technical Education Average Daily Membership decreased from 19,196 in to 13,285 in For school districts not participating with an area career and technical education center, the Career and Technical Education Average Daily Membership decreased from 6,808 in to 6,543 in See Table 4 and Table 5. Since 2005, the Bureau of Career and Technical Education (BCTE) has required that all new programs submitted for approval must address high-priority occupations as outlined and defined by the Pennsylvania Department of Labor and Industry. High-priority occupations are defined as job categories that are in demand by employers, have higher skill needs and are most likely to provide family sustaining wages. To assist schools in identifying high-priority occupations associated with each classification of instructional program (CIP) area, a Standard Occupational Classification (SOC)/CIP crosswalk has been developed. BCTE is currently establishing Programs of Study to complement programs addressing high-priority occupations, thus establishing for all new approved programs a secondary/postsecondary continuum. See Table 6 for a listing of all Pennsylvania approved programs. 1 The total Career and Technical Education Average Daily Membership for area career and technical education school reimbursable programs (65, ) is higher than the total area career and technical education school enrollments (57,007) because the Area Career and Technical Education School Career and Technical Education Average Daily Membership includes all reimbursable career and technical education programs in the school districts of Erie, Philadelphia and Pittsburgh. In the year, Philadelphia had eight area career and technical education schools, Erie had one and Pittsburgh had none. v

9 In an effort to align applicable approved programs with industry certifications and the number of students receiving industry based certifications annually, BCTE has added Tables 7 and 8 to reflect these improvements and reform efforts. The information contained in the balance of this report should be of interest to those directly or indirectly involved in career and technical education. This membership appears to be maintained at ACTESs and nonparticipating school districts, with a drop showing for the participating school districts. 11 INTRODUCTION Pursuant to Act 117 of 1986 and Section of the Pennsylvania School Code, the Secretary of Education hereby reports to the Standing Committee on Education of the Senate and House of Representatives, the following information for the 84 area career and technical education schools in the commonwealth. These schools are now known as area career and technical schools (ACTESs) 2. 12 APPROVED SECONDARY CAREER AND TECHNICAL EDUCATION PROGRAMS AT AREA CAREER AND TECHNICAL EDUCATION SCHOOLS THROUGH There were 1,544 approved secondary career and technical education programs approved at the 84 area career and technical education schools for the school year. There were 1,536 career and technical education programs approved for the school year, a decrease of eight programs (0.5%) from the previous year. Although 1,536 programs were approved in , only 1,401 of them were operating. Table 1 shows the number of approved programs at each ACTES and statewide totals for through For reporting purposes, Philadelphia School District has identified eight ACTESs. Consequently, ACTES enrollments in Philadelphia are shown on the line above the career and technical education enrollments in the district's comprehensive high schools. Additionally, all Pittsburgh career and technical education enrollments are shown as district career and technical education enrollments because the district has no school designated as an area career and technical education school. The City of Erie Regional Career and Technical School is only designated as a fiscal agent LEA with enrollments reported for the Erie City School District. 2

For the same year, participating school district career and technical education programs enrolled 27,157 students. When comparing these enrollments with those of the year, the number of enrollees decreased by 2.5% at ACTESs and decreased by 0.1% at participating school districts. Enrollment data are collected for approved reimbursable career and technical education programs in agriculture, business, health occupations, marketing and distribution, occupational family and consumer science and trade and industrial education. Beginning on the following page, Table 2 shows career and technical education enrollments at each ACTES and its participating school district(s). The total secondary student enrollment at participating school districts is also shown for grades 10, 11 and 12. 6

23 SCHEDULING PATTERNS AT AREA CAREER AND TECHNICAL EDUCATION SCHOOLS Table 3 identifies the scheduling pattern(s) adopted by the area career and technical education schools regarding program sequence, type of school and student rotation schedule. Type of School indicates whether the area career and technical education school is comprehensive, in which both career and technical education as well as academic programs are provided; or whether the area career and technical education school is occupational, in which the area career and technical education school provides the career and technical education programs only while the academic program is provided at the participating school(s). Program Sequence is the length of the program in years. Some area career and technical education schools have more than one program sequence. Sixty-six area career and technical education schools offer three-year programs while others offer one-, two- or four-year programs. A combination of two or more different program lengths is offered at 23 schools. Programs Offered indicates if the area career and technical education school offers comprehensive, occupational and/or adult programs. Adult programs provide courses to individuals who have completed their secondary education or wish to upgrade job skills. Twenty-three schools offer both comprehensive and occupational programs while 53 schools offer adult programs. Student Attendance indicates whether students attend the ACTES for one-third, onehalf or a full-day. "Student Rotation Schedule" is the number of weeks students alternate between participating schools and the area career and technical education schools that provide full-day programs. 13
