2 II. RATIONALE FOR PROGRAM The state of Ohio is the third largest state for manufacturing jobs. One in five jobs in Ohio's Region 6 lies within the manufacturing industry. According to the Bureau of Labor Statistics Job Outlook for Machinists, Overall employment of machinists and tool and die makers is projected to grow 7 percent from 2012 to 2022, slower than the average for all occupations. Employment growth will vary by specialty. According to the Bureau of Labor Statistics Job Outlook for Machinists, Employment of machinists is projected to grow 9 percent from 2012 to 2022, about as fast as the average for all occupations. Despite improvements in technologies, such as computer-numerically controlled (CNC) machine tools, autoloaders, high-speed machining, and lights-out manufacturing, machinists will still be required to set up, monitor, and maintain these automated systems. According to the Bureau of Labor Statistics Job Outlook for Machinists, In addition, employers will continue to need machinists, who have a wide range of skills and are capable of performing modern production techniques, in a machine shop. Manufacturers will continue to rely heavily on skilled machinists, as they invest in new equipment, modify production techniques, and implement product design changes more rapidly. Industry is going back to the traditional machinist -- a more versatile operator versed in manual techniques as well as comprehension of programming machines. Have received input from local manufacturers that solidify the need for in-depth training programs. The 624-hour format allows for financial aid opportunities. According to the Bureau of Labor Statistics Job Outlook for Machinists, Job opportunities for machinists and tool and die makers should be excellent, as employers continue to value the wide-ranging skills of these workers. Additionally, many young people with the right education and personal qualifications needed to become machinists and tool and die makers prefer to attend college or may not wish to enter production occupations. Therefore, the number of workers learning to be machinists and tool and die makers is expected to be smaller than the number of job openings arising each year from the need to replace experienced machinists who retire or leave the occupation for other reasons. According to the National Association of Manufacturers, US manufacturers report that current workers do not have knowledge and skills--particularly in the areas of science, technology, engineering and math--necessary for today's high tech manufacturing jobs. III. PROGRAM DESCRIPTION The CNC Machinist Certification program will prepare students for careers in machine tools technologies. This program will provide a fundamental foundation of machine trades principles and operations. It will stress and develop strong conventional (manual) machining operations followed by computer applications (Computerized Numerical Control, CNC and Computer Aided Manufacturing, CAM) used in modern manufacturing and study of future technology. 3 In depth classroom and hands-on training on such machines as Drill Presses, Lathes, Mills, Grinders, and Saws. Associated instruction on Hand-tools, Precision Measurement, Blueprint Reading and GD & T, Material Identification, Shop Safety and Computer Applications will also be included. The curriculum will include classroom, demonstration and hands-on lab work. Students will develop technical knowledge and skills required for acquisition, retention, and advancement in a manufacturing career. All instruction will focus towards the National Institute for Metalworking (NIMS) certification testing. The program content matches requirements as established by National Institute of Metalworking Skills (NIMS) IV. PROGRAM GOALS Provide sound fundamental skills required for manufacturing environments Provide entry-level knowledge and skills sets Provide employment opportunities in a variety of manufacturing fields Stay current with changing technologies by utilizing Advisory Committee from local industry Emphasis on hands-on operation, safety and comfort with machinery. Offer quality career-oriented instruction utilizing modern teaching techniques and applications. Provide a fundamental framework to achieve NIMS Skill Level 1 certification. Provide the necessary skills to acquire employment or advance career opportunities in the manufacturing environment. Provide a bridge for career pathways from secondary programs to technical college degrees. Explore technology of the future. V. PROGRAM OUTCOMES After the completion of the CNC Machinist Certification Program, a student will be able to: Demonstrate good team and interpersonal skills. Demonstrate process planning, set-up, and safe operation of manual and computerized machines Demonstrate the soft skills necessary to support the proper operations of manual and computerized machines. Obtain and maintain employment in machine trades operations Demonstrate basic knowledge of computer applications in the manufacturing environment Utilize acquired knowledge and skill to obtain National Institute for Metalworking Skills (NIMS) Level 1 certification (see credentials below). Apply acquired knowledge and skill to advance to a higher level of education such as an Associate Degree with an articulated institution. CNC Machinist Certification Page 3 of 5

4 VI. CREDENTIALS Certification(s) is available through the National Institute for Metalworking Skills (NIMS). Machining Level I*: Measurement, Materials & Safety* Job Planning, Benchwork & Layout* CNC Milling: Programming, Setup & Operations* CNC Turning: Programming, Setup & Operations* OSHA 10 Industrial Certification in the field shows pride and competence in one s profession. VII. TARGET POPULATION Any person 18 years of age and older with high school diploma or GED Any person interested in a Manufacturing career and/or career enhancement. VIII. PROGRAM MODEL A. 5 IX. ASSESSMENT STRATEGIES Utilize WorkKeys assessment testing for pre-enrollment evaluation. Utilize National Institute for Metalworking (NIMS) standards for during enrollment assessment. As well as subject and module testing. The NIMS certification will be the final assessment. X. EVALUATION PLAN TO DETERMINE PROGRAM EFFECTIVENESS The National Institute for Metalworking Skills (NIMS) is to evaluate the training. All instruction and lesson plans are NIMS-focused. The students will have the option to take the NIMS Level I Testing (see credentials above). XI. TRAINING PATHWAYS A. Before: A career pathway system is a series of connected educational and training programs and support services that prepare and enable individuals, often while they are working, to secure a job and advance over time to successively higher levels of education and employment in a specific industry/field. Pathway goals are to increase access, awareness, affordability, resources, and alignment for high school students, adult learners, and the current workforce. The Knox County Career Center, CNC Machinist Certification program is an entry-level program designed for learners with little to novice experience in the Manufacturing field, those who already work in the field and wish to enhance their skills, or those who simply wish to enter a Manufacturing career pathway. Prior to admission potential learners must have the following: High school diploma or GED Completed application form with a $50 deposit Skills Assessment (TABE) Interview with program coordinator B. After: Articulation agreements with higher institutions such as Central Ohio Technical College (COTC) and North Central State College (NCSC) will be pursued. CNC Machinist Certification Page 5 of 5
