A circuit is the physical connection (or path) of channels, conductors and equipment between two given points through which an electric current may be established. It includes both sending and receiving capabilities. Can also be a closed path through which a current can flow? Channel ~ A path of communication between two or more points. Conductor ~ A substance that provides an electric charge. Circuits are categorized as either Access or Point-to-Point. Access Circuit ~ Connection between the Customer s premises and a Carrier s POP (Point of Presence) which is the carrier s switching central office or closest point of local termination. Point-to Point Circuit ~ An uninterrupted private connection between two locations. The information traveling through the circuit is never handled by the carrier s switching central office. Circuits are represented by Circuit Numbers (CKTs). A Circuit Number is an alphanumeric string. Examples not limited to: 26DHEC596784ATI IBSD T1ZFNYCMNYDC01NYCMNYH BLSX0018F61 2
4 2. What is a Dial Tone Line (DTL)? Dial Tone Service is the most conventional telecommunication service available. It is the passage of voice from a sender to a receiver. It is the electrical connection permitting the establishment of telephone communication in both directions between two telephone exchanges. Dial Tone Lines are represented by Telephone Numbers (TNs). Telephone Numbers are typically 10 digits long and made up of 3 sections: NPA NXX XXXX (Extension) NPA ~ Numbering Plan Area (Area Code) ~ This code identifies the state where the Dial Tone Service is located. No two telephone lines may have the same seven digit phone number within any one area code. NXX ~ Prefix/Exchange ~ This code identifies the specific telephone company central office which serves that number. XXXX Extension ~ The actual phone number assigned to the subscriber. Telephone numbers can be recognized within the following formats: (201) What is a Billing Inventory? A billing inventory is made up of all the combined Circuits and Dial Tone Lines that are billing on the invoices for a specific client. The billing inventory is constantly changing due to newly 3
5 installed services, services moving between accounts, changes to the service and services disconnected or removed. These changes are referred to as MACD activity. MACD Activity Refers to Moves, Adds, Changes and Disconnects. There are several sources for billing inventory information. Some carriers, such as Long Distance companies, provide the Circuit and Dial Tone inventory data on the invoice itself. Most carriers, however, provide this information on Customer Service Records. A few vendors (Mom & Pop vendors) do not have a normal process for providing this information and will manually create a document tailored to the customer s data request. Another recent source for billing inventory data is through the carrier s online web portal. Most carriers have a secure site where a customer can view/pay their invoice, contact the carrier with any questions and access an inventory for their services. These sites usually allow you to access CSRs or inventory detail reports. Customer Service Record (CSR) ~ A computer printout that details the fixed monthly charges billed by your local telephone company. The CSR is composed of computer codes called USOCs, which in turn correspond to a particular tariffed service. USOCs tell the telephone company s billing system what tariff rate should be billed for a particular service. USOC (Universal Service Order Code) ~ An old Bell System term identifying a particular service or equipment. USOCs are usually three or five alphanumeric characters. Tariff ~ A public document detailing services, equipment and pricing offered by the telephone company (carrier) to all potential customers. Tariffs do not carry the weight of the law behind them and can be challenged before a hearing of the regulating authority or federal court. Tariffs do not apply to service and equipment pricing if there is a controlling contract between the carrier and subscriber for particular services. Tariffs only apply when no such contracts exist. 4. What is an Audit Inventory? An Audit Inventory is usually created in anticipation of a Physical Inspection. A client will request that we create a one-time inventory and visit specific locations to verify that the billed services exist. These inventories are not tied to the billing so updates are not driven by MACD activity. 4
6 5. Inventory Data Populated from CSRs, Invoices, and Reports There are specific components that must be identified when analyzing a CSR, Invoice or Data Report for inventory purposes. The sections below will help you in identifying core components in order to build or update a Billing Inventory. There are several applications that house the Billing Inventories for our clients. Most clients are located on the BillTamer or NextGen platforms and those inventories are updated when the invoice is processed through the MIE process. Bank of America is currently located in Bill Manager and the inventory is not tied to the invoice update process. The inventory for this client will be updated directly in Bill Manager until further notice. There will be instances when the inventory for a client is exported to an Excel or Access file, updated, and then imported back into the originating application. There will also be instances when there is no existing inventory and one will be created in an Excel or Access file and used for Audit purposes (Audit Inventory). Please note that the method of inventory entry/ update for the following sections will differ based on where and how the inventory for a particular client is updated. 6. Vendor This field should be populated with the Carrier for the account. Please verify the information that is pre-populated and escalate the issue if the pre-populated field does not match the CSR or Data Record. In cases where the vendor name is not listed on the CSR, please use the prepopulated information. *** Please note that vendor mergers and acquisitions will cause exceptions to this rule. A vendor name may change on the Invoice or CSR but the client will request that we retain the original name in our system. Examples: 5
7 7. Account Number & Subaccount Number The Account Number field should be populated with the Account Number, BAN (Billing Account Number) or Summary Account Number for the account. This is a required field for all circuits or dial tone lines. The Subaccount Number field should only be populated if a subaccount structure exists in the Account Number billing hierarchy. The Summary Account Number is usually not readily apparent on the CSR. If one does exist it may be listed under the Billing Information section of the CSR and may be preceded by BTN, AAN or GRP. 6

9 8. Circuit Number Circuit Numbers may appear as Telephone Numbers (with or without a prefix) or an alphanumeric string. The format for Circuit Number data entry depends on the type of circuit. The Prefix section of a Circuit Number will help in determining the Circuit Type for that service. Consult the USOC/Prefix Chart for Circuit Type classification. Examples: 50DHEC894567NJ DHEC = DS1 92IBXX846891LB IBXX = ISDN BRI DNEC DNEC = DS3 9. Circuit Type The Circuit Type identifies what type of line/circuit is billing. Circuit Types can be determined by a variety of ways: 1. The Circuit Number a. The Prefix section of the Circuit Number, if available, can determine the Circuit Type. Use the Prefix/USOC Conversion chart to search for the correct Circuit Type. b. Ex. 80DHEC789352CB is a DS1 Circuit. 2. The USOC associated with the Circuit. a. There can be several USOCs associated with a specific Circuit. Each charge on the CSR will be associated with a different USOC so there may be several to choose from. b. Most CSRs with USOCs will have a USOC Glossary at the end of the CSR which may aid in determining the type. 3. The COS (Class of Service) associated with the Circuit Auxiliary Line (Dial Tone Line) 8
10 POTS (Plain Old Telephone Service) ~ the basic service supplying standard single line telephones, telephone lines and access to the public switched network. An Auxiliary Line is no different than your home phone except that it exists in a business environment Centrex Line (Dial Tone Line) Centrex ~ A leased service offered to customers by the phone company. It s an alternative to owning and operating a PBX. A Centrex line is connected at the Central Office to a large block of telephone numbers. To connect to other people on a Centrex Line you have to dial the last four digits of their telephone (station) number. To dial someone outside the Centrex service you must dial a 9. 9
11 PBX (Private Branch Exchange) Trunks PBX Trunks are a pathway from the customer s location to the Central Office that allow for voice and data traffic to be routed through the public network. Trunk ~ A communication line between two switching systems. Switching System ~ an assembly of equipment that enables connections between points. It allows users to dial a phone number and create a temporary connection to anyone on the public network. Trunks connect: A Central Office to a PBX Circuits to Switches PBX to PBX PBX ~ An internal customer switching system owned by the customer that resides at the customer s location, typically in a phone room where the phone company delivers phone service. A PBX provides the customer with more features and options than POTS or Centrex service. 10
12 CO Trunks (Combination Trunks) A Central Office Trunk provides a direct connection from a central office to a PBX located within a customer s location. Employees, or station users, have the ability to make outgoing or receive incoming calls. 11
13 Direct Inward Dialing Trunks (DID) Direct Inward Dialing is a local telephone service feature that enables each person in a company to have his /her own ten digit telephone number. DID lines have no dial tone and can only receive incoming calls. Incoming calls go directly to the person assigned to the ten digit DID number. The telephone extension is connected to a PBX which eliminates the need for operator assistance. Customers are assigned DID numbers in blocks of 20 or 100. Companies with many Customer Service Numbers benefit from this service Direct Outward Dialing Trunks (DOD) Direct Outward Dialing allows the station user to make outgoing calls only. They cannot receive any incoming calls. 12
14 The station user has a direct connection to the PBX. Clients with telemarketing departments use this type of service Remote Call Forwarding (RCF) Remote Call Forwarding service allows a customer to have a local number in a distant city. Whenever a call is made to that number the call is forwarded to the customer in their original city. Many companies use this type of service so that their customers can place a local call to reach them no matter where the company is physically located. 13

16 Off Premise Extension (OPX) An Off Premise Extension is a telephone located in a different office or building from the main phone system. A dedicated phone circuit connects the OPX. An example of this type of service would be a business telephone line located at an employee s residence which would have the same features and functions as a telephone line at the customer s location Integrated Services Digital Network (ISDN) Integrated Services Digital Network is an all-digital communications line that enables voice, data, video and graphics to be sent over a single, ordinary copper telephone line. This service allows video images, data, fax transmissions and phone conversations to flow simultaneously. 15
17 There are two types of ISDN service: ISDN BRI and ISDN PRI ISDN BRI A ISDN BRI line contains three separate high speed channels: Two B (Bearer) channels at 64 Kbps each (total 128 Kbps) that carry circuit switched voice, data, image or video transmission One D (Delta) channel that carries the call set-up information for the network (16 Kbps) as well as user packet data transmission. An ISDN BRI circuit consists of two B channels and the CSR should identify these B channels as SPIDs (Service Profile Identifiers). SPID ~ an 8-14 digit number that identifies the services ordered and points to a particular location in the central office memory where the relevant detail of the ISDN service are stored. 16
18 ISDN PRI A ISDN PRI line contains 24 separate high speed channels: 23 B (Bearer) channels at 64 KBPS each. One D (Delta) channel at 64 Kbps. A PRI has a total bandwidth of Mbps and is designed for transmission through a standard North American T1 trunk Data Circuits Access Circuit ~ a circuit that originates at the customer s location and terminates at the phone company s Central Office. 17
19 Point To Point Circuit ~ a private circuit that is connected by a dedicated transmission line. These circuits are more expensive than access circuits because the customer is paying for mileage charges between the originating and terminating transmission sites as well as Interoffice Channel mileage charges. InterOffice Channel (IOC) ~ connects a Central Office to another Central Office. 18
20 Analog Data Circuit This circuit provides data service over an analog voice line. The speed of data can vary by terminal, modem and/or circuit. Analog Transmission ~ a way of sending voice, video and data signals through electronic waves. The electronic pulses are sent out over the telephone network. The telephone equipment at the receiving end translates the electronic impulses back into sound waves Alarm Circuit An Alarm Circuit provides a channel for an alarm system. This circuit originates at the customer s location and terminates at a security company or police station. 19
21 DS0 (Digital Signal Level 0) A DS0 is a voice grade channel providing 64 kbps for each of the 24 DS0 channels in a DS1 Circuit. This channel width is the worldwide standard speed for digitizing one voice conversation DS1 (T1 or Digital Signal Level 1) A DS1 is a digital transmission link with a total signaling speed of Mbps. It can handle 24 voice conversations, each digitized at 64 Kbps. Digital Transmission ~ a series of discrete, discontinuous voltage pulses. It s more reliable than analog because it regenerates any unclear signals (noise, distortion, etc.) and only allows a clear signal passage DS3 (Digital Signal Level 3) A DS3 is a high capacity circuit providing the equivalent of 28 DS1 circuits. The transmission of this circuit is 44 million bps with 672 DS0 channels. 20
22 SONET (Synchronous Transfer Mode) SONET is a high speed fiber optic ring that carries large amounts of data to a customer s location. SONET runs at a speed of up to Gpbs. The purpose of SONET is to carry traffic from multiple customers at different locations. SONET carries traffic between two points and is divided into quarters. It can carry traffic in a bidirectional manner. If one strand of fiber is cut or if a multiplexer crashes the signal is rerouted to provide a clear connection. SONET takes data and transports it at high speeds called OC (Optical Carriers). SONET is used mainly in Long Distance and Local Telco networks. Multiplexing ~ a technique whereby multiple devices can share a telephone line. Multiplexing is beneficial because users do not have to lease individual telephones for each computer that communicates. Fiber Optic Cabling ~ a type of cable made from glass rather than copper. Used for higher speed transmissions. 21
23 OC (Optical Carriers) Optical Carriers specify the speed of fiber optic networks. There are many different levels of Optical Carriers and the speed of transmission increases as the service level increases. 22
24 Frame Relay Frame Relay is a high speed switched packet service used to connect Local Area Networks. Unlike private DS1s, Frame Relay shares multiple telecom facilities. Frame Relay is used for MANs (Metropolitan Area Networks), host-to-host connections, transaction processing online and file transfer to multiple locations. Local Area Network ~ a system located on a company s location that allows computer devises to communicate with each other. Wide Area Networks ~ a system used to connect computers that are located in different cities and states. 23
25 Radio Line A Radio Line is a channel which provides access to non-broadcast radio transmitter. An example of this service is a security station which monitors entry onto property. 24
26 Tie Line A Tie Line is a dedicated circuit linking two points without having to dial the normal phone number. Lifting a telephone handset or pushing 1-3 digits may access a tie line Voice Private Line 25
27 A Voice Private Line is a direct channel or circuit connecting two or more sites in a multisite enterprise. It provides a non-switchable link from one customer location to another. An example of this service is a government agency that needs direct connection to a particular government officer. The caller need only pick up the phone and they will have a direct connection to the intended caller without having to dial anything Coin or Pay Lines A coin account requires immediate payment of a fee to complete a call. Coin accounts are slowly becoming obsolete due to the high costs of maintaining them and the increase in cellular phone usage Foreign Exchange (FX) Circuit An FX Circuit provides local telephone service from a central office located outside the subscriber s exchange area. To make a call on an FX circuit the caller picks up the phone in one city and receives a dial tone in the foreign city. The caller will also receive calls dialed to the phone in the foreign city. 26
28 The FX trunk provides a direct connection between the originating PBX switch and a remote central office other than the central office that serves the location of the PBX. 10. Bandwidth Bandwidth ~ identifies the capacity of the circuit. Also known as circuit speed. 11. Service Location Origination Service Address ~ the physical location of the dial tone line or circuit. Never use the billing address on the CSR or invoice. The CSR will list an LA (Listed Address), SA (Service Address) or both. Always use the SA, if provided. Use the LA if the SA is not provided. If a SLA or DPA is provided or referenced within the Circuit Data, use those instead of the SA or LA. 27
29 Termination Service Address ~ The end location of a Point-to-Point circuit. Point-to-Point circuits will reference CKL on a CSR. Will not be populated for dial tone or access lines *** Please note that the dash (-) is not part of the service location. When populated in the system the service address should read 409 Washington St not Washington St. Originating & Terminating Des Info ~ These fields are used to capture any additional location information for the line or circuit. Examples, include but not limited to: Building name, floor, room, suite, different company name, etc. 12. Recurring Cost The charges on a CSR for each individual circuit must be compared to the total monthly charge on the corresponding invoice. There must be no variance between the inventory recurring charge total and the invoice recurring charge total. 28
30 The total charge on the CSR does not always match the total recurring charge on the invoice because the invoice differentiates service types differently than a CSR. If there is a variance between the two documents a service comparison must be made prior to the update so that allocations to the inventory will match the invoice. 13. PIC Code Primary Interexchange Carrier (PIC) ~ identifies the Long Distance toll carrier for a particular circuit. Do not confuse with the LPIC (Primary Intraexchange Carrier) which identifies the regional toll carrier. We do not capture this information in the inventory. 14. Install Date Also called the Service Establish Date. 15. Comments This field is used to capture miscellaneous information found on the CSR or invoice that is used to identify provisioning or is additional information about a particular circuit. Examples include: SPIDs, SNIDs, CFA string, CFN number. 29
