1 Notice of Intent to Award a Sole Source Contract If an LEA intends to use Race to the Top funds to sole source a technology service or product in compliance with the guidelines listed in Guidance for Sole sourcing Using ARRA/RttT Funds, this form must be completed and posted to the Statewide Interactive Purchasing System (IPS) for a minimum of ten days. LEA/Charter Rutherford County Schools 810 Authorizing Person: Dr. Janet Mason Superintendent Technology Source (Vendor) Xirrus, Inc. Description of Technology (product or service): Rutherford County Schools (RCS) made the decision after review of the market place, to go with Xirrus Wireless in 2008 and pilot tested one school in the school year. Currently RCS has over 110 Xirrus Wireless devices and for consistency and manageability will continue to use the Xirrus Wireless devices and services as outlined below. RCS plans on using Race to the Top (RttT) Federal Funds to complete the wireless infrastructure in all schools and sites requiring wireless access. Xirrus "Exclusive" Architecture Design Elements: The WiFi Array integrates, 8, 12, 16 or a/b/g/n APs coupled to a highgain directional antenna system into a single device along with an onboard multigigabit switch, WiFi controller, firewall, dedicated WiFi threat sensor, and an embedded RF spectrum analyzer. The WiFi Array provides x more coverage and 8x more bandwidth compared to traditional WiFi solutions. The Array s multiradio, switched architecture allows it to displace not only traditional WiFi overlay offerings, but also switched Ethernet to the desktop. To replace switched Ethernet to the desktop, the WiFi Array is able to deliver the coverage, bandwidth, throughput, and user density required to allow WiFi to be the primary network connection. Even if used as just a wireless overlay, the Array enables a solution that uses 75% fewer devices, cabling, switch ports, power, space, and installation time compared with any other offering. All intended coverage areas must be covered with a minimum 72 dbm RSSI for high rate data applications and a minimum 67 dbm RSSI for voice applications to support seamless roaming. Any wireless product positioned in your response must include the following technical requirements: 1. Each wireless device (not system) must be a/b/g/n capable. 2. Each wireless device (not system) must contain a minimum of four () integrated a/b/g/n radios (AP s) with integrated antennas. 3. Each wireless device (not system) must contain an integrated and dedicated 2/7 (not timesliced or shared) WiFi threat sensor and RF monitoring radio.

3 . The wireless system must include an Intrusion Detection/Intrusion Prevention System (IDS/IPS). 5. Each wireless device (AP) (not system) must include an integrated stateful firewall. 6. Each wireless device (AP) (not system) must offer at a minimum the following configuration options: serial, SSH, Web, SNMP 7. Each wireless device (AP) (not system) must include an embedded multigigabit switch 8. Each wireless device (AP) (not system) must contain an embedded WiFi controller 9. Each wireless device (AP) must support distributed intelligence (security, QoS and VLAN tagging) at the edge to eliminate tromboning of traffic across the backbone 10. Each wireless device (AP) (not system) must employ a futureproof modular architecture for upgradability to future standards. 11. Each wireless device (AP) (not system) must provide seamless automatic channel and power configuration for all radios, automatic selfhealing coverage, and automatic station, band, and mode load balancing 12. Each wireless device (not system) must support VLAN tagging on a per SSID basis at the access point (not controller). 13. Each wireless device (not system) must support per SSID traffic shaping and limiting at linerate at the Access Point (not controller). 1. The wireless system must employ a centralized network management application 15. The wireless device (AP) proposed (not a separate product) must support multiradio wireless backhaul 16. The wireless system must support linerate WEP/WPA/WAP2/TKIP/AES encryption processing in the Access Point (not controller) Wireless Product Manufacture Requirements: 1. The wireless manufacture proposed in your response must: Why Xirrus? a. Be ISO 9000 certified b. Manufacture all assemblies and final assembly from within the U.S.A. c. Corporate headquarters based in the U.S.A. By using the Xirrus wireless arrays we have saved a considerable amount of money in infrastructure costs (wiring, switch ports, labor costs, etc.) and provided a robust wireless network that is as reliable as a wired network. Our current Xirrus network has well over 100 arrays installed throughout the District. The architecture allows us to manage the entire network from a single location without having to purchase additional hardware controllers. As the number of mobile devices increase in each school our network can scale to handle the additional load.
