1 REQUEST FOR PROPOSAL (RFP) Issue Date: January 0, 015 Wireless Network Infrastructure Upgrade The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through fair and competitive negotiations for Wireless Network Infrastructure upgrades. The goods and services requested in these documents are part of the E-Rate filings for the School City of Mishawaka School Corporation for the 015 funding year (July 1, 015 to September 0, 016). Further information can be found at the USAC Website The specific filing is 470 application # The vendor must provide their E-Rate Service Provider Identification Number (SPIN) number on proposal in order to be eligible for consideration. BACKGROUND School City of Mishawaka School Corporation will be upgrading their wireless network infrastructure platform to a single vendor and model except for a few specific instances outlined in the specifications section of this document. As part of this project, the corporation will be adding access points to their current wireless network, network switches and battery backup units to the distribution closets. There will be two sections to this proposal. The section that is titled, Total Necessary Equipment for District is mandatory for the project. The section that is titled, Optional Equipment for District is optional and should be itemized separately from the mandatory pieces. Answers to questions will be posted on an FAQ website at address This project will not be implemented until an E-rate Funding Commitment is received. DUE DATE Proposals will be received in the School City of Mishawaka School Corporation Administration Building at the following address 140 S. Main Street, Mishawaka, IN until o clock (:00 p.m.) EST Friday, February 7, 015. Proposals will be opened and publicly acknowledged at the hour of three o clock at the School City of Mishawaka School Corporation Administration Building. The School City of Mishawaka School Corporation Board of Education reserves the right to reject any or all bids. SPECIFICATIONS Listed below are part numbers and quantities for proposal. Equipment quantities are estimations and vendors are expected to submit proposals which include necessary quantities based on the need to supply dense wireless coverage. Vendors may submit alternative equipment as long as the equipment is an make and model, serves a similar functionality, or serves similar functionality with better performance. School City of Mishawaka School Corporation reserves the right to adjust quantities and exclude specific items prior to purchasing to meet the needs of the corporation.

2 -Appropriate radio frequency (RF) cell sizing in both the.4 GHz & 5 GHz spectrums is required, with a minimum 0% RF cell overlap between adjacent or contiguous RF cells that facilitate optimal wireless client handoffs, or wireless client roaming between RF cells, without losing connectivity. -Appropriate channel planning, in both the.4 GHz & 5 GHz spectrums is required, and must be validated post configuration to prevent, eliminate, or minimize co-channel interference within both spectrums, which can degrade the wireless experience for wireless clients. +If leveraging auto channel selection via a centralized or decentralized controller architecture, scenarios where a wireless client can detect the same Service Set Identifier (SSID), or within an Extended Service Set (ESS), being broadcast from physically separate access points, or wireless hardware, on the same channel (within either spectrum) must be eliminated or kept to a minimum when feasible. Manual cell sizing on individual access points, or wireless hardware, may be required outside of auto cell sizing via a wireless controller. -The ability to restrict or throttle the amount of bandwidth given to each associated wireless client, regardless of spectrum is desirable, but not required. -For.4 GHz operation on all access points, or wireless hardware, only channels 1, 6, and 11 should be enabled all others should be turned off or disabled. If using auto-channel selection via a centralized or decentralized wireless controller, only channels 1, 6, and 11 should be enabled for auto-channel selection. -For.4 GHz operation on all access points, or wireless hardware, channel bonding must be disabled, or if necessary, limit available bonding channels to 1, 6, and 11. -The ability to prevent or block wireless clients from associating to the wireless infrastructure, with client radios that do not minimally support the 80.11n revision to the IEEE framework is desirable, but not required. -The Ability to identify and attack rogue access points is desirable, but not required. -Post installation wireless site survey, with heat map documentation for both.4 GHz and 5 GHz frequencies, proving adequate radio frequency (RF) coverage and signal measurements of -65 db or greater (greater being towards 0 db RF is measured using a logarithmic scale), throughout defined spaces in the wireless project. -Wireless infrastructure design must be ready to facilitate transition to 5 GHz only operation, with the 80.11ac revision to the IEEE wireless standard in mind. A transition to 5 GHz only operation must not introduce improper cell overlapping, or create new dead spots, where a signal reading of -65 db is not attainable within 5 GHz, or cause poor wireless client roaming conditions. -School City of Mishawaka requires the successful vendor(s) to complete the USAC Item 1 Template that will be provided. -The successful vendor must utilize the USAC SPI method of invoicing.

School City of Mishawaka reserves the right to award the bid to the best-qualified vendor and not necessarily based on lowest price. Licenses and software for the adequate performance of eligible components If applicable, vendor to specify change fees, freight assurance fees, shipping charges, taxes, surcharges and contingency fees for eligible equipment. A manufacturer s three year warranty provided as an integral part of an eligible component without separately identifiable cost.
