4 Introduction Due to deregulation and restructuring in the electricity industry, there will be a need to provide strategic information to decision makers in a real time environment This paper shows the results of two surveys evaluating SCADA system at Alexandria, and highlights its role in facing the challenges of the new market trends in power distribution.

7 SCADA system in Alexandria In Egypt, the electricity sector is still not privatized. The Egyptian Electricity Authority owns the distribution companies. This authority was converted into a holding company in 2000, but remains state-owned. The generation, transmission and distribution sectors are separated.
8 SCADA system in Alexandria The distribution company has more than million customers The company services cover three voltage levels for distribution network (20, 11&0.4KV). It has a max. load of 1789 MW at ( ) with annual rate of increase about 4.7%. The company has (8) maintenance centers for making the necessary switching operations

10 SCADA system in Alexandria The project was started in 1995 and was put in service in 1998.It costs about 54.2 million L.E. The system consists of three Distribution Control Centers (DCCs) and Supervisory Control Center (SCC). Each DCC controls separate geographical areas with no overlapping for decision responsibility. AEDC/SCADA comprises the DAS in three modes: Real Time Study mode Dispatcher Training Simulator

12 Assessment of SCADA from the deregulated view
13 Data acquisition and effective maintenance strategies SCADA acts as an integrated database. It compresses data and provides real-time reports to decision-makers. It reduces the risks of the variable uncertain trading to a minimum. Monitoring the network enables re-routing the power through other feeders thus providing efficient maintenance strategies and reducing the time for maintenance procedures, and increasing its efficiency. It causes a drastic reduction of the theft of energy.
14 Power quality monitoring A survey to evaluate SCADA installation on the MT network outages was held after two years from its installation. At MT side of S/Ss, the interruption time is reduced to 5% The time of supply restoration of 11 KV Incoming feeders is cut by 87% and for outgoing feeders is cut by about 88.7% at DPs. The total annual MWH saving due to the use of SCADA system amounts to MWH
15 Highly-qualified manpower SCADA helps in reducing manpower due to automation and remote operation of the distribution network It increases the qualifications of the staff through extensive training programs. The training programs encompass the study mode and the DTS mode of the system.
16 Cost Benefits Network automation costs about 54.2 million Egyptian pounds. Although the initial cost of automation is high but the benefits cover these costs. The bases of cost calculation depend on the annual deprecation value from the initial cost of project's components added to the annual running cost. The annual cost for the project amounts to million Egyptian pounds
17 Cost Benefits The annual cost benefits by direct saving include: Benefits due to reduction in restoration time amount to 87,950 Egyptian pounds Benefits due to remote operation of S/Ss and D/Ps amount to 4,068,000 Egyptian pounds Benefits acquired due to remote operation of S/Ss and D/Ps amount to 4,600,000 Egyptian pounds Benefits due to re-routing and load management amount to 2,437,740 Egyptian pounds
18 Cost Benefits The annual total cost benefits amount to million Egyptian pounds. The net cost benefit due to applying Distribution automation for Alexandria network can be calculated as the annual benefits from system improvement annual operation and maintenance cost of the distribution network automation. Net cost Benefit = 11,151,950 4,932,254 = 6,129,696 Egyptian pounds

20 Possible directions of future development The deregulated electricity market will drive fundamental changes in the design, operation and planning of power distribution networks: The need for a variety of new technologies related to IT, automation and power electronics The need for excellent manpower Training at SCADA centers has to be changed to include formation of new skills and attitudes.

22 Conclusions An assessment of SCADA system proved its effectiveness with respect to the deregulation technical and economical aspects. SCADA is the acquisition of strategic information in a reliable and timely fashion. Any enterprise cannot ignore it without facing potential risks in both the profitability and viability of its business in the fiercely competitive market.
