The system is based on a MAN TGL Truck Chassis With a wheel base of 5.2 metres. In Drive-by mode, the system drives past one or multiple un-occupied vehicles stationary vehicles, its extended scanning arm passes over the stationary vehicles. In Drive-through mode, the system is stationary, and the vehicles being inspected drive through the extended scanning arm, this mode is ideal for high vehicle throughput applications. High quality X-ray Images The system has a high spatial resolution of 4mm and a high level of detectability and contrast sensitivity. Dual Energy Imaging The system has an automatic 3 colour coding for materials separation, providing distinguishing between organic, non-organic and metal materials. 2 Radiation Safety System Including emergency stop system, interlocks system, internal communication system, speed sensors, vehicle presence control system, dosimeter, traffic lights, video surveillance system and forward collision warning (FCW) system which will alert the operator when the system and another vehicle is close together. The safety system also includes a wide range of warning lights, beacons and audible alarms providing safety related information and indicating the status of the system. 3 General Information The system scanning has been designed for safety and reliability together with minimum human intervention to optimise its throughput. The vehicle is a basically a truck consisting of chassis, driver cabin, a rear area divided into an operator module and technical cabin and a boom with the x-ray detection module and the X-ray source module installed. In transportation mode, the truck appears as a standard road vehicle., the truck is left-hand drive. The system is equipped with an electric motor, which is engaged during the scanning process to drive the vehicle at a constant speed of 8 m/min or 12 m/min (set by the operator) 24 m/min (default speed). The suspension is locked during the scanning sequence. The system is equipped with a 40 kva Diesel Power Generator that supplies the necessary electrical power to the entire X-ray scanning system. The system can use external Shore power 380 V, 50 Hz, +-2Hz 3 phases, ground and neutral 35 kva power source, the power sockets located on the body are adequately protected and comply with outdoor use. Operator Module The operator module is arranged in an area behind the driver s cabin and consists of two workstations. The area is provided with lighting, heat and air-conditioning. It is shielded against radiation. The technical equipment is installed in fixed cabinets that are easily accessible for maintenance. X-Ray Source Module The X-ray source module includes X-ray radiation source, collimation system, adjustment mechanism and the radiation protection shield. The radiation system includes the X-ray source assembly: high-energy linac system and X-ray liquid cooling system. The High-energy X-ray source assembly consists of linac with embedded ionisation chamber, power supply and control units. The Linac is encased in an X-ray protective housing with a lead slit collimator which is used to form a narrow vertical fan-shaped X-ray beam. The linac encased in X-ray protective housing is installed on a platform with electromechanical drives which allow remote control of the beam position against the X-cards of the X-ray detector in control room during the system adjustment. The X-ray dual-energy radiation source is used as an accelerator generating short X-ray pulses, with maximum photon energy of 6 MeV. The radiation shielding of the accelerator and the collimator ensure a low-level dosage rate at the border of the controlled area. The beam orientation is adjusted remotely from the operator s room during the deployment of the system, the x- ray source module is fully computer controlled. During maintenance operations, the X-ray source module can be operated manually through its control console. The operating parameters of the equipment are continuously monitored by the computer and can be recorded in a logbook function to follow the equipment historic operation. X-Ray Detector Module The X-Ray detector sensitive modules are contained in weatherproof housings within the Boom together with an adjustment mechanism and imaging system, the Boom is attached to the vehicle. The Boom also supports the X- ray source module. The temperature control system ensures the necessary temperature and humidity within the casings of the X-ray detectors within a wide range of ambient temperatures and humidity. The system has been designed to withstand severe weather conditions The data from the detectors are sent to the computer in real time by means of a data processing and transmission system. 4 Control System The Control System comprises all the hardware and software required for failure-free system operation and control. Its main functions are: - Acquisition and generation of images out of the detectors digitised signals in online-mode; Acquisition of vehicle and cargo data; Image and data storage; Image analysis applying image-processing functions set; Image archiving after analysis; Image printing. The diagram below shows the schematic diagram of the control system layout. The Control system is in the operator module and includes the following: Remote Check-in workstation (optional); Review image workstations together with an Image Printer Unit; Supervision/Database workstation (Server) for storing and administering access to images; Control software. 5 The Control system has been designed with a high potential of adaptability, openness and evolution. Option - A Remote Review Image Workstation and safe remote access to the server data is available. All the workstations are contained within a secure local network with connection capability to external networks. The Operator s acquisition/analysis workstation is a PC running Microsoft Windows operating system and the Cargo Vision control software complex. (software complex). Technical Specification of the AWP The system is supplied with one 19 CCTV system monitor and a special keyboard with a key and emergency stop button. A workstation is provided to carry out the analysis of the scanned images for efficient detection of concealed or prohibited objects, the images are archived by the system and can be later recalled. 6 The workplace for document registration is designed for scanning of the shipment documents, vehicle registration documents and transfer of the obtained digital copies to the operator for further analysis and processing. The intuitive graphical interface of the software complex provides for easy control of software features, while facilitating registration of vehicles to be screened, screening of those, and processing of acquired X-ray images, thus enhancing operators performance Software The Cargo Manager program provides interaction between individual components of the Cargo Vision software complex, such as the Cargo Reg, Cargo Scan and Cargo View programs. In normal mode, the programs update each other automatically as per the operator s instructions, it is also possible to go back to any of the software complex programs without having to follow the automatic sequence. The Cargo Manager program enables the operator to execute certain system functions, three operators classes are handled by the system Administrator Class - Operators belonging to this class have all the rights on the system, the task of these operators is to fulfil all the operations related to the configuration, the update and maintenance of the system. Image Operator Class - Operators belonging to this class have all the rights related to the images processing. The task of these operators is to analyse the images coming from the system and to decide whether if contraband items are present. Check-in Operator Class - Operators belonging to this class have all the rights related to the check-in operations. The task of these operators is to enter the data of the vehicle and the cargo and to scan the accompanying documents. 7 The Image export function is to allow the export of images to the external media in a standard format (JPG or BMP format) readable by standard image processing software and/or formatting application. This is particularly useful if one wants to export images for communication or documentary purposes. Data processing security is an important aspect of the system, this security is considered as a whole in order to avoid that the loss of one secured element can imply a complete loss of security in the system. The security embedded in the system encompasses both its hardware and software parts. All PC central units of the workstations are powered with uninterruptable power supplies, an immediate automatic shutdown procedure is performed in case of power failure and any other emergency cases. The facility control system automatically controls the restart of the entire computer system, to avoid human errors. All the workstations of the system are: Regularly backed-up on the archive to easily enable a complete restoration in case of incident related to hard disks, Equipped with a function of operating system restoration. Radiation Safety System The Radiation Safety System ensures he safety of the people within and outside the controlled area. The Radiation Safety System autonomously provides permanent protection, i.e. provides for and ensures radiation safety of all people (operators, drivers and public) inside and around the system. It consists of a hard wired-logic controller, which processes all the safety information and authorises or not the emission of x-rays, associated with safety sensors, which controls: - The switch on/off of the x-ray Emission Units; The indication of X-rays emission; The perimeter of the restricted area. The boundaries of the controlled area are chosen for the deployment and operation of the system on the basis of the following radiation safety requirement: the ionising radiation dose outside the controlled area shall not exceed a value of 0.5 μsv on average in any one hour of system operation. Then the total accumulated annual dose will not exceed the permissible limit of 1 msv (ICRP 2007), provided that no person is exposed to radiation more than 2,000 hours during a year (standard duty schedule) The radiation safety system consists of the following: - Video surveillance system; Speakerphone (telephone communication and wireless internet connection); Traffic lights. Radiation protective shielding; Infrared barriers; Emergency stop buttons; Light and acoustic signals; Dose rate monitoring device; Safety interlocks; Vehicle presence sensors; Intercom system. Video Surveillance System The controlled area is additionally controlled by video cameras located on the system on the boom, signals from these video cameras go to a display located in the control module, the images from all of the cameras are displayed. Cameras on the x-ray source module transmit images of the scanning area. Option - Traffic lights Traffic Lights placed on boom are used for controlling the vehicle movement through the radiation portal. 8 Walkie-Talkie To provide communication between the traffic marshal controlling movement of the inspected vehicle and the operator in the Operator s cabin the scanner is supplied with two ultra-short waves radio stations. Radiation Protection Shielding Radiation protection shielding is mounted around the high-energy X-ray source module, around operator cabin and on the vertical part of the boom. Infrared Barriers The controlled area perimeter is supplied with an active infrared barrier and wireless communication with the operator s cabin. If somebody crosses the area perimeter the X-radiation is switched off and corresponding information appears on the display of the scanner control system to be read by the operator. Emergency Stop Buttons The Emergency stop buttons immediately stop the X-ray generation, after the emergency stop button is pressed, the relative information appears on the computer display of the scanner Control System. Light and Acoustic Signals Audio and light signals are mounted on the system, they will activate when about scanning start up and when the X-ray system is active. Dose Rate Monitoring Device A portable dosimeter with a light-sound alarm device informing the scanner personnel about dose rate is located in the operator s cabin. If the predetermined allowed limit of X-radiation dose rate is exceeded, the device triggers visual and audio alarm signals. Simultaneously the scanner safety system automatically switches off the X-ray source. When alarm signals are actuated the corresponding information appears on the computer display of the scanner Control System. Safety Interlocks The entrance door of the operator s cabin is provided with a safety magnetic interlock. The interlock is mounted on the Radiation Source cover providing access to the accelerator. 9 Vehicle Presence Sensors Reflective sensors are used to determine the vehicle and the container position relative to the scanner to ensure maximum radiation safety of the driver. The sensors permit X-ray generation only when the driver's cabin has left the area of the scanning beam, the moment when the sensor registers the reflective mark is visually displayed on the display screen of the system operator. Condition of the safety system is controlled and monitored by means of: - Information displayed on the monitor of the computer controlling the DTP 6000LVM; Red light on the control panel of X-Ray generator warning of X-ray radiation; Other light and sound alarms. Along the perimeter of the controlled area and around the X-ray tube housing unit (X-ray source module) there are warning symbols and inscriptions. Radiation Exclusion Zone To protect bystanders during a scan, a radiation exclusion zone surrounds the system; the radiation dose at the exclusion zone boundary does not exceed the maximum allowable. The size of the system exclusion zone depends on factors, including the X-ray penetration, truck length and scanning throughput. An optional infrared fence at the exclusion zone boundary automatically turns off the X-ray beam when it is violated. Vehicle Inspection Scanning Process The system comprises an X-ray source module and an X-ray detection module both attached to the boom, data acquisition and control electronics that transfer the digitised signal to the control system, located in the Operators module. The system scans an object, such as a truck or a container on a truck, in a single pass screening the entire vehicle from chassis to its top, the resulting X-ray image shows the vehicle and its contents. The boom is automatically deployed perpendicular to the target vehicle. During the scanning operation the CCTV cameras are used to monitor the inspection tunnel and the area around the system. The Optional ANPR / Cargo Number reader automatically captures the license plate and/or cargo container number. The X-ray image is immediately available to the operators, images can also be wirelessly transmitted to additional operators at a nearby system. Re-Deployment The Truck is powered by a diesel engine and is capable for motorway speeds, this allows rapid re-deployment of the system. Upon arriving at the new inspection site, the boom is deployed, and the unit is ready to start scanning operations in less than 40 minutes in standard operating environments, In lower temperature environments the start-up time will be extended. 10 The system can operate two different modes: 1. Drive-by mode - In this mode, the system moves at constant speed with the boom deployed allowing the screening of a stationary vehicle. The nominal speed of the system is 24 m/min in the forward or reverse direction. It is driven by electric motors with the ability to finely adjust the speed, enabling uniform scanning and optimal imaging. 2. Drive-through mode - The target vehicle drives through the inspection tunnel at a speed of up to 10 km/h. The high-energy X-ray beam is automatically generated after the driver cab passes, so that only the cargo is scanned. For the optional drive-through scan modes, a Traffic Control System is added to the system to provide a safe, continuous flow of vehicles through the deployed boom. Operators The operators of the system consist of a traffic control operator and up to two onboard operators. The traffic control operator instructs the driver of the target vehicle. Their roles are as follows: - Truck driver Is responsible for driving the vehicle. System Operator Is responsible for scanning process. Image operator Is responsible for analysing the images. Traffic control operator Is responsible for checking that no personnel are in the scanning area, controlling the vehicles to be inspected and ensuring the truck does not hits the boom. Operation Zone Requirements The operation of the system requires three main areas: Entrance area; Scanning area; Waiting area. The entrance area is an area where vehicles wait for the inspection. The scanning area is an area where the vehicles are subject to X-ray screening. The waiting area is used as the parking area for the vehicles to wait until the inspection results are checked. Depending on the local radiation regulations, dimensions of the inspection area can vary. 11 Operation Driver is directed to a waiting position located in Entrance area. The Traffic control operator instructs the driver to move his vehicle into the Scanning Area. The driver goes to the Scanning area switches off the engine and leaves the vehicle together with any on-board passenger. The Traffic control operator verifies that the positioning phase is complete and that no one remains in the vehicle. He then walks, with the driver and any passenger to the waiting area. The System Operator, after having checked on CCTV monitors that no one remains in the scanning area and presses the SCAN button. The scanning vehicle automatically starts moving at a constant speed. The image acquisition starts automatically when optical sensors detect the extremity of the vehicle to be scanned. The System Operator is responsible for monitoring the scanning process and the relative position of the vehicles with the aid of the CCTV system. If necessary, he can intervene by slight adjustments to the steering wheel. The detector module in the Detection Box attached to the boom detects the X-radiation that passed through the vehicle. The image will appear on the review image workstation monitors line by line in real time. The images are then sent to the Computer System so as be immediately available for examination by the Image Operators at the end of the scanning process. At completion of the X-ray scanning process, once optical sensors detect the other extremity of the scanned vehicle, the X-ray Emission and the system stop. After the scanning process the driver (and passenger) is instructed to re-join his vehicle and to drive out of the scanning area to the exit parking area where he must wait for the results of the image inspection. Once the inspected vehicle has left the Scanning area the next vehicle in the waiting area is authorised to drive in when instructed by the Traffic Marshall.
