1 ( ) LIGHTING CONTROL PANELBOARD PART 1 GENERAL 1.01 SCOPE A. The Contractor shall furnish and install Lighting Control Panelboards as specified and as shown on the contract drawings. B. The Lighting Control System work shall be indicated on the drawings and by the requirements of this section. It is defined to include, but not limited to: 1. Power switching equipment 2. Lighting management equipment 1.02 RELATED SECTIONS A. Section Panelboards B. Section Circuit Breakers and Fusible Switches Low Voltage C. Section Microprocessor-Based Metering Equipment 1.03 REFERENCES A. NEMA Compliance: Comply with applicable portions of NEMA standards pertaining to types of electrical equipment and enclosures. B. CSA Listing: Lighting Control Panelboards shall be CSA listed under CSA C22.2 No. 29 Panelboard Interiors 1.04 SUBMITTALS FOR REVIEW/APPROVAL A. The following information shall be submitted to the Engineer: 1. Breaker layout drawing with dimensions indicated and nameplate designation 2. Component list 3. Conduit entry/exit locations 4. Assembly ratings including: a. Short-circuit rating b. Voltage c. Continuous current 5. Cable terminal sizes (C) /16

2 6. Product data sheets. Submit manufacturer s data sheets on system submitted and components supplied, with complete descriptions of hardware and software components supplied 7. Series rating information 1.05 SUBMITTALS FOR CONSTRUCTION A. The following information shall be submitted for record purposes: 1. Final as-built drawings and information for items listed in Paragraph 1.04, and shall incorporate all changes made during the manufacturing process 2. Installation information 3. Seismic certification and equipment anchorage details as specified 1.06 QUALIFICATIONS A. The manufacturer of the assembly shall be the manufacturer of the major components within the assembly. Panelboards specified in this section shall be of the same manufacture as those specified in Section Panelboards. B. For the equipment specified herein, the manufacturer shall be ISO 9001 or 9002 certified. C. The manufacturer of this equipment shall have produced similar electrical equipment for a minimum period of five (5) years. When requested by the Engineer, an acceptable list of installations with similar equipment shall be provided demonstrating compliance with this requirement. D. Provide Seismic qualified equipment, when required, as follows: 1. The equipment and major components shall be suitable for and certified to meet all applicable seismic requirements of the [latest National Building Code of Canada (NBCC)]. 2. The Project Structural Engineer will provide site specific ground motion criteria for use by the manufacturer to establish Sa(0.2) values required. 3. The following minimum mounting and installation guidelines shall be met, unless specifically modified by the above referenced standards. a. The Contractor shall provide equipment anchorage details, coordinated with the equipment mounting provision, prepared and stamped by a licensed engineer in the province. Mounting recommendations shall be provided by the manufacturer based upon the above criteria to verify the seismic design of the equipment. b. The equipment manufacturer shall certify that the equipment can withstand, that is, function following the seismic event, including both vertical and lateral required response spectra as specified in above codes. c. The equipment manufacturer shall document the requirements necessary for proper seismic mounting of the equipment. Seismic qualification shall be considered achieved when the capability of the equipment, meets or exceeds the specified response spectra. Note to Spec. Writer - Optional (C) /16

The manufacturer of the lighting control panelboard shall be regularly engaged in manufacture of electrical distribution equipment, lighting control and/or energy management equipment of types and capacities required and shall be the manufacturer of the remote controllable circuit breakers contained in the system REGULATORY REQUIREMENTS A. The lighting control panelboard shall be labeled and listed under CSA C22.2 no. 29 Panelboard Interiors DELIVERY, STORAGE AND HANDLING A. Equipment shall be handled and stored in accordance with manufacturer s instructions. One (1) copy of these instructions shall be included with the equipment at time of shipment OPERATION AND MAINTENANCE MANUALS A. Equipment operation and maintenance manuals shall be provided with each assembly shipped and shall include instruction leaflets, instruction bulletins and renewal parts lists where applicable, for the complete assembly and each major component. PART 2 PRODUCTS 2.01 MANUFACTURERS A. Eaton B C The listing of specific manufacturers above does not imply acceptance of their products that do not meet the specified ratings, features and functions. Manufacturers listed above are not relieved from meeting these specifications in their entirety. Products in compliance with the specification and manufactured by others not named will be considered only if pre-approved by the engineer ten (10) days prior to bid date GENERAL A. The lighting control panelboard shall contain low-voltage controlled circuit breaker switching and thermal magnetic overcurrent protection in a single panelboard enclosure. The system shall be capable of on/off control for low voltage switchable circuit breakers.. B. The subnetwork of expansion panelboards shall support up to 168 branch breakers POWER SWITCHING EQUIPMENT REQUIREMENTS A. The lighting control panelboards shall contain low voltage controlled thermal magnetic circuit breakers in a standard panelboard enclosure. The lighting control panelboards must Note to Spec. 4 be integrated and modular; external time clocks, relay circuits and/or contactor circuits will not be acceptable. B. Lighting Control Panelboard general requirements: 1. The panelboard shall be furnished with an integral programmable plug and play lighting control module that provides ON/OFF control for low voltage switchable circuit breakers. 2. The panelboard shall be pre-wired and factory assembled. C. Lighting Control Panelboard Construction Requirements: 1. Interiors shall be capable of housing a lighting control module and sized to allow easy access and replacement of the lighting control module 2. Interiors shall provide a Class 2 separation for the lighting control module with an internal Class 2, 120/277 VAC power supply with secondary thermal magnetic ON/OFF protection to provide power to the panelboard control module. Power supply shall be fed from panelboard bus. 3. Provide deadfront cover for access to lighting control module 4. Lighting control module shall be provided with local ON/OFF switch and programming/diagnostic port 5. Branch Circuit Breakers: a. Branch circuit breakers shall have bolt-on type bus connectors. Plug-in type circuit breakers are not acceptable. b. Circuit breakers shall have an overcenter toggle mechanism, which will provide quick-make, quick-break contact action. Circuit breakers shall have thermal and magnetic trip elements in each pole. Two- pole circuit breakers shall have common tripping of all poles. c. Circuit breaker trip target shall be provided. In addition, the circuit breaker handle shall move to center of travel on breaker trip. d. Circuit breakers marked Remotely Controlled on drawings shall respond to a remote low voltage Class 2 signal for Open or Closed contact positioning. Circuit breaker power contacts shall remain Open when the breaker handle is in the OFF or tripped position, regardless of the remote close command. Remote control shall only be possible when the breaker handle is in the ON position. Circuit breakers may be manually controlled by operating the breaker handle in the event of a lighting control module failure. Control power for circuit breakers shall be derived from the lighting control module. D. Lighting Control Panelboard Requirements: 1. The panelboard shall be capable of operating as a stand-alone device. (C) /16

5 2.04 OPTIONAL POWER EXPERT BRANCH CIRCUIT MONITOR LIGHTING CONTROL PANELBOARD 1. Where shown on the drawings, supply a CSA listed microprocessor-based Branch Circuit Monitoring System (PXBCM), or approved equal having the specified features. This system shall consist of meter base, and meter module(s) as described below 2. The Branch Circuit Monitor shall measure the following operational data for up to 84 branch load circuits: Forward and Reverse kwh Watts, VA, Amps, Power Factor Present and Peak demand readings for Amps, Forward and Reverse Watts Maximum Watts, VA, Amps 3. The Branch Circuit Monitor shall support alarms for current that can be set based on percent of Breaker Rating and alarms for voltage based on percent of nominal voltage. High, High-High, Low, Low-Low non-latching alarms for current. High and Low latching alarms for current, resettable via Modbus or the WEB interface High and Low latching and non-latching voltage alarms for each meter module input voltage. Alarm Status and alarm counters shall be available via Modbus communications 4. Branch Circuit monitor shall support upgradeable firmware via communications. 5. The Branch Circuit Monitor shall have the following ratings Elevation: ft (0 3000M) Pollution degree: 2 (IEC ) Ambient temperature range: -20 C +70 C ( F) Storage temperature range: -40 C to +85 C (-40 F F) Humidity: 5% 95% non-condensing. PXBCM as a component shall have a NEMA 1 rating. When installed in an enclosure it shall have the same rating as its enclosure NEMA [1] [3R] [4] [4X] [12]. Housing ingress protection: IP20 as a component, in an enclosure the same as the enclosure CE Mark EMC (Electromagnetic Compatibility) IEC61326: EMI IEC X level 3 CISPR 11: Class B emissions, CISPR 22 (Ethernet) class B emissions FCC part 15 Class B emissions UL/cUL rd edition EN PXBCM Meter Base Each PXBCM-MB Meter Base shall support connection of up to 4 Meter Modules in either a MMS Strip or MME External configuration monitoring a total of up to 100 single-phase two-wire AC loads, 48 single-phase three-wire AC loads or 32 threephase four-wire AC loads or combinations not to exceed 25 poles per meter module. 6 The PXBCM-MB shall be equipped with 4 meter module ports. Each port shall provide control power and communications to either a PXBCM-MMS Meter Module Strip or a PXBCM-MME Meter Module External with a maximum cable length of 28ft between each Meter Base and each Meter Module. Each PXBCM-MB shall support connection to up to 4 PXBCM-MMS Meter Module Strip or 4 PXBCM-MME Meter Module External, or a combination of up to 4 total PXBCM- MMS and PXBCM-MME each meter module with independent single or three phase voltage metering circuits with inputs up to 277V L-N and 480V L-L. PXBCM-MB Power Supply shall be rated for VAC L:N +/-10% CAT III, Hz, 6W The PXBCM-MB shall include a 3 terminal RS-485 serial port for Modbus RTU communications and an RJ-45 port for Ethernet communications. The Ethernet port shall support Modbus TCP communications as well as an Embedded WEB server. The PXBCM-MB embedded WEB server shall support device configuration for to up to 4 PXBCM-MMS Meter Module Strip or 4 PXBCM-MME Meter Module External, or a combination of up to 4 total PXBCM-MMS and PXBCM-MME and display of up to 100 points of metering data. It shall be possible to save device configuration information to a file for archiving and for uploading to PXBCM. The PXBCM-MB shall support connection to a pre-configured HMI via RS-485 serial port. The HMI shall not require configuration The PXBCM-MB shall be equipped with LED s to indicate communications activity and Device/Alarm Status. An LED shall also indicate if Ethernet is configured for DHCP (automatically assigned IP address) or Fixed IP (manually assigned IP address). The PXBCM-MB shall be equipped with 2 rotary switches to assign Modbus Slave ID The PXBCM-MB shall be equipped with security mode switches to enable the device to operate in a secure mode to prevent tampering with device configuration and resets over comms. The PXBCM Meter Base shall automatically sense the type of PXBCM Meter Module connected to each of its 4 meter module ports. The Configuration wizard shall support naming and configuration of up 100 virtual meters by assigning 1-3 channels of current to 1, 2 or 3 pole meters. Virtual meters shall aggregate the channel data assigned to each virtual meter and report the aggregated virtual meter values for: Forward and Reverse Energy Watts, VA, Average Amps and Power Factor Average and Peak demand for Watts and VA 7. PXBCM-MMS Meter Module Strip PXBCM-MMS Meter Module Strips shall be available in configurations to mount on either the left or right of a panelboard and contain 9, 15, or 21 CTs. Four additional 333mV connections shall be provided on each PXBCM-MMS for Auxiliary 333mV CT connections which can be used to monitor the panel mains or branch circuits. The MMS shall include both load current and voltage metering circuits providing meter data to the Meter Base. (C) /16

7 The PXBCM Meter Module Strip shall be available with either 9 CT s, 15 CT s or 21 CT s per assembly for factory assembly into Panelboards with 18, 30 or 42 poles. PXBCM MMS CT s shall have be rated for up to 100A continuous current monitoring and designed to mount in an Eaton PRL-1a, or PRL-2a Panelboard with 1 inch breaker pole spacing. PXBCM Meter Module Strip 1 inch center CTs shall have a window opening sufficient for insulated Aluminum conductor rated for 100A capacity The PXBCM Meter Module Strip shall support direct connection of one set of 3 phase nominal metering voltage inputs up to 277V L-N and 480V L-L voltages and shall be rated as Cat III. The Meter Modules can also monitor voltage in the following configurations: Three Phase, four wire wye Three phase, three wire delta Three phase, center tapped delta Three phase, three wire Single phase, two wire Power and Energy metering shall be performed based on the voltage assignment for each 100A strip mounted CT and 333mV Aux CT current input as configured using the embedded WEB server. PXBCM MMS Accuracy of kwh metering on branch circuits shall be rated for ANSI C accuracy class as a system, including 100A rated strip mounted solid core current transformers. kwh accuracy for 333mV input auxiliary circuits shall satisfy ANSI C class excluding external 333mV sensor performance. The PXBCM MMS shall be UL approved for mounting to the panelboard interior with no interference. Strip placement shall line up 1 inch center CT s with breaker poles and not impede the normal routing of branch circuit conductors in the panel enclosure. The PXBCM MMS shall connect to the PXBCM MB using factory supplied cables. 8. PXBCM-MME Meter Module External The PXBCM-MME provides the same metering functionality as the PXBCM-MMS but is used for retrofit or non-uniform/high-mix load applications where the PXBCM-MMS strip mounted 100A CT s cannot be applied. The PXBCM Meter Module external shall support 25 channels of current using external 333mV current sensors connected to terminal strips on the PXBCM-MME. The PXBCM Meter Module External shall support direct connection of one set of 3 phase nominal metering voltage inputs up to 277V L-N and 480V L-L voltages and shall be rated as Cat III. The Meter Modules can also monitor voltage in the following configurations: Three Phase, four wire wye Three phase, three wire delta Three phase, center tapped delta Three phase, three wire Single phase, two wire Power and Energy metering shall be performed based on the voltage assignment for each 333mV current sensor input as configured using the embedded WEB server. 8 PXBCM MMS Accuracy of kwh metering on 333mV input circuits shall satisfy ANSI C class excluding external 333mV sensor performance. 9. Optional HMI Display shall display data for all configured sub-meters. HMI configuration shall not be required for each sub-meter. The HMI shall discover the configuration information automatically. Displayed information shall include; Sub-meter name, current, voltage, energy consumption, demand, and power factor for up to 100 load circuits. Aggregated Power and Energy readings for any 1, 2 or 3 pole meters. (C) /16

9 PART 3 EXECUTION 3.01 FACTORY TESTING A. The factory service shall provide adequate testing of the supplied equipment and software to ensure that the system performs as intended by the specification. Building engineering personnel shall be trained on all aspects of operating and maintaining the system. Care shall be taken to ensure that the system load connections are to the electrical drawing and that the control scenarios are operating properly FIELD QUALITY CONTROL A. Provide the services of a qualified factory-trained manufacturer s representative to assist the Contractor in starting-up and programming the system for a period of working days. The manufacturer s representative shall be factory-trained and shall have a thorough knowledge of the software, hardware and system programming. The manufacturer s representative shall provide the following services: 1. Check installation of all smart panelboards 2. Test operation of all remote-controlled loads 3. Repair or replace any defective component B. The Contractor shall provide three (3) copies of the manufacturer s field startup MANUFACTURER S CERTIFICATION A. A qualified factory-trained manufacturer s representative shall certify in writing that the equipment has been installed, adjusted and tested in accordance with the manufacturer s recommendations. B. The Contractor shall provide three (3) copies of the manufacturer s representative s certification TRAINING A. The Contractor shall provide a training session for up to five (5) owner s representatives for normal workdays at a jobsite location determined by the owner. B. The training session shall be conducted by a manufacturer s qualified representative. Training program shall include instructions on the control system, programming, and other major components. C. The training program shall include: 1. System review of all system components and their function 2. System review of all management software and its function 3. Operator training to develop experience with control applications. Note to Spec. Writer Insert data in blanks (C) /16

10 3.05 INSTALLATION A. The Contractor shall furnish, install and terminate all communication conductors and associated conduits external to any factory supplied equipment. B. All communication conductor wiring and routing shall be per the manufacturer s recommendations and as shown on the contract drawings WARRANTY A. The warranty shall ensure that the Lighting Control System manufactured and supplied as specified will be the kind and quality described in the specification and will be free of defects in workmanship and material. 1. Standard Warranty shall be 1 year from date of startup not to exceed 18 months from date of shipment. 2. Equipment warranty shall be extended to two years from date of installation when service representatives employed by the equipment manufacturer perform installation. 3. Warranty shall be valid if startup is completed by factory-trained representative 4. Warranty replacement parts shall be available on a 24-hour delivery basis, if requested during normal working hours 5. Warranty shall provide for on-site technical assistance if deemed necessary (C) /16
