1 Page 1 of 8 PQ ANALYZER PROCUREMENT SAMPLE SPECIFICATION SECTION XXXX POWER RECORDER MONITORING SYSTEM PART 1 - GENERAL 1.1 SUMMARY A. This Section includes Power Analysis and Recording (PAR) system, which provides the following measurements and capabilities 1.2 SUBMITTALS A. Product Data: For product indicated. Include rated capacities; shipping, installed, and operating weights; furnished specialties; and accessories. B. Product Certificates: Signed by manufacturers of power recording equipment, certifying that products furnished comply with the following testing and labeling requirements: 1. UL certification. 2. UL 1449 listing and classification. 3. CAN/CSA-C EN55022 Class A 5. CE European Classification C. Field Test Reports: Written reports of tests specified in Part 3 of this Section. Include the following: 1. Test procedures used. 2. Test results that comply with requirements. 3. Failed test results and corrective action taken to achieve requirements. D. Warranties: Special warranties specified in this Section. 1.3 QUALITY ASSURANCE A. Testing Agency Qualifications: Testing agency as defined by OSHA in 29 CFR and that is acceptable to authorities having jurisdiction. B. Source Limitations: Obtain power recording system and accessories through one source from a single manufacturer C. Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA 70, Article 100, by a testing agency acceptable to authorities having jurisdiction, and marked for intended use. D. IEEE Compliance: NEMA Compliance: UL Compliance: (specify where appropriate).

2 Page 2 of PHYSICAL CHARACTERISTICS The Power Analysis and Recording (PAR) system shall consist of a monitoring unit the monitor that captures and records power measurements automatically and autonomously and can communicate to an IBM compatible PC the controller to retrieve and display captured data. The monitor shall be rugged, drip-proof, and operate in temperatures from 0 o to 50 o C. A. (specify portable or permanent type as follows) i) The monitor shall be a portable instrument ii) The monitor shall be permanently installed. B. The manufacturer will provide a controller or central monitoring station that shall be either (specify) a portable notebook IBM compatible PC or a permanent desktop IBM compatible PC. C. (specify) The portable PAR monitor shall weigh less than 14 pounds, and be no larger than 13" x 8" x 3.5". (or) The permanent PAR shall weigh less than 18.5 pounds, and be no larger than 12.4" x 11.6" x 6.0". 1.5 GENERAL SPECIFICATION A. The following specifications describe a Power Analysis and Recording System (PAR), which provides the following measurements and capabilities: B. Power disturbance analysis including capture and measurement of: voltage impulse waveforms, sags, swells, wave-shape faults, frequency deviations, True rms voltage, True rms current, and flicker, with simultaneous capture of current during the voltage event. C. Harmonic measurements of voltage and current waveforms to the 63rd harmonic. D. Power consumption measurements to include watts, VA, VAR, power factor, demand watts, distortion power, and kilowatt-hours. E. Real-time oscilloscope display of all voltage and all current waveforms on three phase distribution systems including, neutral voltage, neutral current, and ground current. F. Organization of events and summaries in a database compatible with commercial Microsoft database programs operating under Microsoft Windows environments. G. Communication to an IBM compatible PC via Ethernet 10 base T, via Netbeui or TCPIP protocol. H. All measurement systems shall be modular, and upgradeable. All measurement systems when installed on the PAR s internal hard disk shall be fully operational, functional, and available at all times. All measurements shall be made simultaneously without the need to change hardware or software modules. Instruments which require changes of hardware or software modules, or PCMCIA memory cards to enable different measurement functions will not be considered acceptable.

3 Page 3 of OPERATION AND INSTALLATION CHARACTERISTICS A. The PAR will connect to an IBM compatible PC controller to retrieve and analyze data. The manufacturer will provide system software to access and display the data and to analyze the captured information on a PC. B. The system software shall operate on an IBM compatible PC with an Intel Pentium -class or equivalent processor, a minimum of 64 megabytes of RAM memory, 2 GB megabytes of nonvolatile hard disk memory, and Microsoft Windows. The system software will be compatible with Microsoft Excel and Microsoft Word programs for spreadsheet and report writing tasks. C. Manual threshold settings will not be required when installing the monitor. Manual threshold settings are not acceptable because of the difficulty of programming the monitor. The PAR will use the Full Disclosure method of capture to ensure that any event, of any size, of any length can be captured automatically. The Full Disclosure technique captures all events using automatic, adaptive thresholds, with automatic memory management and automatic variable time-bases. D. The PAR shall provide the capability to correct voltage and current connection phase rotation errors and current clamp polarity errors during installation through software. E. The PAR shall possess a minimum of 4 MB internal RAM memory and a non-volatile mass storage of either solid state memory of 48 MB or more or hard disk drive of 2.3 Gigabytes, minimum, to store a minimum of 6000 events, as well as summary reports. F. For portable instruments the voltage measurement cables shall be ten feet long and will accept interchangeable voltage probes to connect securely to different sized conductors. G. (Optional clause for permanently installed monitors replaces above clause) For permanently installed monitors the manufacturer shall provide terminal block connections for voltage measurements to connect directly to voltage up to 707 VRMS. H. Current measurement cables shall be ten feet long and will accept the following clamp-on type current transformers (and manufacturer will provide - specify #) with ranges 0.01 amps - 5 amps RMS, 0.1 amps - 40 amps RMS, amps RMS, and amps RMS. The PAR will also operate with flexible type current transformers (and manufacturer will provide - specify #) with ranges of amps, amps, and amps, in 24 lengths for 100, 1000, and 5000 amp ranges, and 48 lengths for 1000 and 5000 amps ranges. I. (Optional clause for permanently installed monitors replaces above clause) For permanently installed monitors the manufacturer shall provide terminal block connections for current measurements to accept a 0-5 amp signal from external CT s, or connections to clamp-on or flexible current transformers as specified in H above. J. Voltage connections shall be single-ended to provide enhanced safety. The installation of jumper cables between channels will not be required or permitted when monitoring three phase wye or delta distribution systems.

4 Page 4 of 8 K. Measurement cables will provide LED indication when a voltage lead is connected to an energized phase conductor and the voltage signal is measurable. LED's will indicate when the correct sized current clamp is being used and the current signal is measurable. L. The PAR shall not require the use of thermal paper or other paper rolls, or the use of floppy disks to store recorded data. M. The PAR shall capture any event, any size, any length, automatically under all conditions and shall continue to operate autonomously even if communications to a central PC is lost or if the central PC should become unavailable, such that when communications are restored the data has been faithfully recorded and available for download. Systems that depend upon a connection to a central PC are unable to operate autonomously and are unacceptable. PART 2 - PRODUCTS 2.1 MANUFACTURER A. Manufacturers: Subject to compliance with requirements, provide products by the following manufacturer: a. Reliable Power Meters Inc POWER MONITOR AT UTILITY SERVICE ENTRANCE OR INCOMING SWITCHGEAR PANEL A. Permanent installed products shall comply with Model 901 InSite Power Recorder. B. Permanent installed products shall comply with Model 1951 Multipoint Power Recorder. 2.3 POWER MONITOR AT INPUT TO UPS A. Permanent installed products shall comply with Model 901 InSite Power Recorder. B. Permanent installed products shall comply with Model 1951 Multipoint Power Recorder. 2.4 POWER MONITOR AT OUTPUT FROM UPS A. Portable installed products shall comply with Model 1658 Power Recorder. B. Permanent installed products shall comply with Model 901 InSite Power Recorder. C. Permanent installed products shall comply with Model 1958 Multipoint Power Recorder. 2.5 CURRENT TRANSFORMERS A. Appropriate current transformers shall be supplied unless monitors are to accept nominal 5-amp inputs from existing current transformers (specify).

5 Page 5 of ENCLOSURES A. Manufacturer to make available an optional NEMA compliant enclosure for housing the power recorder system equipment where necessary (specify). PART 3 - POWER MONITOR MEASUREMENT CHARACTERISTICS A. The PAR will have a minimum of nine simultaneous measurement channels, with a minimum of five channels to measure current on all phase conductors, neutral, and ground conductors simultaneously. Instruments which have less than four full time voltage channels and less than five full time current channels will not be considered acceptable B. Voltage measurements will be covered in a single range with accuracy s as follows and current measurements with current clamps with ranges and accuracy s as follows: C. Voltage: 100 millivolts to 1000 Volts peak (707 volts RMS max.) +/-0.1% of full scale. D. Impulses: 12 volts peak to 6400 Volts peak +/- 2% of full scale. E. Frequency: Hz +/- 0.1 Hz F. Impulses: 1.2 volts peak to 640 Volts peak +/- 2% of full scale. G. Channels 5-9 for current measurements with clamp-on CT as follows: (specify) amps RMS +/- 0.1% of full scale amps RMS +/- 0.1% of full scale amps RMS +/- 0.1% of full scale amps RMS +/- 0.1% of full scale. OR for permanently installed monitors Current: amps RMS +/- 0.1% of full scale, via internal toroidal transformers. H. Voltage and current waveforms will be sampled with a 14 bit analog to digital converter at a rate of 7,680 times per second to provide 128 sampled points per cycle at 60 Hz. I. Harmonic measurements on all channels shall be up to the 63rd harmonic to include amplitude and phase angle for each harmonic, % of fundamental, and individual harmonic RMS volts and currents. The monitor shall be capable of tracking and plotting any of the 63 harmonics for voltage or current over the monitoring period. J. RMS, power, and harmonic measurements shall be made continuously on each and every cycle with an on board digital signal processor capable of performing a Fourier Transform to the 63rd harmonic in 100 microseconds. The minimum RMS measurement time shall be one cycle. K. The following power measurements will be made on each and every cycle continuously: Watts, VA, VAR, true power factor, and displacement power factor.

6 Page 6 of 8 L. The PAR shall also measure flicker to provide percentage voltage change and frequency of modulation to IEC 868 including Pst and Plt values. M. In oscilloscope mode the PAR will provide vector addition and subtraction tools to add or subtract voltage or current waveforms on an IBM compatible PC to identify ground loops, imbalances, and leakage currents. The PAR shall be configured to make the following measurements (specify): N. Power Quality standard measurements: sags, swells, and wave shape fault events, rms volts, rms amps, and frequency summaries. Transients to 1000 volts peak, 130 microseconds duration. O. Power Quality with peak detect of fast impulses. As above but adds high speed sampling of impulses at 2 MHz to measure impulses to 6400 volts peak, 500 nanoseconds duration and displays peak voltage. P. Power Quality with high speed impulse waveforms. As above but adds high speed sampling of impulses at 2 MHz to measure impulses to 6400 volts peak, 500 nanoseconds duration and displays detailed high speed impulse waveforms and peak voltage. Q. Power Consumption. Measures: Watts, VA, VAR, PF (true and displacement), Demand, KWh. R. Harmonics and Flicker. Measures: THD, harmonic spectrum to 63 rd harmonic and displays magnitude and phase angle for each harmonic. Imbalance for voltage and current, and flicker to IEC 868. Tracking of all 63 individual harmonics, voltage and current, over time. 3.2 SOFTWARE, DATA ANALYSIS and DISPLAY A. The PAR software will permit random access to the data for the selection of events and summaries without scrolling through data serially. B. The PAR software will display disturbance event summaries as a percentage of nominal voltage against duration with respect to the standard power tolerance curves known as ANSI, ITIC or CBEMA. Events shall be plotted against tolerance curves using the Full Disclosure method. The display software will permit custom power tolerance curves to be drawn or edited, and superimposed at any time after capturing event data. Events shall also be plotted as a percentage of nominal voltage against time of occurrence. C. The PAR will provide phasor diagrams to indicate the measurement connections, phase relationships, and amplitudes at the fundamental frequency. D. The PAR will display power quantities including watts, VA, VAR, power factor, and distortion power in real-time. E. The PAR will display the harmonic spectrum to the 63rd harmonic for a selected voltage or current waveform in real-time. F. The PAR will provide tools to enlarge event waveforms and measure amplitude, rise-time, and ringing frequency.

7 Page 7 of 8 G. All events will show date and time of occurrence. H. Oscilloscope display screens will be continuously available while the PAR is recording power disturbance and power consumption information. I. The manufacturer will provide software utilities to compress power survey database files. J. The software shall provide alarming capabilities to alert key personnel of out-of-limit conditions, and to provide secondary alarms to Building Management Systems. K. The software will permit the viewing of data from multiple monitors simultaneously. L. The software shall provide a report generation utility for summarizing captured data in a Microsoft Word document. 3.3 CONNECTIONS A. Connections of power recorder system must comply with safety instructions ANSI/NEPA 70E [B2[ concerning appropriate protective equipment. 3.4 FIELD QUALITY CONTROL A. Testing: Owner will engage a qualified testing agency (or the manufacturer) to perform the following field quality-control testing: B. Testing: Perform the following field quality-control testing: 1. After installing the PAR power recorder system, but before electrical circuitry has been energized, test for compliance with requirements. 2. Complete startup checks according to manufacturer's written instructions. C. Repair or replace malfunctioning units. Retest after repairs or replacements are made. 3.5 WARRANTY A. General Warranty: The PAR shall carry a minimum of 12 months warranty (parts and labor). Extended warranty agreements hall be made available if desired. 3.6 DEMONSTRATION A. Engage a factory-authorized service representative to train Owner's maintenance personnel to adjust, operate, and maintain the power recorder system. Schedule on site training with Owner, through Architect, with at least seven days' advance notice. B. Review operating and installation manuals. C. Provide approved list of authorized training organizations.
