8 8 Infrastructure Family broadband access users: 924,900,penetration rate: 19.2%; CATV subscribers: 3.67M,among which more than 50% enjoying two-way CATV transmission capacity; Digital TV Platform offers 90 video programs and 20 audio programs, with increase of nearly 10,000 subscribers; The city s telecommunication cables and lines are moving from sky into the ground; 4000 public telephone kiosks have been upgraded, with 10% of which equipped with multi-media telephones; The computing capacity of Shanghai Super Computer Center exceeds 700 billion times per second, and is going to introduce super computer with computing capacity of billion times per second, with the aim of building itself into one of the 2 main nodes of the National Grid; The operation of 3G experimental network is under preparation, according to MII s requirement.

10 Information Industry Despite the unfavorable influence of SARS, information industry maintained high-speed growth, with 17% increase of annual added value over that of the previous year. 11 Information Industry Composition of Shanghai s information industry added value in 2003: Serv ice 41% Product sales 3% Manufacturing 56% Added value of information product manufacturing: 35 billion RMB,increase of 12.5%; Added value of information product sales: billion RMB,increase of 21.7%; Added value of information service: billion RMB,increase of 24%; Operating revenue of information service: billion RMB,increase of 33% over the previous year. Among it, software realized operating revenue of billion RMB, increase of 65% over the previous year. 11
12 Information Industry Almost 1/3 of the city s foreign investment was in information industry (the contract value of the foreign investment in Shanghai was billion USD); Value of the information product export reached billion USD, increase of % over the previous year, accounting for 30.22% of the city s total exportation; IC output accounted for 1/3 of the total domestic output, among which large scale IC output accounts for over 70% of the domestic output; 12 8-inch Fabs of ,13 micron technical level have been established or are under construction; Centralized switch output accounted for ¼ of the domestic output; Notebook PC accounted for over half of the domestic output; Desktop computers accounted for ¼ of the domestic output 12

15 E-government: IT Application Shanghai Public Affairs Network has been established and put into operation; The portal website of Shanghai-China ( offers 542 online service items as well as 653 forms for download. Daily visit to the website reached 180,000 times; Four major databases ( population, legal identity, geographical information and macro-economics) have taken shape and been put into use; Application systems such as real estate resource management system and population management system are under further construction; E-government application has entered the stage of online collaborative service processing and delivering 15
16 IT Application Informatization in Economic Areas: Smoother and Faster Customs Processing Project:the e-platform function of port customs clearance is improving, EDC for port customs clearance has been put into use, electronization rate of bills and certificates in foreign trade has reached 70%, export production district has been under networked supervision, and the city s public logistics info platform is being planed; Bankcard:4.215 million bankcards have been issued, among which 1 million are debit cards. Consumption with bankcard was 64.9 billion RMB, 112% increase over the previous year, accounting for 29.2% of the city s total retails; E-commerce:growing rapidly etc. have become the leading e-commerce companies in China; Transformation of traditional industries with IT: embedded chips and softwares, ERP, CMIS, CAD, CAM, SCM, CRM are more and more used in traditional manufacturing enterprises. 16
17 IT Application Construction of the social credit system: The State Council has approved Shanghai to be a pilot city for social credit system construction; To strengthen the supervision of credit service sector, Shanghai Municipal Credit Service Administration Office was established; Trial Administration Measures for Collection of Individual Credit Information in Shanghai was issued; The city has more than 20 professional credit service organizations, 500 people working in the trade and the revenue of the business in 2003 exceeded 100 million RMB; Individual Credit Information Trans-Collection System collected credit records of over 3.6 million citizens, and the coverage of the collection system becomes increasingly larger as credit information of accounting practitioners and university student loans all became targets of the collection system; Enterprise Credit Information Trans-Collection System collected credit information of 590,000 enterprises; The citizens credit awareness is increasingly improving as exposed more and more often to the social credit concept 17
18 IT Application Informatization in Urban Construction and Management: GIS Platform:the annual data upgrading has completed, and the platform is further applied in urban construction, water management, environment protection and agriculture, etc.; ITS construction:parking navigation system, navigating system for Yan an elevated road and outer ring road were built, the construction plan for taxi info service platform was developed, and the city s vehicle navigation industry was started; Construction of the Emergency Reaction System started; Research on the plan of comprehensive application of GIS and GPS was launched. 18
19 Informatization in Public Service: IT Application Social security card:8.55 million cards were issued in all, as citizens keys to public services; Smart transportation card:10.37 million cards were issued in all, which can be used to enjoy 14 public transportation systems and have become compatible with the smart transportation card systems of Wuxi and Suzhou; Education sector:connecting School to Internet Project is increasingly complete, Student Cards have been issued to all high school students, and IT training was offered to primary and middle school teachers extensively; Health sector:it offered overall support in the fight against SARS, and hospital informatization was furthered with the pilot application of e-medical records; Easy Payment Project:the construction of electronic bill presentment and payment system was started in order to offer convenience for citizens to pay for public utility fees. 19

21 Environment Administration Framework: In August 2003, Shanghai Municipal Informatization Office was renamed as Shanghai Municipal Informatization Commission, with strengthened responsibilities on macro adjustment, comprehensive coordination, supervision through administration ; In November 2003,Shanghai Radio Administration Bureau was set up, as the administrative office of Shanghai Municipal Radio Administration Commission. 21
