13 The Generic Public Cross-Sector and Cross-administrative boundary/levels: issues There are significant deficiencies and weaknesses at sectoral level to be dealt with Proliferation of PEGS raises questions of Manageability and Complexity Division of responsibilities and functionalities: using the example of single window environments, it is not a simple matter to integrate data and activities of disparate and different administrative agencies and bodies into a single set of coherent and straightforward transactions Multilateral solutions vs Bi-lateral solutions 13

14 The Generic Public Legacy systems - Recommendations 3 Successful PEGS 1 Audit the existing services (and associated business processes) to construct an accurate baseline. Assess the reusability of the legacy systems (suitable to provide Building Blocks) Service Orientation - Recommendations A common component model should be developed at National Level to align with the GPSCM Reconfigure systems and applications to increase reusability and meet new user requirements Incorporation of service-level agreements and operational policies at the component level 2 14
