14 The European Interoperability Strategy and The European Interoperability Framework Digital Agenda: A key action to promote interoperability between public administrations will be the Commission's adoption of an ambitious European Interoperability Strategy and the European Interoperability Framework to be drawn up under the ISA programme (Interoperability Solutions for European Public Administrations) Adopted by the Commission in December 2010 in the Communication Towards interoperability for European public services Member States should : Apply the European Interoperability Framework at national level by

17 Some findings from the National Interoperability Framework Observatory on barriers in establishing NIFs Legacy technology NIF may have considerable impact on already running systems and applications A country may not be able to replace older information systems because of their relative importance to the state Legal and political factors Enforcement of the NIF regulation may prove to be problematic There is no enforcing law at European level for interoperability and there is also no supporting law Organisational Country size and complexity, the distribution and delegated character of its government or its size Resourcing (time, financial, skills...) 23 Interoperability is also about savings! Building and construction about 3% of the projects costs are related to software noninteroperability (source McGraw construction, 2007) Electric power industry potential savings due to interoperability falls in the range of 1% to 3%. In USA alone could mean a potential saving of 10$ billion annually (source Griwise.org, 2009) Health care fully standardised interoperability between providers and other types of organisations could yield 78$ billion annually or the 5% of the total value of healthcare in US (source Griwise.org, 2009) Geospacial the interoperability was proven to be one of the most important return of investment factors (ROI) with a ROI value of 119% savings to investments (source Griwise.org, 2009) 23 23

24 Interoperable Public Administrations Cross-sector Interoperability between Public Administrations is the key to increase efficiency, transparency and quality of public services. Effective cooperation between European Public Administrations at European, national, regional and local levels will be achieved by developing interoperability and motivating and supporting the sharing and re-use of solutions. 24

26 Know more about Semantic Interoperability Pilot of core location and core business vocabularies in Greece: More than companies registered in the Greek Tax Authorities business registry were published as linked open data using the core business and core location vocabularies. To know more: Use of Core Location to interconnect Belgian National and Regional Address Registers: This pilot uses the Core Location Vocabulary to publish and inter-link data from the address registers of the three Belgian regions: Brussels Region, Flanders and Wallonia, and the Belgian National Geographic Institute (NGI).
