Activity # /A0/04/802/002/008 Background Information and communication technologies (ICTs) including internet have developed at an increasingly fast rate over the last two decades, creating great opportunities for internet users in exploring the world, socialization, education, and entertainment. In particular, it has provided users with new spaces to interact and form social relationships with others, such as chatrooms, peer-to-peer websites, connection to the wider world and social networking sites. Viet Nam tops the Asia-Pacific region with a per cent Internet user growth from 2000 to 2010 and over a third of Vietnamese Internet users (or 38%) are adolescents and young people aged Young people also made up the fastest growing segment of smartphone users with almost double growth (increasing from 27% in 2013 to 58% in 2014) % of people in the urban areas and 58.8% people in the rural areas can access to and have used internet 3. While many opportunities for learning, recreation, play and socialization are provided by the new technologies, it may also create risks of abuse and exploitation for children. 2 include exposure more invasive forms of bullying and harassment from peers (i.e. cyberbullying ). With more children using the internet and technology in Viet Nam, some children are putting themselves at risk by sharing highly personal information. This can include sharing sexual images and videos (i.e. sexting ) and establishing relationships with people online, unaware of risks. Children are also victims of online sexual abuse and exploitation. Abusers may photograph or video the sexual abuse of children and share and exchange child abuse material (i.e. child pornography ) through technology, including through peer-to-peer networks and online forums. Abusers are also using technology to build relationships and trust with children in order to gain access and sexually abuse the children (i.e. online grooming ). Technology has also enabled live-streaming of abuse. Some Vietnamese children have been forced to participate in body show and chat sex. Finally, children may also be exposed to harmful content through technology such as content depicting sexual violence and unwanted exposure to violence, etc. Prevention and protection of children from online abuse and sexual exploitation are therefore priorities of UNICEF s Child Protection Programme. In mid-2015, Child Protection Programme received financial support from the UK Trust Fund for Strengthening online protection of children in East Asia and the Pacific in partnership with the Government of Vietnam. The Vietnamese Government has signalled its intention to enhance its response to online protection of children at the WePROTECT Children Online Summits in London in 2014 and more recently in Abu Dhabi in November UNICEF Viet Nam is also undertaking various pieces of research, legal and policy development and reform, awareness raising and capacity building of relevant stakeholders. This consultancy is aimed at strengthening capacities of the welfare sector to prevent and respond to online child abuse through the development of resource materials and delivery of a specialised training programme. UNICEF is currently engaging a consultant to conduct a capacity assessment of relevant stakeholders in prevention and response to online child abuse. The consultant for this assignment will be expected to work closely with the capacity assessment consultant and utilise the findings to develop and deliver the training programme. Target of this consultancy Under this contract, the consultant is expected to complete two key tasks: 1. Compile, adapt, localize and standardize a training curriculum for the welfare sector and resource materials on child online protection for parents/caregivers/educators and children. 2. Conduct a TOT training on child online protection for a group of national trainers. Specific Tasks The consultant is expected to collaborate with MOLISA and UNICEF to fulfill the following tasks: Page 2

3 Task 1. Read and review existing literature on online child protection; develop a rapid assessment tool; and meet with relevant Departments at MOLISA (Department of Child Protection and Care, Child Helpline and others), relevant ministries (including police and communication & information sectors), representatives of UN agencies and international and local NGOs and representatives of relevant industries (such as Yahoo and Viettel) to conduct rapid needs assessment to inform the formulation of the curriculum and resource materials outlines (10 days). Deliverable: Rapid assessment tool, information and insights from UNICEF Capacity Assessment, various stakeholders collected and analysed to inform curriculum and resource material outlines relevant to the Vietnamese context. Task 2. Collect all existing training materials and other IEC materials on online protection for the welfare and other relevant sectors in Vietnam and in the region (both English and Vietnamese to be provided by MOLISA) (5 days at home). Deliverable: a comprehensive collection of available training and IEC materials on child online protection collated and submitted to UNICEF. Task 3: Review, adapt, localise and develop a curriculum outline and resource materials outline on child online protection in Vietnam, including the selection criteria for trainees in close consultation with UNICEF and MOLISA, using existing international and regional best practice training materials/programmes for the welfare workers, educators, children and parents (both online and offline), (5 days at home). Deliverable: a curriculum outline consisting of training objectives, key messages, methodologies and case study; and resource materials outline submitted to UNICEF and MOLISA for comments/feedback and finalised. Task 4: Develop training curriculum and resource materials on child online protection compatible with the Vietnamese context (20 days at home). Deliverable: A training curriculum for the welfare sector; and resource materials (including materials for parents/educators/welfare workers and materials for children separately) on child online protection finalised and submitted to UNICEF and MOILISA. Contents of the curriculum would include basic skills and knowledge of online child protection, namely an overview of how children use internet and technology; the risks children face from other people online; behaviours by children that exposes them at greater risks online; methods; trends; means of online abuse and exploitation; signs that may indicate a child is at risk or experiencing online abuse and how to build a protective environment for children online. 4 Task 5: Present, validate, pre-test and finalise the training curriculum and resource materials (5 days). Deliverable: feedbacks and inputs from various stakeholders including children and parents incorporated to finalise the training curriculum and resource materials. Task 6: Conduct a pilot TOT training for a group of trainers from 8 UNICEF focused provinces; key officers of MOLISA and social work lecturers of selected universities and recommend potential candidates for the national pool of trainers (5 days. Location TBA) Deliverable: 30 people trained and are able to conduct follow up training from MOLISA s funding sources and form the national pool of trainers. Methodology & Expected Deliverables Methodology The international consultant will perform a field visit to conduct a rapid needs assessment and a desk review of all existing training and related IEC materials on child online protection for the welfare and education sectors. Based on the needs assessment and review, s/he will then adapt, develop, standardize and localise a training curriculum for the TOT and resource materials (for parents/educators/welfare workers and children separately). S/he will then i) present and validate the training curriculum and the resource materials; ii) pre-test and incorporate comments and feedbacks from participating stakeholders (including children and parents) to finalise the training curriculum and resource materials; conduct a ToT for key officers of MOLISA/DOLISA and social work lecturers of selected universities. From the participants s/he will recommend potential candidates for the national pool of trainers to create national sustainability for the systematic roll-out of the training to the frontline workers. UNICEF staff will work closely with MOLISA to provide the consultant with required technical supervision, guidance, assistance and support for the adaptation of the training materials and organisation of the training. The Chief of Child Protection Section will provide overall technical guidance, approval of final products, in consultation with all concerned sections. The Child Protection Specialist and team will support the coordination of stakeholders and provide daily support. UNICEF Child Protection Section will support MOLISA in the organization of meetings for the international consultants and researchers and field research. MOLISA is the responsible Government partner, who will make staff available for field research and logistical support, including translation of documents and interpretation during interviews. Estimated budget Child Protection Systems Strengthening Project. Activity # 3. Funding source: SC150324, project code: 5200/A0/04/802/002/008. Performance indicators for evaluation The consultant needs to report regularly to UNICEF about its progress and quality. Qualification/Specialized Knowledge and Experience The consultant should have the following qualifications to effectively carry out the proposed tasks: Advanced academic qualification in social work and child protection; At least 7 years proven experience in child protection and social work education and development of training manuals; Page 5

6 Specialist expertise and proven experience in online child protection an advantage; Solid experience in conducting training on child protection; Excellent writing and communication skills in English; Good working experience and familiarity with UNICEF visions and programming on child protection is desirable; Experience in working with governments; Previous work experience in Vietnam is an asset; General Conditions Procedures and Logistics Consultants are not entitled to any payments during days off and sick leave. Have his/her flight costs paid at economy rate from and back to their normal city/country of residence prior to taking up the appointment. Policy both parties should be aware of Under the consultancy agreements, a month is defined as 22 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays. Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement. No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor. Consultant will not have supervisory responsibilities or authority on UNICEF budget. Consultant will be required to sign the Health statement for consultants/individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation. The Form 'Designation, change or revocation of beneficiary' must be completed by the consultant. Page 6
