3 WHAT ARE OPEN ACCESS NETWORKS? An open-access network (OAN) refers to a telecommunications network business model whereby the physical access to the network is separated from the delivery of services. In an OAN, the owner or manager of the network does not supply services for the network. These services must be supplied by separate retail service providers.

Limited to dark fiber only no services! Equally available to viable carriers and businesses Service Level Requirements

5 WHY Open-Access Networks? Promote technology led economic development opportunities within the region. Provide additional employment and job opportunities. Promote scientific research for the purpose of attracting industry. Retaining businesses in the area. Relieve the burdens of government. Work in partnership with the private sector without directly competing for services.

6 Benefits of Open-Access Networks? Allows any telecommunications service provider, regardless of size, access to infrastructure and new markets. Reliable fiber infrastructure meets or exceeds ITU-T G.652.D specification. Extends infrastructure deeper into rural areas. Provider neutral - Creates an environment with a healthy level of competition and choice for businesses and consumers.

Operates a 200+ mile open access dark fiber network in Ontario County, NY. Has master agreements with 7 carriers and is actively providing services to over 85 business locations in the region.

10 Southern Tier Network Established in 2011 as a not for profit local development corporation. Is fully funded through a public private partnership between the counties of Chemung, Schuyler, and Steuben and Corning, Inc. Currently constructing a 235 mile open access dark fiber network in Steuben, Schuyler and Chemung Counties within New York State. To date, nearly 120 of 235 miles have been constructed. Estimated completion of the network is 4 th Qtr 2013.
