2 Information Sharing & Collaboration Secretary Ridge is enlisting the support of the entire Homeland Security community to assist in the achieving the goals of Information Sharing & Collaboration We are striving to make changes today that enhance information sharing and collaboration among the DHS Departments, across the Federal Government, and with our state, territory, tribal, local, international government and private sector partners

3 Homeland Security Information Network (HSIN) The Homeland Security Information Network is: The primary conduit to reach agencies & operations centers at the Federal, State, Local, and Tribal level Managed by the Homeland Security Operations Center A Federal, State, and Municipal Partnership A collection of DHS systems designed to facilitate sharing and collaboration

4 HSIN Goals Facilitate real-time collaboration and sharing on a secure system that helps in the efforts to: Identify and assess current and future threats to the U.S. Homeland Map those threats against our vulnerabilities Issue timely warnings Take preventive and protective action

6 Joint Regional Information Exchange System () is the centerpiece for HSIN (Inexpensive/ $120 per license) Provides Near-Real Time Situational Awareness and Collaboration at the Sensitive But Unclassified (SBU) level Request for Information Management Tool Instant Messaging (Chat) Situation Reporting (SitRep) Tool Ability to host maps and images Portal Environment for Reporting & Analysis: Ability to post finished reports, bulletins, etc. All Products Searchable Increasing success at NSSE s (G-8, DNC, RNC (planned)

7 by Functions Law Enforcement ( LE-A) The A stands for Analysis. HSAs and Police Departments that have major Intelligence centers and approved by the Board, ~150 members Law Enforcement ( LE-IS) The IS stands for Information Sharing. All LE, regardless of agency (F/S/L) meeting the DOJ definition of Law Enforcement Emergency Operation Centers ( EOC) Located at the Federal, State and Local level (local refers to County/major City/Tribal) to deal with major/national incidents

8 Functions (Cont) Intelligence Intelligence users, as defined by IA. Initially being used as a DHS IA intra-network International Currently in planning. Will initiate rapid dialog between the HSOC & Canada and the HSOC & the UK during a crisis National Guard ( NG) NGB HQ and State National Guard Centers internal network that will also reach out to other F/S/L agencies, particularly EOCs SECRET NETWORK DHS is attempting to reach all F/S/L agencies that can receive Secret Level information on a new DHS backbone called HSDN. This program is anticipated to begin late 2004.

11 HSIN Critical Infrastructure (CI) HSIN is primarily designed to reach the private sector who cannot maintain a monitoring capability Modeled after the FBI Emergency Response Network (ERN) Cross Sector representation of all 13 critical infrastructures Currently operates in 13 states 6 in SW, 6 in NW and Indiana Users are mostly Vice Presidents of Security in major IP sectors (TX Gas/Oil, Am Airlines, Texas Instrument, etc) Members use a DHS local LAN to Collaborate and Alert The System can generate 5000 threat alerts per minute Suspicious activity is reported on the LAN via FBI TIPS Reports

12 Critical Infrastructure Warning and Information Network (CWIN) Runs on AT&T s private network backbone Reliable and survivable because it has no dependency on the internet or public switched network Mission is to facilitate immediate alert and notification to critical Federal, State & Private infrastructure nodes Currently installed in 65 Gov t and Private sites
