3 2 Dedicated Link Origin The Dedicated Link Connectivity Solution was elaborated to answer a market request. - T2S Communication volume are expected to be significant. - Some Market participants requested the Eurosystem to explore other possible solutions.

6 Eurosystem Cost Recovery Principle The Eurosystem is not a network provider, strict rules have to be followed to provide the service. - Eurosystem cannot make any profit from this activity - Eurosystem cannot make any loss from this activity - Both network costs and development costs will be entirely shared between the Users of this solution.. 5

8 Dedicated Link Services Agreement 1. The Eurosystem provides connectivity services. 2. Client has to open his premises to the Eurosystem NSP to install the physical layer. 3. Client has to develop his side of the interface LCL, VACS 4. Client cannot use DL to resell network services 5. Timing & development sequences (see below) 7

9 8 DL Service Development Sequence 1. The Eurosystem s Network Service Provider installs Dedicated Link Connectivity Physical Layer. 2. The Client develops LCL and VACS on his side (see Dedicated Link Connectivity Specification) 3. Eurosystem s and Client s teams perform together an End-to-End connectivity testing 4. Succesful End-to-End testing will trigger: - The acceptance of the DiCoA as DL Client - The Abnahme (DiCoAs declare in written his acceptance of the DL solution)

17 Schedule 6: Dedicated Link Pricing Policy principles - Full cost recovery (in view of existing and potential future DL service charges) - Geographic neutrality - Up to nine DiCoAs - Fixed implementation fees charged one-off (late joiners pay pro rata to residual value of implementation fee) - Expected live time of 7 years - Any DiCoA-specific post-go-live cost to be borne by that DiCoA - Allocation of change-related fees according to type of change - Fixed monthly maintenance and running fees set at reasonable maximum levels (actual fees will depend on actual technical requirements) - VAT is charged to the extent applicable 16

Fees D1, D2, and D3 are alternative and depend on the respective DiCoA s choice. The monthly fixed running fee varies depending on the total running costs of the common Change Requests implemented.
