17 Observations E-Certification has more impact on (and benefits for) the importing than on the exporting country (Legal reform etc.) Most of our bilateral cooperation's focus on fraud prevention other than the other benefits (cost reduction & efficiency). Parallel run stage takes much more time than initially planned. Getting paperless is still a challenge. Everybody loves paper. Lots of experiences, recommendations and best practices are to be shared bilaterally and formalized by the standardization bodies. May 24, 2016 NVWA 17
