3 1) Contemporary Spectrum Context Electromagnetic Spectrum: - Not a resource in the common sense - Rather, an abstract resource (like time). - Limited supply of spectrum allocations (by current methods) (Allocations are desired portions of spectrum for specific uses) - Increasing spectrum demand by all sectors of society The demand for spectrum is based on the trend for new and emerging technologies to provide greater data capability for mobile broadband and similar services. This trend has subsequent implications for how spectrum is planned and utilised at the national level. New and emerging technologies offer improved data rates and spectral efficiency; however, the success of these new and emerging technologies will largely depend on the availability of spectrum. 12 Defence Spectrum Strategy Goals & Objectives Govern Manage Influence Influence national and international spectrum management policymakers and regulators to ensure that Defence requirements are understood, and provided for, by policymakers and regulators Establish a Defence-wide cohesive approach for managing the Spectrum Lifecycle Manage spectrum access to support Defence operations and deliver commitments as directed by Government Innovate Pursue innovative approaches for the efficient, flexible and adaptable use of Spectrum Objective 1.1: Promote a consultative model with national policymakers and regulators. Objective 2.1: Communicate the Spectrum Lifecycle concept. Objective 3.1: Assure spectrum access when and where required for operations. Objective 4.1: Sponsor domestic research of adaptable and interoperable technologies for accessing the spectrum. 18 3) Continuing Adaptation of Spectrum Regulations Adaptation occurring at national and international level. Defence has continuing engagement with the ACMA, the Department of Communications and International forums (APT, ITU). Some Current Approaches: Identification of currently used spectrum to be re-purposed for Mobile Broadband (seen as a High Value Use). Administrative approaches for spectrum sharing - (eg Licensed Shared Access). Technical approaches for similar uses to share spectrum - (eg Dynamic Spectrum Access, Cognitive Radio).
19 Current International Efforts (WRC-15) AI 1.1 WRC Agenda Item Summary Introduction of commercial mobile broadband services into bands currently used by Defence. Defence Interest/Impact Incompatibility between Defence maritime and aeronautical radar and proposed non-defence systems. AI 1.5 Identification of fixed satellite systems for command and control of Unmanned Aircraft Systems (UAS). Defence-developed position to be presented at WRC-15. This supports future deployment of UAS in the national interest. AI 1.6 Possible new spectrum allocation for Ku-band satellite. Defence to oppose additional spectrum for satellite, as it would impact high-capacity Tactical Data Links. AI 1.9 AI 1.11 AI 7 Possible introduction of new services to share spectrum with existing Defence X-band satellite communications allocations. Possible changes to the regulatory procedures applying to Defence satellite networks. Defence is actively participating in these potential reforms. This includes a number of subissues, in which Defence is actively participating. AI A review of technical criteria to request coordination. 21 4) Strategy Implementation Next Steps 1. Influence Advocacy on Government Reviews (Aus Spectrum Review, The ACMA). Advocacy for Defence spectrum interests at WRC-15 (Nov 2015). Spectrum linkages across the Defence Enterprise (Spectrum Lifecycle). 2. Govern Defence intends to introduce improved governance arrangements for spectrum, to optimise Defence spectrum allocations, and associated costs. 3. Manage Defence is modernising the information systems and processes for spectrum management. This includes the growth of Frequency Manager and Spectrum Manager Roles within Services and Groups. 4. Innovate Defence will adopt a strong advocacy stance for Defence spectrum, particularly as current spectrum reforms are introduced, by Government. One objective is to highlight the public good value of Defence spectrum allocations, versus the economic (commercial) value. Note Where possible, leverage concurrent reform initiates (eg FPR)
