11 Project Preparation Review of transit smart card projects in the US and internationally: San Francisco, Washington, Los Angeles, Seattle, Boston etc. London, Singapore, Hong Kong, Melbourne, etc. Intent to find out lessons learned and avoid pitfalls: System concept Technology selection Project management Schedule Contracting model Operations Branding 10
12 Project Preparation Identified characteristics that were common to similar projects: Project Management Complex systems, requiring multiple vendors Challenging system integration exercise Transit agency agreements and business rules essential Technology Proprietary technologies prevail Reduce choice, increase cost Limit ability to change if the project is failing Schedule Almost all projects exceed planned schedule Branding Important for customer acceptance and understanding Avoid transit specific brand 11
13 Project Preparation The findings were used to make key decisions on the approach Strong Governance Collaborative organization with representation of all participants decisions have to be acceptable to all members Led by a single entity Ontario Procurement Agreement authorizing the Province to procure the system on behalf of itself as agent for the 9 Transit Agency Participant Operating Agreement that sets out the principles for cost sharing and operation of the system once it enters revenue service Specified and agreed business rules for all participants included in the RFP 12

16 Project Preparation Pay for System Integration Expertise Engage a major system integrator to manage the vendor consortium Separate the system integration and overall project management tasks from the technology provider A single point of contact between the vendor consortium and the MTO Project Office Avoid having to assume system integrator responsibilities Own the Key System Interface Specifications Avoid being tied to a single technology supplier (multi-sourcing) Take advantage of future developments by allowing the introduction of new equipment or systems Ensure business rules are properly accommodated 15
