A leader with extensive experience in corporate governance, financial management and strategic planning that has been demonstrated significant positive results in PPP environment. Tanzania Network Information Centre (tznic).tz cctld Registry Management & Administration, 8 th Floor, LAPF Millennium Towers, Tanzania Tanzania Network Information Centre (tznic) is a not for profit company incorporated in 2006 to manage and administer the.tz country code Top Level Domain (cctld). It is a PPP and member based company playing a catalytic and leading role in provision of reliable, affordable and secure electronic communications. tznic develops and implements strategies to grow and develop.tz cctld registry, build its Registrar channel as well as represent.tz registry internationally. Chief Executive Officer (CEO) Present Secretary & Non voting Director, Board of Directors Present Reporting to diverse, member-elected Board of Directors, my original role as CEO was to localize the operations of the.tz cctld. Key responsibilities included staffing, establishing the registry, taking over registration responsibilities, development of company operational manuals (registry policies, rules and regulations) and finally.tz cctld re-delegation. Formulation and implementation of strategies and execution of operational plans as well as maintaining internal and external relationships were part of my responsibilities as well. My current role apart from daily registry management and administration is building registry excellence in terms of execution and deployment various up to date registry technologies and services such as IPv6 and DNSSEC. I'm also responsible with facilitating, developing and recommending various policies, rules and regulations related with.tz cctld management and administration. Page 1!

2 My key success in this role include the following: Lead organization establishment Staffing of the registry with competent and highly performing individuals Development of company operating manuals (Policies, Rules and Regulations) Regional and International recognition of the company through collaborations and involvement in formulation and implementation of Internet policies. Strategic plan development Successfully executed the National migration plan that was aimed at local management and administration of.tz cctld Working with the Board and all stakeholders, I played an active role in developing both the first, second and third company strategic plans Working with the community, I contributed as tznic team leader, to the development of Tanzania's ICT Policy 2016 Registrar Channel development Increased the size and diversity of.tz sales channel from 5 Registrars in 2010 to over 50 Registrars in 2017 Established a fee differentiation mechanism (for domains registered directly with tznic and those registered by Accredited Registrars) as a solution towards smooth cut over of full 3R model Developed a single registration portal ( to simplify and ease domain registration processes as well as increase competition among registrars Operational excellence The company successfully deployed IPv6 since 2010 Became the first cctld registry in Africa (100 th globally) to develop a self signing DNSSEC platform in 2012 Became among few African countries to have localized AfNOG trainings for affordable local capacity building platforms tznog trainings commenced in 2013 Developed affordable domain Dispute Resolution Services (DRS) through both local DRS provider (ResEx Ltd) and International DRS provider (WIPO) Policy Activism Developed the first company operational manuals (Policies, Rules and Regulations) Worked closely with the community in developing National ICT Policy 2016 and its flagship projects meant for its execution Have ensured company involvement in regional and international fora with regard to formulation, implementation and coordination of policies of the Internet core technical and organizational elements in the interest of the Tanzanian Internet Community Domestic Leadership I have transformed tznic from an idea to a real and respected entity responsible with.tz cctld management Page 2!

3 Engaged the community in establishing the ISOC Chapter and currently leading the ISOC Tanzania Chapter as its first Chairman/President Worked with Government and other stakeholders in localization of AfNOG trainings and currently leading tznog as the Organizing Committee Chairman/Convenor Working with the Regulator in coordination of the IPv6 Task Force meant to facilitate the IPv6 deployment in Tanzania 2. Internet Corporation for Assigned Names and Numbers (ICANN) The Country Code Names Supporting Organization (ccnso) is a body within the ICANN structure created for and by Country Code Top Level Domains (cctld) operators. The ccnso provides a platform to build consensus, technical cooperation and capacity building among cctlds, as well as develop and recommend global policies to the ICANN Board for issues relating to cctlds. The ccnso is an inclusive 140+ country member, multi-cultural, multi-stakeholder organization. Councillor 2013 Present Elected by African peers in the cctld community to be the Councillor of the ccnso. Responsible and accountable for representation of the African cctld community to the global cctld community on issues related to overall Internet Governance and cctld governance and administration in particular. As a Councillor I'm responsible with participation in developing cctld related policies and recommending them to ICANN Board. My key success in this role include improvement of Africa cctlds participation in ICANN activities including Policy development. 3. Africa Network Information Centre (AfriNIC Ltd) Ebene, Mauritius. The African Network Information Centre (AFRINIC) is the Regional Internet Registry (RIR) for Africa and the Indian Ocean. It is a not-for-profit membership organization headquartered in Mauritius. Founded in 2004, it is responsible for the distribution and management of Internet number resources (IPv4/IPv6 addresses and ASNs) and serves 56 economies in the region. AFRINIC also plays a leading role in capacity building by providing training, knowledge share and financial support for infrastructure development, access and local content provision throughout the region. Director, Board of Directors 2015 Present As elected member of the Board of Directors (BoD) my responsibilities are to oversee the operation of the company. The company oversight responsibilities include the determination of guidelines for the allocation of address space, consideration of broad Internet policy issues to ensure that the policies and strategies of Page 3!

4 the company fully respond to the changing Internet environment, determination of financial annual budget for the company and appointing various committees. Improved Tanzanian members awareness about AfriNIC activities, services and policy development Contributed to sustainable financial growth from 2015 to 2017 and formation of Governance Committee. 4. Internet Society (ISOC) Internet Society Tanzania Chapter, Dar es Salaam, Tanzania The Internet Society is the international organization whose mission is to promote the open development, evolution, and use of the Internet for the benefit of all people throughout the world. Its strategies are realized through a number projects executed by its individual and organizational chapters worldwide. Chairman, ISOC- Tanzania Chapter 2015 Present Facilitation of the chapter establishment and chartering Coordination of ISOC support to tznog trainings Facilitation of local registration of a chapter 5. Africa Top Level Domain Organization (AfTLD) Nairobi, Kenya The Africa Top Level Domains Organization (AfTLD) is an association of Top Level country code domain name (cctld) managers in the Africa region. The main objective of the organization is to help African cctld managers discuss issues around management and administration of cctlds and presenting common positions at the global level on key global issues in the Domain Name System (DNS) industry. AfTLD is an active participant in the ICANN's ccnso and also actively participates in various Internet governance fora, including DNS Forum and IGF, where it has run a number of workshops. Director, Board of Directors Treasurer Based on the size of Executive Team (Secretariat) and AfTLD Board (commonly known as Excom), my responsibilities include oversight of AfTLD operations as well as some administrational works such as Finance management (as a Treasurer). Improved engagement among African cctld Registries Improved technical skills (capacity building) in managing cctld registries in Africa Page 4!

5 Successful engagement of ICANN and ISOC in establishment and convening Africa DNS Forums Established strong collaborations with Regional and International organizations including ICANN, ISOC, NSRC, other continental TLD Associations, OIF, AU and ATU Contributed to improving African Government's awareness on their cctlds and need to manage them locally 6. Tanzania Network Operators Group (tznog) Dar es Salaam, Tanzania The Tanzania Network Operators Group (tznog) is a PPP and localized version of AfNOG whose aim is provision of world standard and cost effective capacity building platform to IT Professionals in Tanzania. Other benefits of tznog trainings include networking of the local Engineers with other experts around the globe, provision of network management best practices, better management of network resources and provision of best research platforms that are key for improvement of education in Tanzania. Chairman, Organizing Committee 2013 Present As the Convener and Chairman of the organizing committee my responsibilities are to coordinate the annual training events in terms of sourcing of funds from local and International organizations, participants registrations, training venue, Trainers (local and foreign), travel and accommodation for Trainers, catering during the training and other logistics. My key success in this role included: Successful coordination and hosting of annual tznog trainings since 2013 Establishment of strong collaboration with local and International stakeholders in facilitating the hosting of tznog trainings. 7. Société Internationale de Télécommunications Aéronautiques (SITA) Tanzania Airline Data Telecommunication Services 5 th Floor, NIC Life House, Dar es Salaam, Tanzania SITA Tanzania is a branch of a multinational company providing IT and Telecommunication services to the air transport industry. The company provides its services to over 430 members and 2,800 customers worldwide which is around 90% of the world's airline business. SITA was the first company to handle data traffic in real time via a packet switched network over common carrier leased lines. The company was founded in 1949 by 11 airlines including Air France, KLM, Sabena and Swissair for a shared infrastructure and cost efficient communication network. Country Manager Page 5!

6 Technical Customer Support Specialist Customer Service Support Specialist Reporting to Territory Manager who was based in Nairobi, my responsibilities at SITA ranged from Customer care, Technical customer support, Technical operations of SITA network in Dar es Salaam (Town and Airport office) as well as Arusha (Town and Airport office) to general Management (Customer and staff handling). Achieving critical Airline SLAs that included penalties in case there were flight delays as a result of SITA network outages Above target (by 7%) in terms of profit made from SITA services delivery in 2006 under stressful conditions such as commercial power rationing and variable lead times to connect Successful IP VPN (VSAT) project executions and maintenance for SAB Miller (Tanzania and Uganda), Standard Chartered Bank and Lafarge. 8. University of Dar es Salaam Faculty of Engineering Dar es Salaam, Tanzania University of Dar es Salaam is the first public University in Tanzania and it started as a result of the split of the University of East Africa in Before reorganization into the College of Engineering and Technology (CoET), the University of Dar es Salaam (UDSM) used to have the Faculty of Engineering that included the Department of Electrical Engineering of which I worked for as a Researcher after my graduation in the same faculty in Research Assistant Reporting to Head of Department, Department of Electrical Engineering, my duties included Research works under the Section Head of Telecommunications and Laboratory Assistance (Electronics, Computer and Telecommunications).
