3 Current Conditions MoEP, ERC, Kengen, Ketraco, Kenya Power Kenya Power is the system operator in charge of power dispatch and retailing. There are two power plant: Kipevu Power Plan: 269MW Kipevu I:75MW, Kipevu II: 74MW, Kipevu III: 120MW Raibai Power Plan: 90MW Total capacity of power plants is 359MW. The current peak demand is 225MW

6 Operation and Maintenance Kenya Power has : Supervisory Control and Data Acquisition System (SCADA) Facilities Database (FDB) system Geographical Information System (GIS) Remote controlled switches on the 11kV and 33kV networks Prepaid meters

7 Issues Frequent and prolonged supply interruptions The average number of interruption power: 7.4 times/month (17 hours) Weak distribution network characterized by limited redundancy and aging High distribution system losses

8 Issues Power supply coverage in rural area is low Low load growth and scattered nature of population in rural areas High costs of rural electrification projects

9 Directions Upgrade the existing Power distribution network Replace the entire wooden poles by concrete poles Installation of new substations to improve power supply to the load. Increased levels of transformer redundancy Replacing the equipment was downgraded. Replace the entire low voltage overhead line which are using bare cable by ABC cable

10 Directions Rural electrification Kenya Power needs to know that there is a benefit to its investments in the distribution system. Support Kenya Power to mobilize funds from development partners for rural electrification programmers. Provide incentives to both users and producers of energy technologies in rural areas Use of off-grid systems, including stand alone renewable energy solutions such as: Solar power, Wind power. Support local capacity programs for manufacture, installation, maintenance and operation of renewable energy in rural areas.

12 Current Conditions Communications Commission of Kenya (CCK) is the regulatory body for the sector Mobile network Fixed network Data/internet Postal and Courier Broadcast Mombasa County Government has ICT department

13 Mobile Network Mobile network Mobile network coverage up to 95% for voice and data services with the major telecommunication providers: Safaricom, Airtel and Telkom Kenya (Orange). Safaricom has launched the 4G technology

14 Current Conditions Fixed network Telkom Kenya (Orange) is the sole provider in Kenya in the landline phone services The total number of fixed line subscriptions are decreasing Data/internet The international internet connection is provided through undersea fibre optic cables and by satellite. There are four undersea cable operators named SEACOM, TEAMS and LION2 land their undersea cables at Mombasa County.

15 Current Conditions Postal and Courier There are 7 registered post offices and 1 sub post office with the average distance to the post office Broadcast There are 32 FM channels and 12 TV channels Radio transmission is accessible to all areas in the county. Analog was upgraded to DVB-T2 technology

16 Current Conditions ICT in Mombasa County Government LAIFORMS for revenue collection IFMIS for financial management STS for management of seasonal ticketing An asset tracking system Firewall, Unified communication (Telephony),, Websites e-construction and e-single Business Permit system Zizi which is for revenue collection and is from Kenya Commercial Bank Corporate s using Google Apps for Work Connected to NOFBI but not connected nor the sub-counties or wards. Connected into the private network by Safaricom. Doesn t have a fully-fledged data centre

17 Issues + Directions Mobile coverage in rural area Issues Mobile coverage in rural area is low Low population density in the rural area Operators deploy their telecommunications infrastructure based on their own marketing strategy. These constraints led to increased investment costs per customer for the operator Directions Shared antenna towers are proposed to be operated and maintained by local governments

18 Issues + Directions Promotion of E-Government System Issues Currently, Mombasa County has a WAN network with e- Construction and e-single Business Permit system. But this system should be upgraded to become a fully e- government. Directions Network construction amongst the urban cores and subcenters by connecting fiber optic cables laid along the roads Upgrade the networking equipment Interconnection between Mombasa County Government with sub-counties by connecting to NOFBI. The data centre with Cyber attacks protection Acquire Power backup generators for all sub county offices

19 Issues + Directions Disaster Recovery Centre Management Issues Mombasa County has not centre for announce the information about protection of lives and property Directions DRC will announce the information on rising sea levels or rainfall to give notice in order to evacuate the residents living near the sea. Wireless information dissemination including outside message boards and public megaphones with security fence.

20 Issues + Directions Free Wi-Fi service and information centre Issues The lack of free WI-FI hotspots leads to not encourage citizens to use ICT, and unattractive tourists. No information centre with good ICT facilities. Directions Put up a wider WI-FI coverage in the centre, tourism place and major sub county towns for citizens and tourist to access the internet. Build the ICT Hub with state of the art facilities that will offer quick service to people on self-interactive mode. This ICT Hub serve the wide range of information, such as: Job centre, tourism information centre and this information center will manage the free WI-FI service as well.
