A sample of ITU s private sector members 14
Why standards? 15
PAUSE What is a standard, anyway? Sensu lattu : dominant designs called as "standards" "Standards" versus "Formal Standards" Formal standards are accepted on a global basis ISO, IEC, ITU Standards [ISO] Standards are documented agreements containing technical specifications or other precise criteria to be used consistently as rules, guidelines or definitions of characteristics, to ensure that materials, products, process and services are fit for their purpose Developed by Consensus 16
Importance of global standards Drive competitiveness for individual businesses and world economy; increase choices for consumers Manufacturers, network operators, service providers and consumers benefit Lower prices; lower risk Reduce technical barriers Multilateral agreements rather than bilateral Foster interoperability Reduce negative impacts on the environment 17
Open standards promote a "network effect" 18
Media platforms and IPTV 19
Media platforms Broadcasting ITU-R Study Group 6 ITU-R BS-Series Traditional broadcasting IBB - Integrated Broadcast-Broadband Cable ITU-T Study Group 9 ITU-T J-Series (DOCSYS) IPTV ITU-T Study Group 16 ITU-T H.700-series 20
ITU IPTV Standards Content delivery over managed IP networks May include, but is not focused on Internet-sourced / delivered content Enablers: broadband access and next generation networks Toolbox concept: modular elements for building interoperable but customizable systems Richer services and user experience Good deployment Globally, 45.4 million at the end of 2010 (Point Topic, IPTV Q Short Report) Japan in particular (4 million devices: 10% of global market) 21
Overview of ITU-T Recommendations for IPTV End-user functions and application functions are hot topics now Many draft Recommendations and Technical Papers under discussion Home networking Applications and end-systems H.622.1: Req & Arch for IPTV Home networks Architecture, requirements, network H.750: Metadata for IPTV Services H.721: IPTV Terminal (Basic) H.722: IPTV Terminal (Advanced) H.770: IPTV Service discovery H.761: Ginga-NCL H.751: Rights H.741.x: Audience Measurement management H.762: LIME H.763.1: Cascading style sheets for IPTV services H.264, H.265: video Quality of experience Y.2007: NGN Capability Set 2 H.701: Content Error-Recovery Y.Sup 5: IPTV Service use cases G.1080: IPTV QoE Y.Sup 7: NGN Release 2 Scope G.1081: Performance Monitoring Y.1910: IPTV Functional Architecture G.1082: Improving robustness of IPTV performance Y.1901: IPTV Service Requirements Q.3010: Authentication protocol Security and Content Protection X.1911: Req & arch for IPTV security 22
IPTV is more than TV over IP Yes: Linear TV, VoD Quality of experience assurances Service discovery Security & conditional access Interactivity is a key feature Multi-device for forking experience App-able: rich services to subscribers E-health, e-gov, education, public safety, Next-generation audience measurement: more monetization opportunities more customizable experience 23
E-health app IPTV widget Server Hub working as gateway Normal programme ITU-T H.810 Blood pressure meter I2R, NTT Pedometer Scale Widget implemented with LIME (ITU-T H.762) for e-health information collected from the user site, consolidated in the server backend and displayed on users IPTV terminal device as a widget. 24
Accessibility standardization in ITU 25
Why accessibility? Increasing number of countries ratifying UN Convention on rights of persons with disabilities Consequences in legislation & regulation It goes beyond persons with disabilities Children, functional illiterate, elderly, Mainstreaming is important: Human rights Societal efficiency Drives down cost, increases user base An unanswered question: How to provide accessible AV content in a cost effective manner? Standards! 26
ITU standards groups for accessible ICT s Expert Groups Study Group 16 - Multimedia - lead ITU study group on telecommunication/ict accessibility for persons with disabilities - [Question 26/16] Also on media coding, IPTV, e-health, IoT, ITS Study Group 2 on Operational Aspects Question 4/2 focuses on human factors Intersector Rapporteur Group on Audiovisual Media Accessibility (IRG-AVA) New crosssector experts group with ITU-T and ITU-R experts 27
Some current AV media work items Terminology of accessibility to audiovisual media Accessibility features for mobile media devices Technical Paper on methods for improving the intelligibility of audio (or speech) Making AV content accessible: Guidelines for captioning, audio descriptions, sign language, etc. 28
A recent ITU workshop ITU Workshop on Making Media Accessible to all: the options and the economics Workshop to review existing as well as next- generation accessibility services and technologies in the audiovisual media sphere, business cases of accessibility-service rollouts from across the world Demos on accessibility services currently on the market and under development by private-sector players and research institutes. 29

Conclusions 31
Conclusions ITU IPTV Recommendations will encourage innovation, ensure interoperability and ultimately help players remain competitive They are enablers of innovation on broadband and Next Generation Networks ITU IPTV standards are already implemented and deployed (e.g. H.721) Turnkey solutions already exist Open architecture in ITU IPTV standards Truly global & open standards that can be deployed across a wide range of applications Mainstreamed, standards-based solutions to AV media accessibility becomes an economic imperative Regulations, legislation Many side benefits for the public at large, but also great opportunities for content and service providers Standards-based IPTV can be an enabler for accessibility 32
Thank You! (T) (F) ITU / Place des Nations CH1211 Geneva 20 Switzerland Simão Ferraz de Campos Neto joined the secretariat of the ITU Standardization Sector in 2002, and is the Counsellor for ITU-T Study Group 16 (for standardization work on multimedia services, protocols, systems, terminals and media coding, including accessibility, IoT, IPTV and Digital Signage). He organized several workshops (e.g. Multimedia in NGN, Telecoms for Disaster Relief, RFID, E-health standards; SIIT2005) and was the editor of the first version of the ITU-T Security Manual. Prior to joining ITU in 2002, Mr Campos worked for 8 years as a scientist in COMSAT Laboratories performing standards representation and quality assessment for digital voice coding systems, and before that he was a researcher at Telebras s R&D Center (CPqD). A Senior Member of the IEEE, Mr Campos authored several academic papers and position papers, served in the review committee of several IEEE-sponsored conferences, and organized the first ITU Kaleidoscope Conference. 33
Extra slides 34
How to contribute to the technical work? (General) Work progresses on the basis of contributions received: Members submit written technical proposals to flesh-out agreed work items, and to propose new ones No proposals = no progress Provide experts to attend and submit contributions 35
How to contribute to the technical work? (Accessibility) Participate in the JCA-AHF, group responsible for coordinating the accessibility work throughout ITU Provide experts to share expertise, knowledge and best practices to further work on including persons with disabilities into the standardization of multimedia as mandated by the Convention on the Rights of Persons with Disabilities (UNCRPD) Propose topics and provide panelists for workshops and related events to further assist in educating the public on the need for Universal Design and the mainstreaming of accessibility into standardization 36
Question 26/16 Experts group tasked to deal with accessibility to multimedia systems and services for persons with disabilities. Develops or assists in the development of multimedia technical standards addressing accessibility needs of persons with disabilities It also reviews accessibility features included in telecom standards developed in other ITU standards groups (Study Groups) 37
ITU-T Study Group 2 SG2 organizes its accessibility work under Question 4/2 "Human factors related issues for the improvement of the quality of life through international telecommunications". 38
