1 ROUDIS NATIONAL A. PRODUCT ROUDIS National contains postal indicators (postman round) of France communes. It allows the postal indicator allocation according to the terms of the Press agreements. This information is extracted from La Poste Production referential file. This referential file is constantly updated by the 500 organizer agents further to the delivery management modifications. ROUDIS International contains 1.5 million streets in the communes covered by several postmen in addition to the postal indicator of the communes covered by one postman. B. OFFER ROUDIS National is available with the two standards (32 and 38 characters) according to the standardization rules outlined in the AFNOR Z and XP Z standards. The last one is still experimental until the launching of the address European standard. ROUDIS National is monthly published. The complete and updated version is available at the beginning of each month. C. PURPOSE ROUDIS National allows allocating delivery indicators according to conditions outlined in the Press agreements. The main allocation cases of this indicator are: Address in commune delivered by one postman Postcode indicator and commune delivery wording (line 6) Address with uniqueness of the street type + last word of the street in the commune Indicator of street type and the last word of the street (line 4) Address without uniqueness of the street type + last word of the street in the commune Indicator of street type and the last word of the street (line 4) Address with street cut in several mail districts (postman rounds) Indicator of street stretch delimited by its terminals (line 4) The updates involve: - either a reorganization of a part of or whole the distribution, meaning a new division of the areas and delivering districts. - or an operation of urban renovation or extension to the outskirts of the cities with disappearance or creation of streets as consequences. DATA - COMMUNE INSEE CODE (5 alphanumeric characters): it is the number given by INSEE to the customer commune of residence. Example: Toulouse INSEE code is Corte INSEE code is 2B096 Paris first subdivision INSEE code is DELIVERY OFFICE INDICATOR (2 alphanumeric characters): It is a counter for each commune delivery office. - DELIVERY WORDING (26 or 32 alphanumeric characters): it is the town delivery wording (commune or so-called place) standardized on 26 or 32 characters, except the words SAINT and SAINTE always reduced in ST and STE - MECHANIZED SORTING INDICATOR (1 alphanumeric character): this area allows indicating if the commune uses mechanized sorting (TDM). 4 - POSTCODE (5 numerical characters): this area contains the postcode number matching with the delivery wording of the concerned town. The postcode identifies one or more towns. -COMMUNE DELIVERY INDICATOR (4 alphanumeric characters): this area contains the sector and district for the communes which delivery is done by only one postman. In this case, the commune streets are not spread in the entry street. - ROUDIS National REFERENCE NUMBER 55 alphanumeric characters): this counter identifies uniquely the street in the commune. It is invariable. - CUTTING INDICATOR (2 numerical characters): this area indicates the nature of the street regarding its delivery. It fits with the two following cases: 00 street delivered by one postman 01 to 99 street divided in several letter districts. In this case, the terminals are filled to determine the letter district of the street stretch. - LAST ELEMENT OF THE STREET (14 or 20 alphanumeric characters): it is the last sequence of alphanumeric characters in the street wording. - REDUCED STREET TYPE (4 alphanumeric characters): the street type is the word or group of words of the street wording. It can be simple (RUE) or composed (GRAND RUE). The abbreviations are the ones adopted by the Z AFNOR standard of August 1989 and the XP Z of May 1997 (former 32-standard and new 38-standard). With the 38-character standard, this area is filled only the twenty or so reduced street types. - STANDARDIZATION INDICATOR (1 numerical character): it allows indicating if the street has been reduced. A reduced wording is a wording reduced to the number of characters available to write this wording on the address line (either 27 AN or 38 NN characters). 1=the wording is reduced (the street wording in extensor goes beyond the 27 (AN) or 38 5NN) allowed characters and has been reduced). 0=the wording is shorter or counts 27 (AN) or 32 (NN) characters and does not need to be reduced. - STREET WORDING (27 or 32 alphanumeric characters): this field is filled with the complete street wording only when the street type and the last element of the street are not unique in the town. It appears then: - the street type (street, dead-end ) - the street name Otherwise, the field contains only the street type in extensor. - LOWER UNEVEN TERMINAL (4 alphanumeric characters): appear in this area the indications of the lower uneven terminals of the street stretches with a cutting indicator which is not 00 (cut streets). The extension of the number can be: - the abbreviation of Bis, Ter, Quarter or Quinquies (B, T, Q or C) - a letter A, B, C or D when the character goes with the street maintenance number There is no gap the numerical and alphanumeric part of the street number (125B and not 125 B). 5 - LOWER UNEVEN TERMINAL (4 alphanumeric characters): appear in this area the lower uneven number of the cut street stretch. - LOWER EVEN TERMINAL (4 alphanumeric characters): appear in this area the lower even number of the cut street stretch. - HIGHER EVEN TERMINAL (4 alphanumeric characters): appear in this area the higher even number of the cut street stretch. - DELIVERY INDICATOR (4 numerical characters): this area indicates the delivery indicator (postman letter district) that is made of 4 numerical characters, the two first elements identify the sector or the group, the two last ones the delivery district. - UPDATE CODE (1 alphanumeric character): If it is a recording input, the code is I If it is a recording replacement, the code is R If it is recording deletion, the code is A Update key Entry town : INSEE code of commune, office indicator Entry street : INSEE code of the town, ROUDIS National reference number, cutting indicator F.
