The ETSI Project TIPHON does not have a mandate for regulatory aspects. The project contains three phases: 1) Deliverables required for enabling communication between an IP based networks voice user and users in PSTN/ISDN/GSM in which the call set-up is originated by the IP based networks user. The objective is to give IP based networks users access to PSTN/ISDN/GSM services, including applicable supplementary and basic IN-based services, as far as possible based on existing features in these networks. 2)... 3) Deliverables for the other scenarios Project phases are accompanied by validation and demonstration activity. 10 8 / 14 Interoperability of H.323 Terminals TIPHON is based on H.323 (ITU-T SG 16) H.323 covers the technical requirements for multimedia communications systems in those situations where the underlying transport is a packet based network (PBN) which may not provide a guaranteed Quality Of Service (QOS) Local Area Networks, Enterprise Area Networks, Metropolitan Area Networks, Intra-Networks, and Inter- Networks (including the Internet). They also include dial up connections or point-to-point connections over the GSTN or ISDN
