1 Invitation to Quote August, 2016 EXPANSION OF THE RISK ASSESSMENT FOR SOURCING SEAFOOD (RASS) WEB TOOL TO INCORPORATE AQUACULTURE PROFILES Seafish (the Sea Fish Industry Authority) hereby invites you to quote to further develop the Risk Assessment for Sourcing Seafood (RASS) website to incorporate aquaculture profiles. 1. Introduction / background About Seafish: Seafish is a Non-Departmental Public Body (NDPB) set up by the Fisheries Act 1981 to improve efficiency and raise standards across the seafood industry. We are funded by a levy on the first sale of seafood products in the UK, including imported seafood. At Seafish, our mission is to support a profitable, sustainable and socially responsible future for the seafood industry. Our remit includes everything - and everyone - from fishermen and processors through to importers, retailers and food service providers Seafish are currently working to their Corporate Plan. More information is available on our web site The Risk Assessment for Sourcing Seafood (RASS) website: Responsible sourcing underpins the reputation of the whole seafood supply chain and is increasingly central to seafood buying policies. In September 2014 Seafish launched its RASS website, following a demand from the supply-chain for a web-based tool that provides unbiased information on the environmental and stock risks associated with sourcing seafood, initially featuring only wild-capture fishery profiles. This has been a resounding success with 360 profiles now live, and widespread endorsement from the supply-chain. A link to the current website can be found here: We are currently planning creating 16 RASS aquaculture profiles for different farmed species/groups of species pertinent to the UK seafood market, and we re seeking quotations to cover the web development from companies who can also project manage the implementation, and liaise with our small, internal IS team as and when necessary. There will be four main elements to an Aquaculture profile: i. Overview - general introduction to the group/species, geographical sources and quantities of production, main cultivation method/s and system/s, geographical differences in governance of their production (inc. zonal management) should be highlighted ii. Identification of, and information gathering on the key risk/s with regards to each group/species aquaculture; geographical differences must be highlighted iii. Identification of, and information gathering on the key mitigation options in relation to each of the key risk/s identified for each group/species aquaculture; geographical difference should be highlighted

2 The following sections provide further detail on the concept and the project requirements. 2. Requirements Existing RASS wild fishery profiles need to be separate from aquaculture profiles. To enable this there needs to be a simple, high level front web page created which signposts users to either caught (wild) or farmed (aquaculture produced) seafood profiles (Appendix 1) When a user clicks on Caught Seafood it will take them to the existing front page of the RASS wild web tool; when Farmed Seafood is selected the user will be taken to the front page of the to be developed, new RASS aquaculture web tool. It is envisaged that on the aquaculture front page, a drop down menu will allow one of the 16 species/groups of species to be selected (Appendix 2). The user will then be directed to the selected aquaculture profile, e.g. Atlantic salmon as shown in Appendix 3. As the project has developed aquaculture profile formats have evolved, however a draft profile for Atlantic salmon is given in in Appendix 3 to demonstrate an approximation of how the RASS aquaculture profile pages could look. An aquaculture profile will offer a series of drop down boxes (indicated by a V symbol) which will contain specific areas of information. Note: the specific number of risk and mitigation drop boxes in each individual profile will differ depending on how many are identified for in the farming of that particular species/group of species. Technical Requirements Seafish is flexible on the software used to develop this tool but for information our existing website runs Windows 2008 (R2) (with plans to upgrade to Windows 2016) server using Umbraco v4 and Microsoft SQL 2008 (with plans to upgrade to SQL 2014). The following requirements are essential: Documentation Before work can be carried out, Project Scope and reference documents will need to be produced to clearly mark out functionality and deliverables which can be agreed by both parties Two-level profiles The success of the tool will depend on its utility. We want each aquaculture profile to have a number of two-level drop boxes containing targeted information. The first level is a brief overall summary of the targeted information (e.g. an identified risk and the mitigation methods utilised by industry), along with some supplementary background information. The second level is a drill-down of each individual targeted information source that expands on the summary Database A suitable system will be required to store and control the necessary data. Our existing webserver uses Microsoft SQL 2008 and we d ideally like to continue to use the system for this project

3 Data Entry It is essential that data entry is straightforward and efficient. There are two primary forms of data entry; firstly the evidence behind the risk scores and secondly the risk scores. The former will most likely be text, tables, figures, hyperlinks and would ideally be entered via Microsoft Word. The latter could be simple drop down options. There is no requirement for an automated scoring system Time Stamp Each profile needs to include a time stamp when last updated, visible to the user. Printable information There needs to be a function whereby summary information and the individual factor evidence-base can be printed to create a hard-copy in a well-designed format, providing synergies with this functionality on the wild-fishery profiles. Security Data-entry access will need to be controlled through password controlled log-on, as per the wild-fishery profiles. 3. Timescale The start date for the project should be as soon as possible after the contract is awarded. The preferred deadline for delivery of all outputs is Monday, 27 th February Quotes Please submit concise quotes to Lee Cocker at Seafish outlining and including the following: Contractor: - Proven expertise in this subject area or a proven track record of delivering similar projects to a high standard including references / examples of work that will demonstrate the relevant expertise of any person directly involved in the contract - Provide a summary plan specifying timescales for the project, by main task Costs: - A summary breakdown of the proposed work (including; research costs; travel expenses; overheads; other costs; and VAT where applicable), and a proposed payment schedule. 4 6. Recovery of costs An applicant is not entitled to claim from Seafish any costs or expenses incurred in preparing the tender document whether or not it is successful. 7. Responsibilities of the Contractor The tender should state which (if any) professional codes of practice you will follow. The contractor will be responsible for the design, development and de-bugging of the tool to an agreed standard within an agreed time-frame. Support and maintenance for the site is to be included for a minimum of 12 months after the site goes live. Any/all programming source-code (where applicable) will be the property of Seafish and will be made available once all work is completed. 8.
