BACKGROUND INFORMATION Globally, the rate of skilled care during childbirth has increased from 58% in 1990 to 73% in 2013, mostly due to increases in facility-based births. However, evidence shows that giving birth in a health facility with a skilled attendant is not sufficient to reduce maternal and newborn deaths and severe morbidity. Many women and their babies die from poor care practices, even after reaching a health facility. Improving quality of care and patient safety are therefore critical if we want to accelerate reductions in maternal and newborn mortality. The World Health Organisation (WHO), UNICEF, UNFPA and partners have launched the Network for Improving Quality of Care for Maternal, Newborn and Child Health (Quality of Care Network) mid February 2017 in Lilongwe, Malawi. The QoC Network brings together countries and partners to deliver a vision where every pregnant woman and newborn receives quality care throughout pregnancy, childbirth and the postnatal period. This vision will be achieved through the implementation of evidence-based quality improvement interventions and standards of care, and country leadership will be at the heart of success. The Quality of Care Network s goals are to Reduce maternal and newborn mortality in health facilities in target country districts by 50% over five years and to halve intra-partum stillbirths; Improve experience of care. In , the Quality of Care Network will initially involve ten countries that are already taking leadership to improve quality of care in health services: Bangladesh, Côte d Ivoire, Ethiopia, Ghana, India, Malawi, Nigeria, Sierra Leone, Tanzania, and Uganda. Led by the Ministry of health, the Quality of Care Network brings together health care professionals and providers, technical and funding partners to foster, accelerate and sustain quality of care. More countries will be joining the Quality of Care Network in subsequent years. One of the implementation mechanisms of this Network is a Learning Platform, intended to provide a full package of information and space to discuss how to achieve quality of care. It will assemble, for local adaptation, the considerable information and experience that already exist on how to improve quality of care, as well as new knowledge that each country will generate while implementing and scaling up the quality of care interventions. 2. PURPOSE AND OBJECTIVES & SCOPE OF WORK WHO is now looking to further develop and improve the website in 1

2 English as the virtual face of the global Learning Platform. Also, the company will be expected to incorporate the current content of the Quality of Care Network website into the structure of the Life- Saving Commodities Practitioners Network website. The reasons for this merging are that a. the websites have overlapping audiences; b. both sites have very similar functionalities knowledge library, visualization tool for data, news, and a private collaboration platform; c. both are run and managed by WHO s Maternal, Child and Adolescents Health () department. The main audiences of the website are health professionals at the district, national and global levels. Advocates engaged in quality improvement efforts, as well as development partners are secondary audiences. The focus of the website is to support the work of learning collaboratives and communities of practice and to harvest, share and build on the experiences emerging from their work. The website will have the following functions: Build a growing inventory of tested change ideas to be shared across communities engaged in similar activities; Serve as a repository of technical knowledge, implementation ideas and tools; Offer a collaboration platform for the communities of practice; Provide a forum for news and updates from the Quality of Care Network The Company shall provide a full web solution, which will include the following: a. Reorganize page structure and navigation as per the revised content architecture provided by b. Develop a look and feel that is in line with the Quality of Care Network branding guidelines c. Incorporate the content of the Quality of Care Network database into the Life-Saving Commodities website as per the content architecture provided by ; d. Further develop and improve the relational database underlying the Life-Saving Commodities website, as per the specifications that the department has prepared, and incorporate the Quality of care Network resource database content into it. The materials should be searchable in English and French, for those documents that will be available in French; e. Expand the private collaboration tool on the Life-Saving Commodities website to accommodate the specifications of the Quality of Care Network communities of practice; f. Apply the Quality of Care network branding to the whole site (provided by the department) g. Provide web hosting services; h. Provide daily maintenance of the new site (technical service and support); i. Set up Google analytics tracking on each website page. 3. SCOPE OF WORK 1. Below are the functionalities required for the site, as well as an update on their status: A interactive database which will contain the various guidelines and tools developed and collected by the Quality of Care Network, will allow for a full text and key word search, and be structured as per the categorization provided by WHO. Audience feedback mechanisms; Compatibility with the latest social media tools available e.g. video streaming, social networking and document sharing, blogs, RSS feeds, social bookmarking; Password protected collaboration space for members of the Network to join/start a discussion, send group and individual s, share and archive documents for work in progress, access a calendar; 2

3 Low resolution format option for users with an unreliable internet connection A mobile subdomain for mobile and tablet versions of the website. a. Further develop and improve the relational database underlying the website Develop / improve online a functional database fully aligned to the structure of the proposed database (no duplicates, unique id number for each item, link between items, categories of information, content). Develop / improve a carefully designed, user friendly interface(s) so end-users can easily find / quick view /check / download documents from the database. It should offer useful functions allowed by the database (including search tailored on categories, classifications and content, proposition of documents which are linked together). Develop an interface for administrators, so they are able to add, remove documents or modify the information provided (within the frame of the database). b. Develop a private collaboration tool to allow the creation and management of national CoP and ad-hoc collaboration groups, with the following features: Profile creation (visible to non members) File management: upload/share/save/version control, but also comment (word, pdf, excel, video, audio, images) Version control: online editing not necessary but need to be able to have latest version of a file clearly identified (date? Top of list?) Notifications by , to either all, or a sub segment, or a few/one individual(s) Ability to create sub groups instantly Creating and joining a discussion Chat either to a whole group or private Search in discussion threads and files Creating joint calendars for groups c. Functional country profile pages Create country profile pages Incorporate content from country profiles to the new website architecture Provide access to specified country users to update content on country profile pages Create space for adding additional information in table format Provide options for country news and calendars Provide simple visualization tools d. Apply the QoC Network branding to the whole site. The branding guidelines will be provided by e. Engage designer for overall design of the website in line with branding guidelines f. Provide web hosting services The Company will host the new website. The Company will: Troubleshoot server configurations problems Create a secure access point for a mirror site g. Provide daily maintenance Provide regular technical website enhancements as needed to ensure that all links and functionalities are fully operational and routinely updated; Support routine content updates of the websites (news, information, technical updates, etc) within 24 hours (on working days) of the update being requested. Remedy any vulnerability, as notified by WHO, within 24hours of being notified. 3

4 h. Set up Google analytics tracking on each website page 4. WHO RESPONSIBILITIES WHO will provide the Company with: a. A document explaining the purpose, audience and rationale of the website b. Any branding guidelines that WHO may have developed by the time this assignment starts; c. A document explaining the categories and functionalities required for the database; d. Contact details of people in WHO who are responsible for content development; e. Copyrighted photos as needed. 5. EXPECTED DELIVERABLES AND TIMELINE a. Website in English with fully operational functionalities and features as per the milestones below: b. Collaboration tool that allows intuitive discussions and documents sharing c. Functional underlying database (including visualization tools) d. Functional country profile pages e. One-year maintenance service for the website 6. KEY SKILLS, TECHNICAL BACKGROUND, AND EXPERIENCE REQUIRED a. At least five years of experience with dynamic websites, including database driven websites; b. Previous experience with non-for profit, development organizations; c. Proficiency in developing relational databases 7. DURATION: The assignment will start on 16 April 2018 and end on 31 December It comprises the following: Web development and database development (this is for 3 months from the moment the contract is signed) Web maintenance, (this is for a year from the moment the site is live). 8. SPECIAL CLAUSES Deliverables and Acceptance. Shadow Site, Acceptance Testing. The Company shall prepare and deliver each Deliverable to WHO on the date specified in the Development Services milestones. Upon completion of each Deliverable, the Company shall make available a completed version of the Deliverable on a password protected server (the Shadow Site ) for WHO s review and testing. WHO shall either accept or reject the Deliverable verbally and/or in writing and detail each error or defect in the Deliverable. Delivery of the Site; Documentation. Within seven (7) business days after acceptance of the Site, the Company shall (a) transfer the Site to the Host server (b) maintain the shadow site as a working copy of the official site and provide WHO with two (2) copies of documentation for the Site. Content Control. WHO shall have sole control over the content of the website. The Company shall not supplement, modify or alter any content (other than translations/conversions strictly necessary to upload the content to the Site) except with WHO s prior written consent. The Company shall upload all WHO content, including updates, to the Site within 24 hours of delivery to the Company. The Company shall also permit WHO to electronically transmit or upload its content directly to the website. Site Backup/Disaster Recovery. The Company shall at its expense make a complete and accurate backup of the live site every day and the staging site based on an agreed back-up schedule. On the first day of every month and any other time as reasonably requested by WHO, the Company at its expense shall deliver to WHO, in a format and at a location to be specified by WHO, a complete and accurate electronic 4

5 copy of the Site. At Company's expense, the Company shall provide reasonable and customary disaster recovery services for the Site. No Marketing. The Company is strictly prohibited from marketing or promoting the Site in any way whatsoever without the express prior written consent of WHO. No Advertising or Unsolicited Electronic Mail. The Company may not place any advertisements or promotional material on the Site or any other WHO-accessible web pages. The Company is strictly prohibited from sending unsolicited messages to any user of the Site or any individual associated in any way with the Site. 9. EVALUATION OF THE PROPOSAL In making the final decision, WHO considers both technical and financial aspects. The Evaluation Team first reviews the technical aspect of the offer followed by the review of the financial offer of the technically compliant Companies. The proposals will be evaluated against the following two elements: a. Technical Proposal: The technical proposal should address all aspects and criteria outlined in this Request for Proposal. 10. SPECIAL TERMS & CONDITIONS / SPECIFIC REQUIREMENTS Invoicing and payment: The Company should clearly separate the following items in her/his financial proposal: 1. The development of the website, for which the Company will be paid in installments; 2. The maintenance costs of the website, for which the Company will be paid monthly, starting on the date of the website going live and for a duration of one year; 3. The development of the database, for which the Company will be paid in installments. 5
