2 April 15, 2019 Dear Potential Vendor: Community College of Beaver County (CCBC) invites companies to submit proposals for its upcoming website design project for the Tristate Energy & Advanced Manufacturing (TEAM) Consortium. The design phase of this project is expected to begin in May of 2019, with a site launch in September of We are asking bidders to respond to the following Request for Proposal (RFP) document so that we may complete our evaluation and selection process. This web design project is being paid for in part by a federal grant. We will be following federal grant procurement guidelines when scoring proposals and awarding a contract. Upon review of RFP responses, the College reserves the right to schedule time for a bidder presentation and interview with TEAM Consortium staff, the College Marketing Department, and other key stakeholders in the project. Deadline for responses is 5:00 PM Friday, April 26 th. 3 CCBC-TEAM Consortium Web Design RFP April 2019 BACKGROUND INFORMATION The Tristate Energy & Advanced Manufacturing (TEAM) Consortium is a regional public-private partnership among higher education, workforce boards, economic development agencies, private companies, state officials and other organizations in eastern Ohio, western Pennsylvania and northern West Virginia. Its primary goal is to ensure an adequate supply of properly skilled workers for the new economy related to Marcellus Shale development across the region. The Consortium is co-chaired by the Community College of Beaver County (CCBC, in Monaca, PA) and Chevron Appalachian (office in Moon Township, PA). It is also supported with funding from Chevron, the Claude Worthington Benedum Foundation and the Appalachian Regional Commission. Over 40 key partners regularly donate in-kind staff time, space and other resources to maintain Consortium activities. The TEAM Consortium is working to create a seamless network of occupational pathways among education and training providers and relevant agencies and private companies, leading to jobs in the energy and manufacturing industries. Toward that end, colleges are sharing curriculum, workforce boards are working together to identify and engage potential workers, economic development entities are informing existing and new companies about workforce development opportunities, and state officials are developing responsive policy and programming to help build a pipeline of skilled workers. The TEAM Consortium coordinates these regional activities and works to bring in resources for training and student/worker supports. DESCRIPTION OF THE PROJECT To facilitate the activities noted above, the TEAM Consortium garnered funding to launch a website that will provide a centralized forum for anyone interested in information about this new economy and the occupations and jobs within it, as well as specific information about related service providers, agencies and companies. CCBC, as fiscal agent to the TEAM Consortium, is seeking the services of an experienced website design provider to design and develop this new website. SCOPE OF WORK CCBC is soliciting proposals for the design of a public access website to effectively address the following: The site should communicate clearly to multiple targeted audiences including prospective students and workers, current students and workers, parents, employers, educators and trainers, among others. The site should be user-friendly and easy to navigate and include responsive design templates. The website should support the TEAM Consortium s brand and image. The visual design, navigational features, and content structure should be developed by the vendor in conjunction with a stakeholder group that includes CCBC and TEAM staff and TEAM partners from across the tristate region. 3

4 PROJECT GOALS Provide a user-friendly, web-based forum for first-time visitors and TEAM partners alike that showcases companies, occupations, jobs and relevant information about energy and manufacturing in the tristate region. Develop a unified look and feel that can be applied across the TEAM Consortium s website. Ensure a pleasant and productive experience for visitors to the site by making navigation intuitive and access to key information easy to locate and understand. Develop intuitive navigation/architecture that works across all user platforms/devices, i.e., computers, cell phones and tablets. Establish guidelines for language, style and visual look in coordination with TEAM staff, the CCBC Marketing Department and key TEAM stakeholders. Incorporate content management (CMS) capacities into the site. Incorporate database-driven web pages for potential directories, calendars, forms, applications, and other features. This should at minimum include a referral database, so that interested website visitors can be connected with a nearby service provider. A referral database should include links to at least 50 occupational codes to ensure alignment of visitor interest with referral to a local education/training provider. Bidders need not include pricing for doing the necessary data entry to populate these forms and databases with TEAM partner information, but should include price to develop the templates for such features in the design. Provide training for technical and content management staff at the College for maintenance of the website, including updating of site content. Set tracking mechanisms in place, including usage statistics, to ensure objectives are met and that the site s effectiveness can be evaluated on a continuous basis. Create a master visual design with input from a stakeholder group - Discuss how you will work with stakeholder groups to accomplish this. Create subsidiary looks for different types of pages and for different units as needed (i.e. focus areas such as Education Pathways, Employer Showcase, Occupational Features). Accommodate in the design features such as a potential TEAM VLOG, Podcast, Occupational Videos, Featured Interviews, and Breaking News. Bidders need not include pricing for developing the specific content that will be loaded into these features, e.g., the videos themselves, but should provide design elements that would allow for such content to be uploaded, linked or integrated into the web design. Implement this site on a staging site provided by the vendor. Then transition the new website to a production server. Hosting capability will be considered if it is part of a bid, but is not required. PROPOSAL CRITERIA Please address the following areas: Bidders must demonstrate ability to deliver a comprehensive and visually appealing website by providing evidence of recent experience developing site(s) of similar scope. TEAM partners should be able to visit these other sites and evaluate them as a part of the bidding process; Bidders must have the ability to design a site with the realistic lowest common denominator for our audience's equipment and internet connection; 4

5 Bidders must have the ability to design a site that is Section 508 compliant and conforms to accessibility standards, such as those defined by the Commonwealth of Pennsylvania s Office of Administration, Office for Information Technology (OA/OIT); Bid should include: o Help with development and submission of URL(s) that are available for use for the new TEAM website; o Identification of the vendor work team assigned to CCBC/TEAM web design project; o A detailed work plan that includes timelines for research and review, design and content, testing, implementation/public launch, and training; o A detailed cost analysis outlining the main elements of your proposal and the time/quantity, cost rate, and cost estimate associated with each; o Recommendation of and launch of Content Management System (CMS) compatible with the site and capable of accomplishing the following: Must be able to create new pages using existing style sheets Multiple workflows with routings, approvals, and notifications Version and change control Scheduled publishing Forms creation Calendars Content expiration Full page HTML editing Video and multimedia insertion Integration points with the web portal and LMS systems EVALUATION CRITERIA All proposals received by the deadline of 5:00 PM Friday, April 26, 2019 will be considered, but bids that do not meet the basic criteria will be removed from consideration. The necessary basic criteria for consideration includes: Evidence of experience in developing websites of similar scope, with special consideration for those with experience in developing sites for higher education institutions and/or workforce development agencies; Demonstrated responsiveness to the Proposal Criteria listed in that section, above; Evidence of ability to provide the necessary technical guidance and support to develop and support the new website; Reasonable pricing structure; Warranty; Vendor support and references; Timeline that has design work beginning in May of 2019 and being completed in September of 2019; Completeness of information received in response to this RFP; 5

6 Proposals meeting the above basic criteria will be evaluated and scored using a checklist that outlines the scope, goals and proposal and evaluation criteria in this RFP. Individual evaluators - consisting of relevant CCBC staff and TEAM Consortium partners from across the region - will score proposals independently from one another and then submit detailed scoring summaries to the TEAM Director. Those scores will then be aggregated into a chart showing the scores of all qualified bidders. The bidder with the highest cumulative score will be awarded the contract. PROPOSAL REJECTION AND WAIVER OF INFORMALITIES This RFP does not obligate CCBC to award a contract or complete the proposed project. CCBC reserves the right to cancel this RFP if it is considered to be in its best interest. CCBC also reserves the right to waive minor informalities and, not withstanding anything to the contrary, reserves the right to: Reject any and all proposals received in response to this RFP; Select a proposal for contract negotiation other than the one with the lowest cost; Negotiate any aspect of the proposal with any vendor; Terminate negotiations and select the next most responsive vendor for contract negotiations; Terminate negotiations and prepare and release a new RFP; Terminate negotiations and take such action as deemed appropriate, assuming it is compatible with federal grant procurement guidelines. At contract time, the product becomes a work for hire and CCBC owns all rights.
