1 COUNTY OF GOGEBIC REQUEST FOR PROPOSAL FOR WEBSITE and LOGO REDESIGN and CONTENT MANAGEMENT SERVICES Notice is hereby given that Gogebic County will receive proposals for the county s website and logo redesign with a hosted web content management solution. Proposals must be submitted to Brandon Tauer, IT Director, 200 N Moore St Bessemer, MI 49911, by no later than Friday September 7, 2018 by 4:30 PM. 1. DESCRIPTION, PURPOSE AND OBJECTIVES OF WEBSITE The County s website is perceived to be unattractive, outdated, and lacks the ability to be updated by the County s non-technical staff. The current county logo is of poor quality and was hand drawn decades ago. The county would like to update the logo while keeping the same theme that pays respect to our Native American neighbors. This logo has been used on monuments and signage for decades throughout the county. The overall goal of this project is to redesign both to spread awareness of our county s services, make it more appealing, interesting, interactive, and easier to use and extend county services online. Once redesigned, our intention is to have the County s IT and administrative staff add documents such as images, agendas and minutes, update calendars, add announcements, place requests for proposals or bids, change photos, and other tasks. They should also be able create and modify online forms, for example, requests for information or programs. The potential to accept credit card payments, for example, payments for utilities, tickets, is desirable in the future only. The new website will use the https: security protocol. Our domain name is gogebiccountymi.gov. The current website is hosted at godaddy.com but the new website will need to be hosted in a different godaddy.com account or elsewhere. The County currently does not have control of the hosting site directly. We are interested in having the hosting provided by or arranged by the successful vendor of this RFP. Some attractive sites similar in content to what the new Gogebic county site should look like include cityofironwood.org, houghtoncounty.net, and co.marquette.mi.us 2. BUDGET The budget for this project is a maximum of $7,500. This includes new website and logo design, hosted content management software subscription, training, tech support, product upgrades, and website hosting. 3. BACKGROUND Our existing website address: with a redirect to The new primary web address will be the.gov i. The County of Gogebic employs approximately 70 people. ii. As explained above, administrative staff having basic computer skills need to be able to update the website as necessary as one of many tasks.

2 4. AUDIENCE a. Our main target audience is the residents, businesses, visitors, and interested web visitors outside our local geography. b. The site will be accessible to the general public and compliant with the Americans with Disabilities Act guidelines for websites. 5. TOOLS AND FUNCTIONALITIES Essential features are essential to our proposal. Non-essential features of the site are features that we would like but are not essential to submitted proposals. Please include the following features into the website that we feel are important: Simple to use Web Content Management software for editors of the website. Software must be OS platform independent and able to run on a Windows, UNIX, or Linux OS. Responsive website design that works on all size screens, including hand held internet viewing devices (ipads, PC Tablets, Mobile Phones) that retains the graphics and residents do not have to zoom in to read text or see pictures. Mobile Websites only are not acceptable. Content migration of old website moved into the new website FAQ: Posts Frequently Asked Questions on the web site and displays the clicked Answer at the top of the page Resident Request Center so Residents can send messages to any department (via drop down menu) via a web form this Page Print this Page History: Archives all the changes to a web page and at any time a previous version can be restored Quick Links: Links to the most frequently accessed pages in the web site Link Checker: When a new link is created, the system checks if the link is valid or not Automated activation/expiration of content: A page or block of content can be marked with a date/time on when to publish and when to be removed from public viewing. The system will handle it automatically Events Calendar: Ability to create multiple web calendars in an easy to use interface to post events in any calendar with the capabilities to upload pictures and documents into the event note Photo Gallery: Gives a content editor the ability to add or remove pictures to a photo slide show Site Search: Provides a custom search engine to perform a site search or integrate Google site search Audit Trail: Provides report on the content change activities of any webpage within the website. Dynamic Breadcrumbs: Shows the navigation trail of the current page Site Search Where Do I News Center integrated with Facebook and Twitter Facebook/Twitter Widget Set-up

3 Sharing Personal Social Media Fly Out Menu for residents to post web page information in their own personal social media like Facebook, Twitter, Pinterest, etc. Website Analytics reports Key word (meta tag) setting for each web page to increase web visitor attraction from search engines to specific pages Website must be portable and able to run on our own web server if deemed necessary in the future. Emergency Alert Center with and text alerts for resident sign up RFP Posting Job Posting Employee Portal Font Size Adjuster Floating Navigation Bar Changeable Meta Data per web page 6. REPORTING NEEDS Website statistical usage. Website Analytics and Reporting like Google Analytics or similar. 7. SITE SPECIFICATIONS Design parameters are not specified and are to be used in accordance with your professional expertise in the field. It is our intention to review the proposals and determine the best overall fit for the County. Factors to Consider: 1. Visual appeal ADA Compliance 2. Ease of use 3. Ease of maintaining 4. Overall County Branding, logo redesign, and layout 5. Technical support 6. Proposal detail 7. Responsive Website Design 8. PROPOSAL SUBMISSION INFORMATION Executive Summary Technical Volume a) Web development process: explain the process you will follow to build the Web site, including major milestones and evaluation. b) Address usability standards and testing. c) Address any important technology information and specifications used in your solution (languages, platform to be used - such as Wordpress, etc.). d) Organizational structure e) Time to completion. The County requires the new website to be in operation prior to January 1, 2019.

4 Budget: a) Break down cost by Design, Web Development, and Website Hosting. b) Maintenance and support: ID any costs that should be assumed as part of the site and ongoing costs for maintenance and support we need in the future. We would like to minimize external maintenance costs. c) License fees: ID the costs we will need to pay to develop or host the site. A hosted CMS is preferred. d) Training - Our intention is for you to train two members of our staff who will then train the rest of the staff can be done via web conference. e) Other charge areas: Please ID whether there will be other expenses, consulting fees, future work, etc. to complete this project. COMPENSATION The County requests a fixed fee or a not-to-exceed fee on each aspect of the program, subject to any conditions and exceptions agreed to by the parties. The total budget cost is not to exceed $7, TERMINATION OF AGREEMENT The proposal should include a completion date for the completion of the redesign project, including any necessary training, as well as a period for which technical assistance will be provided. 11. EXPERIENCE AND QUALIFICATIONS Expertise of the firm shall be demonstrated by proof of past contract successes/qualifications in providing similar services as described in Section 8. The proposals will be evaluated on knowledge, experience and success of these similar services. Applicants should have prior experience in website redesign and web content management software for government websites. Logo redesign can be subcontracted to an appropriate graphic artist if vendor does not feel qualified in doing this aspect of the job, keeping in mind the total cost is not to exceed $7,500 for this project. If applicable, the firm should provide a list of potential conflicts of interests due to personal interests or work done for others. Please explain and specify how these would be addressed. Excellent oral and written communication skills are essential. 12. PROPOSAL SUBMISSION INFORMATION Submission Date and Time: September 7, 2018, 4:30 PM One (1) original & two (2) copies. submissions are acceptable.

Only those RFP responses received prior to or on the submission date and time will be considered. 13. REJECTION OF PROPOSALS The County reserves the right to reject any or all proposals, or to reject any proposal if the evidence submitted by, or investigation of such respondent fails to satisfy the County that such respondent is properly qualified to carry out the obligations of the RFP and to complete the work contemplated therein. The County reserves the right to waive any minor informality in the RFP.
