1 Invitation for Expression of Interest (IEOI) For the Selection of Individual Consultants March 26, 2018 Writer-Researchers, Copy Editors, Graphic Designers, Photographers and Videographers Pool of Content Production Consultants 1. The Asian Infrastructure Investment Bank(AIIB) has approved an administrative budget for financing consulting services (the Services) for establishing a pool of Content Production Consultants. The Terms of Reference (TOR) of the Services is in Appendix A. The Services will be provided by an individual consultant (the Consultant) who may be a self-employed professional or an employee of a consulting firm. AIIB will select and engage the Consultant in accordance with the AIIB Corporate Procurement Policy (Policy). 2. AIIB now invites you to submit an Expression of Interest (EOI) as a potential individual applicant for consideration. 3. The deadline for submission of your response to this EOI is Monday May 7, 2018 (COB) Beijing time. Any response received after this date will NOT be accepted. 4. 2 Appendix A: Terms of Reference BACKGROUND The Asian Infrastructure Investment Bank (AIIB) wishes to establish a pool of Content Production Consultants. The consultants, consisting of Writer-Researchers, Copy Editors, Graphic Designers, Photographers and Videographers will be a contractual, on-call, professional resource pool, members of which may be commissioned by AIIB on a need basis subject to the availability of each consultant. There will be no employer-employee relationship between AIIB and the consultants. AIIB does not commit nor gives any guarantees regarding the volume of work, number of projects and contract amount that may be assigned to members of the pool. Consultants will remain members of the pool for an initial period of 18 Months from the date of selection Consultants will be evaluated based on their adherence to and proficiency in the job category for which they are selected. Consultants may be removed from the pool if they do not meet expectations or fulfill the agreed AIIB s terms. SELECTION OF CONSULTANTS Qualified consultants will be selected for the pool by AIIB s Corporate Procurement Unit (CPU) in accordance with the bank s Corporate Procurement Policy using established criteria listed under each job category. CPU will be responsible for selecting, contacting and engaging the consultants of choice on behalf of AIIB. CPU will also be responsible for the replenishment of the pool as needed. ROLE OF AIIB COMMUNICATIONS AND DEVELOPMENT DEPARTMENT AIIB s Communications and Development Department (CDV) will serve as the principal owner of the content production pool. In addition to supervising and maintaining the Content Production Pool, CDV will: 1. Manage the workload and rotation of consultants to ensure the appropriate distribution of assignments. 2. Receive project requests from other AIIB internal departments (the client) who are also the project owners. 3. Identify and refer available consultants to the clients. 4. Recommend an estimated project rate and duration to the clients. 5. Check the quality of the consultant s output. 6. Evaluate the consultant s performance supplemented by inputs from the client and, 7. Manage the overall quality assurance of the content production pool. PROJECT ENGAGEMENTS ( THE ASSIGNMENT ) Consultants will be engaged based on individual assignments. Each assignment will constitute one project. Projects will be commissioned by AIIB s internal departments (the client) through CDV. CDV will recommend the consultant(s) and the corresponding rates. The client will be responsible for planning, scheduling and executing each project with the consultants. Each project output will be sent to CDV for quality assurance and recommendations. 2
3 Writer-Researchers FUNCTIONAL RESPONSIBILITIES The Writer-Researcher working under the overall supervision of CDV and the client will have the following responsibilities: Must act and communicate in a professional manner and coordinate well with the client and CDV. Must inform CDV about incoming project work from clients and submit to both CDV and the client, the final output for quality assurance and evaluation. Must be versatile and able to write a varied range of documents and materials (e.g., narrativedocumentative, expository-news, descriptive-creative, informative-expository, persuasive-creative) and varied manuscript lengths from short brochure copies to long reports or books. Must start with an outline, if applicable, based on discussions with the client. Must be able to conduct independent secondary research (the primary research being provided by the client) based on documents furnished by the client and other sources. Must be able to suggest ideas for tables, charts, graphs or infographics from data provided by the client, if any. Must be proficient in the writing style prescribed by the Associated Press (AP) Stylebook and must be able to apply such prescriptions to the project manuscript. Must be proficient in the AIIB-specific editorial prescriptions of AIIB s Ed style guide (to be provided) and must be able to apply such prescriptions to the project manuscript. Must follow AIIB-specific nomenclature and editorial prescriptions of AIIB s Ed style, including but not limited to AIIB member designations, AIIB departments and offices, names and professional titles of AIIB staff and management, AIIB project names and others. Must be able to follow the AIIB writing tone, voice and tempo as prescribed in AIIB s Ed style guide. Must append the submitted MS Word file name with their initials and the date of submission preceded by an underscore (e.g. filename_lam March 1 ). Suggestions to the client should be done via comment balloons. Ensure that document titles, chapter titles and subtitles are in AP-style title case. Must provide excellent referencing/attribution to copyrighted material used in the project manuscript. Create an Abbreviations list based on abbreviations used in the project manuscript, ensuring that only terms mentioned more than twice in the manuscript are abbreviated. Check if all hyperlinks go to the intended pages as indicated in the project manuscript. Resolve discrepancies or send query to the client. Check charts, figures, tables and similar elements for consistency and conformity. The consultant should check all totals in figures. Discrepancies should be flagged to the client. Upon the client s check of the draft manuscript, insert any applicable query responses or effect any new text added or changes made, as a second round of writing. AIIB owns the copyright to all work commissioned to the consultant, both raw and processed. The commissioned work may not be shared in any form with any entity. LANGUAGE COMPETENCIES The projects and instructions will be in English. English communication skills are essential. 3
4 INVOICING AND RATES The Content Production Pool: Writer-Researcher rates are USD200 to USD400 per 1,000 words (depending on project complexity), inclusive of two writing cycles: a first-round draft and a second-round draft to effect revisions by the client, rewriting as needed. The word count will be based on the number of words of the written project manuscript in MS Word to arrive at the total project price. The final written manuscript s word count should approximate that of the initial estimate given to the consultant during project preparation. Additional cycles may be discussed by the client and the consultant under the same rates. Special cases and complex projects may be discussed by the client and the consultant in more detail prior to project engagement and commencement. EVALUATION CRITERIA Has demonstrated ability to write organized manuscripts with good narrative flow and thought clarity (40%) Has demonstrated experience writing manuscripts for various organizations (40%) Has demonstrated AP Stylebook proficiency (15%) Has reached tertiary-level education (5%) RATING SCALE (minimum passing mark is 75%): Excellent: Good: Pass: Fail: 74 and below 4
5 Copy Editors FUNCTIONAL RESPONSIBILITIES The Copy-Editor working under the overall supervision of CDV and the client will have the following responsibilities: Must act and communicate in a professional manner and coordinate well with the client and CDV. Must inform CDV about incoming project work from clients and submit to both CDV and the client, the final output for quality assurance and evaluation. Must be versatile and able to edit a varied range of documents and materials (e.g., narrativedocumentative, expository-news, descriptive-creative, informative-expository, persuasive-creative) and varied manuscript lengths from short brochure copies to long reports or books. Must be proficient in the style prescribed by the Associated Press (AP) Stylebook and must be able to apply such prescriptions to the project manuscript. Must be proficient in the AIIB-specific editorial prescriptions of AIIB s Ed style guide (to be provided) and must be able to apply such prescriptions to the project manuscript. Must copy edit mechanically to improve grammar, punctuation, spelling, abbreviation and style. If needed, rephrase sentences for clarity and to eliminate ambiguity. Queries and substantive or content reorganization suggestions must be done via comment balloons. Chapter titles must be checked against the table of contents and any discrepancy should be queried. Ensure that document titles, chapter titles and subtitles are in AP-style title case. References to appendixes, bibliographies, charts, figures, tables or other parts of the project manuscript should be checked and discrepancies queried. Check all referencing for proper attribution and format, including other elements of the manuscript which may be copyrighted (figures, images etc.). Flag any elements that may need attribution. Create an Abbreviations list based on abbreviations found in the project manuscript, ensuring that only terms mentioned more than twice in the manuscript are abbreviated. Check all photos, images and illustrations against their references and against their captions to ensure they match and portray what the captions describe. Check if all hyperlinks go to the intended pages. Resolve discrepancies with the client. Check charts, figures, tables and similar elements for consistency and conformity. The consultant should check all totals in figures. Discrepancies should be flagged to the client. Upon the client s check of the edited manuscript, insert any applicable query responses and edit any new text or changes made, as a second round of editing. AIIB owns the copyright to all work commissioned to the consultant, both raw and processed. The commissioned work may not be shared in any form with any entity. LANGUAGE COMPETENCIES The projects and instructions will be in English. English communication skills are essential. 5
6 INVOICING AND RATES The Content Production Pool: Copy Editor rates are USD100 to USD200 per 1,000 words (depending on project complexity), inclusive of two copy editing cycles: a first round of thorough editing and a second round to effect query responses and revisions by the client, editing the manuscript further as needed. The word count will be based on the number of words indicated in the raw, unedited project manuscript in MS Word to arrive at the final and total project price. Additional cycles may be discussed by the client and the consultant under the same rates. Special cases and complex projects may be discussed by the client and the consultant in more detail prior to project engagement and commencement. EVALUATION CRITERIA Has demonstrated ability to improve manuscript readability and narrative flow (40%) Has demonstrated experience editing manuscripts for various organizations (40%) Has demonstrated AP Stylebook proficiency (15%) Has reached tertiary-level education (5%) RATING SCALE (minimum passing mark is 75%): Excellent: Good: Pass: Fail: 74 and below 6
7 Graphic Designers FUNCTIONAL RESPONSIBILITIES The Graphic Designer working under the overall supervision of CDV and the client will have the following responsibilities: Must act and communicate in a professional manner and coordinate well with the client and CDV. Must inform CDV about incoming project work from clients and submit to both CDV and the client, the final output for quality assurance and evaluation. Must follow the visual style guidelines of AIIB. Extra consideration will be given to those with understanding of and experience in corporate branding and how communications and brand objectives are tied to the overall organizational strategy. Must be an expert in layout, photo manipulation, color modes, color theory and typography. Must be skilled in color separation, final artwork preparation and packaging in various file formats. Must have expert knowledge and experience in desktop publishing and layout and the technical aspects of Adobe software, particularly the Photoshop-Illustrator-InDesign-Acrobat workflow. Experience in interactive design, knowledge in developing animations of visual data for use in video and digital publications are highly desired. Knowledge of web technologies, including content management systems (WordPress, Joomla, Drupal, etc.), HTML5, XHTML, XML and CSS would be an advantage. Must be skilled in project coordination and capable of managing project deadlines and deliverables. Must be able to conceptualize, lay out and compose infographics, brochures, newsletters, reports, books, magazines and other similar products from cover to cover with the guidance of CDV. Must be able to create publication templates under the guidance of CDV. Must ensure overall quality of final output and that all corrections are affected. Must be able to optimize graphic elements for print or electronic output and convert source files into other formats as required (knowledge in optimizing file sizes and image quality for web publishing, mobile, PDFs and print). Must submit all final products in digital format such as a press-ready PDF for offset printing or a weboptimized PDF with embedded font and images. For materials for use in other electronic products, specifications will be provided by CDV. Must be able to provide creative feedback to the client regarding possible artistic executions. Must be able to spot subtle changes from one project file version to another. Must append final output file names with their initials and the date of submission preceded by an underscore (e.g. filename_lam March 1 ). Check all photos, images and illustrations against their references and against their captions to ensure they match and portray what the captions describe. Check if all hyperlinks go to the intended pages. Resolve discrepancies with the client. Check charts, figures, tables and similar elements for style consistency and conformity. The consultant is responsible for providing all equipment and staffing necessary until project completion. AIIB owns the copyright to all work commissioned to the consultant, both raw and processed. The commissioned work may not be shared in any form with any entity. LANGUAGE COMPETENCIES The projects and instructions will be in English. English communication skills are essential. 7
8 INVOICING AND RATES The Content Production Pool: Graphic Designer rates are USD200 to USD400 per day inclusive of two studies (depending on the project) and one final study. If the client does not approve any of the two studies, the client must give the contractor detailed instructions and revision requests to the studies for a third and final study incorporating all the desired changes, after which all adjustments will be based on that third and final study. Additional cycles may be discussed by the client and the consultant under the same rates. Special cases and complex projects may be discussed by the client and the consultant in more detail prior to project engagement and commencement. EVALUATION CRITERIA Has demonstrated ability to translate client s message and objective into the final creative output (35%) Has demonstrated experience performing graphic design tasks for various organizations (30%) Has demonstrated design, creative and technical artistic skills (30%) Has reached tertiary-level education (5%) RATING SCALE (minimum passing mark is 75%): Excellent: Good: Pass: Fail: 74 and below 8
9 Photographers FUNCTIONAL RESPONSIBILITIES The Photographer working under the overall supervision of CDV and the client will have the following responsibilities: Must act and communicate in a professional manner and coordinate well with the client and CDV. Must inform CDV about incoming project work from clients and submit to both CDV and the client, the final output for quality assurance and evaluation. Must be versatile and able to shoot a varied range of subjects and disciplines on various assignments (e.g., macro, aerial, 360 degrees, conceptual, artistic, photojournalism, landscape, architectural, candid, portraiture, long exposure, nature/environment or motion photography). Must follow AIIB s visual identity guidelines. The consultant is responsible for providing all equipment and staffing necessary for preproduction, production and postproduction until project completion. The consultant is responsible for sending over all raw and processed output to the client and CDV. AIIB owns the copyright to all work commissioned to the consultant, both raw and processed. The commissioned work may not be shared in any form with any entity. LANGUAGE COMPETENCIES The projects and instructions will be in English. English communication skills are essential. INVOICING AND RATES The Content Production Pool: Photographer rates are USD300 to USD500 per day (depending on project complexity), inclusive of the shoot itself and postproduction or retouching. Travel, special projects, complex shoots and complex postproduction work may be discussed by the client and the consultant in more detail prior to project engagement and commencement. EVALUATION CRITERIA Has demonstrated experience performing photography tasks for various organizations (40%) Has demonstrated creative and technical photographic production (shoot) skills (35%) Has demonstrated creative and technical photographic postproduction (editing) skills (20%) Has reached tertiary-level education (5%) RATING SCALE (minimum passing mark is 75%): Excellent: Good: Pass: Fail: 74 and below 9
10 Videographers FUNCTIONAL RESPONSIBILITIES The Videographer working under the overall supervision of CDV and the client will have the following responsibilities: Must act and communicate in a professional manner and coordinate well with the client and CDV. Must inform CDV about incoming project work from clients and submit to both CDV and the client, the final output for quality assurance and evaluation. Must be versatile and able to shoot a varied range of subjects in various locations and situations using various shots, techniques and disciplines on various assignments (e.g., aerial, 360 degrees, artistic, video journalism/documentary, POV, landscape, architectural, candid, portraiture, long exposure, nature/environment or motion videography). Must follow AIIB s visual identity guidelines. The consultant is responsible for providing all equipment and staffing necessary for preproduction, production and postproduction until project completion. The consultant is responsible for sending over all raw and processed output to the client and CDV. AIIB owns the copyright to all work commissioned to the consultant, both raw and processed. The commissioned work may not be shared in any form with any entity. LANGUAGE COMPETENCIES The projects and instructions will be in English. English communication skills are essential. INVOICING AND RATES The Content Production Pool: Videographer rates are USD400 to USD600 per day (depending on project complexity). Video editing/postproduction work counted as another person.
