3 1. Introduction Pilot Portal is a web based application that allows a user to create FPL Proposals and PIB. Pilot Portal allows users to access the application via mobile devices such as tablet PCs but not supported on mobile phones. Pilot Portal works with any modern web browser with the JavaScript Support. Recommended minimum bandwidth is 64kbit/s (ISDN Speed). Pilot Portal has been tested under Linux with Browser Firefox ESR 52, Chrome. The web application is connected to the software used by ARO Tallinn/HelpDesk ( , , ) The Pilot Portal enables users to: Submit flight plan proposals and/or changes to them; Independently prepare a bulletin based on the valid NOTAMs; Read OPMET reports; Receive essential information relating to the airspace, such as airways, aerodromes, navigation aids, restricted areas, routes, runways and waypoints. Use Visual flight planning to create FPL route, insert it to FPL form and modify the created FPL route. Pilot Portal usage is free of charge. Users are required to register. User account will be closed after six months of inactivity and user will be informed. Proposed FPL and FPL related messages are handled by ARO Tallinn. The user of the Pilot Portal gets an overview of proposed FPL messages he/she created and can also track operations that have been applied to the messages. Note! All messages created via the Pilot Portal are MESSAGE PROPOSALS that need to be accepted by ARO Tallinn before they become effective. Note! The pilots responsibility is to make sure his/her Flight plan proposal is accepted by ARO Tallinn and the flight plan has an Active status.

4 2. Registration for ISB (Internet Self-Briefing) The user registration and account rest shall be done via Estonian AIM homepage

6 3. Portal Access The service can be accessed via To log in: Please enter your username and password - > Click Sign in After you logged in successfully, the system displays the Current Active Flight Overview and your username is displayed in the top right region of the screen. Please change your password after the first login using Account from User menu. To Log-out use the same menu. When your login session has been lost simply close the application by clicking on Ok on the pop-up notification and try to log in again: When the system has crashed and you have been logged out of the application click Ok and try to log in again. If the problem persists notify ARO Tallinn.

7 4. User Preferences You can set up your personal user settings. To do so, log in to the system by hovering over your user name in the upper right corner and click User Preferences: Speed Unit (Ground Speed) - Select the speed unit that is used in the route planning. Distance Unit - Select the distance unit that is used in the route planning. Warning Limits - Define the safety distance to restricted areas. This will be shown in the map as shaded area.

8 Edit field "Additional flight levels" - Set up a flight level the system adds to the highest value found in the FPL message that is the base for the PIB creation. The sum will be inserted into the PIB creation form as first upper flight level. (In Aerodrome PIBs, the first upper flight level is always automatically set to 999.) Edit field "Default Departure Aerodrome" - Define here the aerodrome that is entered into an FPL form by default. Buttons "Time Format" - Define here how the date and time will be displayed in the Pilot Portal. 5. Icons The following table gives an overview of the icons used within the web application and their meanings: Note! No online help available for this application.

9 6. Common ELEMENTS Menu Bar contains the available functions and features Active Flights Lists all current flights and their status. Create FPL Opens a FPL from for you to fill in. Aircraft Data Lists a collection of static data that you can insert into a Flight Plan; you may add/edit data. Briefing Allows you to set up PIB or bulletins of various types (Aerodrome, Area, Enroute, Narrow Route). Visual Flight Planning Allows you to create a route visually on a map and use it to create a FPL.

10 Input assistance Syntactical Checks are built on each form filed. Tooltips appear when you hover on a form field to give you further information. Mandatory values are marked with red asterisk/star. Warnings (yellow exclamation marks) appear when values entered contains errors. Drop Down List help you select a value from a predefined list. Static Data Matches offers possible static data matches from values entered.

12 Active Flights system displays all FPLs that you sent as proposals so that you can track changes to the related FPL:

13 You can create FPL from existing FPL in AFD using FPL button. Update existing FPL data and submit FPL proposal to ARO. Creating FPL The Create FPL form lets you create a flight plan proposal:

15 Aircraft Data Form Lest you enter all the information related to the aircraft: Route Assistance lets you use B2B (NMOC) service to retrieve possible routes available. Click this icon to request recommended routes from the NMOC. Data that has been entered into the FPL form is taken over into the Routing Assistance form. After you clicked the submit button, the system displays the proposed routes.

16 Briefing Pilot Portal can create PIBs directly from FPL creation form or from the Briefing menu. PIBs are available for Aerodrome, Enroute, Narrow Route. You can also Store PIBs as a template and Load them later for re-use. Example 1:

Submitting FPL Proposals Create FPL click Create FPL to open FPL form and fill up the necessary fields Enter an additional AFTN address where FPL will be distributed Submit FPL form click Submit button to send the FPL proposal to the ARO Tallinn. Note! item 19 Supplementary information is mandatory FPL proposal can be submitted up to 120 hrs in advance

21 FPL becomes an FPL proposal (orange flag): FPL proposal becomes accepted and FPL becomes planned (green flag) after FPL proposal acceptance by ARO Tallinn :

22 If there are changes in planned FPL,select the FPL on the list then operate by clicking the DLA/CHG/CNL button, enter new time or route and FPL data, submit DLA/CNG/CNL proposal to ARO Tallinn and wait until proposaed message is handled by ARO Tallinn. Create a new FPL from existing FPL in AFD. Choose the FPL from AFD and press the button FPL. Amend FPL data and submit to ARO Wait FPL proposal acceptance from ARO (check FPL status) Click on + and check FPL data if proposal was amended by ARO Note! Please refresh window every time you submit FPL and changes to FPL
