BOARD OF SUPERVISORS BUSINESS MEETING INFORMATION ITEM Date of Meeting: May 2, 2017 # I-2 SUBJECT: Quarterly Metrorail Construction Status Report ELECTION DISTRICTS: Ashburn/Broad Run STAFF CONTACTS: Alan Winn, Transportation and Capital Infrastructure Joe Kroboth, III, Transportation and Capital Infrastructure PURPOSE: To provide the Board of Supervisors (Board) with information relating to construction activity occurring on the Metrorail Silver Line Phase 2 Extension Project in the first quarter of calendar year 2017. BACKGROUND: The Metropolitan Washington Airports Authority (MWAA), in cooperation with the Washington Metropolitan Area Transit Authority (WMATA), Fairfax and Loudoun Counties is constructing a 23.1 mile extension of WMATA s Metrorail System, known as the Silver Line. The project is being implemented in two distinct phases. Phase 1 extended Metrorail north and west from the East Falls Church station (Orange Line) by adding five new rail stations located in Fairfax County ending at the Reston-Wiehle East Station. Phase 1 opened for revenue service in July 2014. Phase 2 adds six Metrorail stations beyond to the Reston-Wiehle East Station three of which are located in Fairfax County: Reston Town Center, Herndon, and Innovation Center; and three of which are located in Loudoun County: Dulles Airport, Loudoun Gateway (Route 606) and Ashburn (Route 772). At this juncture, it is projected that Phase 2 will be open for revenue service in 2019. Development of the Metrorail Silver Line Phase 2 Extension project is a significant transportation capital improvement project for Loudoun County and the Washington Metropolitan Region. Civil construction activity for the Silver Line Phase 2 Extension ramped up significantly in 2016 and is expected to be sustained through 2018. To this end, staff plans to provide quarterly updates to the Board focusing on the construction activity in Loudoun County for the project for the Board s information and benefit. This update is limited to the Metrorail project and not associated with the adjacent construction capital projects (e.g., Croson Lane, Old Ryan Road to Ashburn Metrorail Station), which are reported to the Finance/Government Operations and Economic Development Committee (FGOEDC) on a quarterly basis.

The update provided under this staff report covers the January through March 2017 (first quarter for 2017). Phase 2 Project: The Metrorail Silver Line Phase 2 project is the final 11.4 miles of the 23.1 total mile Silver Line Extension. As mentioned, it will operate from the Wiehle-Reston-East station through Dulles International Airport to its permanent terminus at Ashburn Station (formerly known as the Route 772 Station). Phase 2 Major Contracts: Three construction contracts have been awarded and are actively being managed to complete the Phase 2 Metrorail Silver Line Extension. Package A consists of the Metrorail Stations and the main line track system. Package B consists of the Metrorail Maintenance Facility; and Package S entails the removal of soil stockpiled on the Maintenance Yard site that was excess material from the Phase 1 project. Package A Contract: Metrorail Stations and Main Line Tracks: Design-Builder: Capital Rail Constructors Contract Awarded: May 2013 Construction Commenced: July 2013 Original Substantial completion date: July 2018 Adjusted substantial completion date: August 2019 Package B Contract: Maintenance Facility: Design-Builder: Hansel Phelps Contract Awarded: July 2014 Original Substantial completion date: August 2018 Adjusted substantial completion date: May 2019 Package S Contract: Soil Stockpile Removal: Contractor: Atlantic Contracting & Material Co. Contract Awarded: November 2013 Construction Completed: July 2016 Construction management and oversight of the Metrorail Silver Line project is provided by MWAA. Loudoun County staff meet bi-weekly with MWAA staff to address and coordinate issues arising during construction activity. Rail Project status and Construction Activity 1 st Quarter 2017: According to MWAA, the civil construction activities for the Metrorail Extension project have been estimated to be approximately 46 percent complete at the close of the 1 st Quarter of calendar year 2017. Construction activities during this quarter are summarized in Table 1.
