1 ARLINGTON COUNTY, VIRGINIA County Board Agenda Item Meeting of September 22, 2018 ATE: September 12, 2018 SUBJECT: Award of Contract ITB to Crown Construction Co. for the construction of playground and park improvements at Nelly Custis Park, located at th St. S. C. M. RECOMMENATION: 1. Approve the Award of Contract No in the amount of $4, to Crown Construction Service, Inc. and approve an allocation of $, as a contingency for change orders, for a total contract authorization of $643, Authorize the Purchasing Agent to execute the contract documents, subject to legal review by the County Attorney. ISSUES: County Board approval is required for award of construction contracts exceeding $2,000. There are no known outstanding issues at the date of this report. SUMMARY: This is a Neighborhood Conservation Program project submitted by the Aurora Highlands Civic Association. It was approved by the Neighborhood Conservation Advisory Committee at the ecember 10, 2015, funding round and approved by the County Board on February 23, This plan received the support of the Aurora Highlands Civic Association through a collaborative community process with staff from Arlington County epartment of Parks and Recreation. The overall project focused on six elements: drainage, invasive species removal, circulation and accessibility, playground, tree canopy and site furnishings. All the elements except the invasive species removal are part of this project. BACKGROUN: As part of the Fall 2014 Neighborhood Conservation funding round, the Aurora Highlands Civic Association requested a Parks improvement project within Nelly Custis Park. The 0.8 acre park is heavily used by County-wide residents for active recreation as well as casual use space. The park includes a play space designed for ages 5-12 in addition to nonstructured casual space. Park staff worked with the community to design park improvements to complement the existing park amenities. County Manager: ##### County Attorney: ***** 29. 2 ISCUSSION: The Office of the Purchasing Agent received three (3) bids on August 21, 2018, in response to Invitation to Bid ITB: BIER BI Crown Construction Service, Inc. $634, Pivot Construction $689, Bennett Group $736, After negotiations with Crown Construction Service, Inc, who was the low bidder, a revised bid was received by the Purchasing Agent on August 24, 2018, in the amount of $4, Crown Construction Service, Inc. was found to be a responsible contractor. It is therefore recommended that the contract be awarded to Crown Construction Service, Inc. PUBLIC ENGAGEMENT: The project went through the Neighborhood Conservation (NC) Program process and obtained the approval needed to become a qualified NC Project. The final design portion of the public engagement process was a collaborative effort that involved the Civic Association and a separate neighborhood working group that was formed in Several working group meetings were held to prepare a refined concept plan and develop the final design. The focus was on the six elements of the approved scope, with flexibility to make modifications within an element. The play equipment did get tweaked to replace the outdated play equipment that did not meet current standards. The working group also helped select materials, play equipment, site furnishings and landscaping. The final design was presented and approved by the Aurora Highlands Civic Association on November 15, FISCAL IMPACT: The construction contract authorization amount is within the Neighborhood Conservation Program budget. The overall project budget for the park improvements in Nelly Custis Park totals $798,222, which includes design, soft costs and construction. Funding is available from the Neighborhood Conservation Bond ( N4.C14.) - 2 -
