Meeting Minutes Reliability Metrics Working Group May 18, 2010 8 a.m. 5 p.m. May 19, 2010 8 a.m. 1 p.m. Xcel Energy 414 Nicollet Mall Minneapolis, Minnesota 55401 Convene Chair Herbert Schrayshuen convened the Reliability Metrics Working Group (RMWG) face-toface meeting on May 18, 2010 at 8 AM at Xcel Energy building in Minneapolis, MN, in conjunction, a conference call was set up for the remote participants. Meeting Agenda The meeting agenda can be found in Appendix A. Members present in addition to the Chair were Vice Chair William Adams, Scott Benner, Heide Caswell, Curtis Crews, Donald Davies, Laura Elsenpeter, Nicholas Ingman, Eddy Lim, Gregory Pieper, Jeff Mitchell, Jerry Rust, Jeffrey Schaller, John Simpson, and Joel Wise. Also present from NERC were Mark Lauby, Jessica Bian, and Rhaiza Villafranca. Observers present were Kurt Weisman, Angeli Thompson, and Ryan Stewart. Members on the phone were Ed Pfeiffer, John Johnson, Howard Tarler, Chad Thompson and David McRee. NERC Antitrust Compliance Guidelines Rhaiza Villafranca, NERC staff, directed the participants attention to the NERC Antitrust Compliance Guidelines, included as a part of agenda package. Action Items Chair called in the action items from previous meeting, located in Appendix A. All action items were completed. Meeting Minutes RMWG approved the April 21 st conference call meeting minutes. 1

Liaison Reliability Coordinator Working Group (RCWG) Joel Wise represented the RMWG in a recent RCWG meeting to introduce a list of nine proposed metrics. A brief survey prepared by Team 3 was also distributed to the RCWG on the pilot questions regarding the number and the range of busses on ALR1-5 System Voltage Performance metric. Transmission Availability Data System Working Group (TADSWG) TADSWG and RMWG held a joint conference call on April 16, 2010. RMWG appreciated TADSWG s questions and comments. All suggestions proposed by the TADSWG have been incorporated in the RMWG s latest version of the report, including consistent definitions between metrics and TADS definitions and 2008 trend updates. Canada Electricity Association (CEA) Jeff Schaller extended invitation to the RMWG members on CEA s upcoming monthly meetings. Information details can be found on the Action Items list (No. 11) located below. Resources Subcommittee (RS) Jerry Rust provided an update of the Resources Subcommittee s activities. The RS has been focusing to address and further understand frequency response related data and analysis results. Transmission Forum There are no updates from the Forum. Annual Report Comments Bill Adams, Vice Chair, also Lead of the Report Team, provided an update on the RMWG first report 2010 Annual Report on Bulk Power System Reliability Metrics. The report was initially drafted and presented to OC and PC in March 2010. A total of eight sets of comments were received, which were already addressed in the latest version. Several RMWG members proposed to add metric value proposition to the executive summary. Jerry Rust volunteered to draft the language. Metrics Updates Team 1 Jerry Rust led the discussion on the following metrics. As a result, the RMWG endorsed Team 1 s recommendations: ALR1-5, ALR1-12, ALR2-3 recommended as 2010 metrics ALR1-1 Generator Reactive Limit considered but not advanced Team 2 Jeff Mitchell led the review of draft responses directed to ALR3-5 Data Request. RMWG also endorsed the Team 2 s recommendation on the following metric proposals: 2

ALR6-11 Automatic AC Transmission Outages Initiated by Failed Protection System Equipment ALR6-12 Automatic AC Transmission Outages Initiated by Human Errors ALR6-13 Automatic AC Transmission Outages Failed AC Substation Equipment ALR6-14 Automatic AC Transmission Outages Initiated by Failed AC Circuit Equipment ALR6-15 Element Availability Percentage ALR6-16 Transmission System Unavailability due to Automatic Outages In addition, ALR4-1 is reverted back to its original definition since the new ALR6-11 replaces the interim TADS data related ALR4-1. Team 3 John Simpson led the discussion on ALR6-20 Frequency of Transmission Delivery Interruptions. Team 3 plans to provide responses to the questions received from TADSWG. Team 3 also reviewed the two metrics proposed by G&T Reliability Planning Models Task Force (G&TRPMTF). These metrics will undergo a SMART rating and discussion for consideration when more detailed information is available from the Task Force. ALR 6-1 The pilot data from each region is due on August 15, 2010. Team 4 Risk Assessment Tool Heide Caswell presented a summary of risk assessment approach developed by Team 4. Many factors and industry practice have been considered and their applicability has been discussed. Team 4 prepared a draft paper Integrated Bulk Power System Risk Assessment Concepts, and will be distributing it for RMWG to provide comments. The OC/PC will receive the draft and provide feedback at their next meetings in June. Bulk Power System Resilience Angela Tompkins from DOE s Argonne National Laboratory presented Argonne s efforts in creating a metric based on the resiliency definition and ALR characteristics. The presentation can be viewed at Energy_Sector_Metrics_Presentation. Adjourn and Reconvene The meeting was adjourned at 5:00 p.m. Tuesday May 18 and reconvened at 8:00 a.m. Wednesday May 19. Next day activities: June OC/PC presentation Jerry Rust will represent RMWG in the upcoming PC/OC in Vancouver, in preparation; RMWG reviewed and updated the slides for the event and made additional changes based on the group s input. 3

2010 RMWG Annual Report Vice Chair Bill Adams went over the red lined version of the report with additional statements on the value of the metrics and how the evaluation of these metrics benefits the industry. RMWG Three Year Work Plan RMWG revised the Three Year Work Plan to show 2010 to 2011 milestones. The revised version is published in the RMWG website at http://www.nerc.com/filez/rmwg.html, RMWG suggested removing this section, in replacement by a web link.
