3 Preface The North American Electric Reliability Corporation (NERC) is a not-for-profit international regulatory authority whose mission is to assure the reliability of the bulk power system (BPS) in North America. NERC develops and enforces Reliability Standards; annually assesses seasonal and long term reliability; monitors the BPS through system awareness; and educates, trains, and certifies industry personnel. NERC s area of responsibility spans the continental United States, Canada, and the northern portion of Baja California in Mexico. NERC is the electric reliability organization (ERO) for North America, subject to oversight by the Federal Energy Regulatory Commission (FERC) and governmental authorities in Canada. NERC s jurisdiction includes users, owners, and operators of the BPS, which serves more than 334 million people. The North American BPS is divided into several assessment areas within the eight Regional Entity (RE) boundaries, as shown in the map and corresponding table below. The Regional boundaries in this map are approximate. The highlighted area between SPP and SERC denotes overlap as some load-serving entities participate in one Region while associated transmission owners/operators participate in another. 4 Chapter 1 Reporting Obligations Entities Obligated to Report Misoperations All entities that are registered with NERC for the following functions are obligated to report misoperations every quarter: Transmission Owners (TOs), Generator Owners (GOs), and Distribution Providers (DPs). 1
5 Chapter 2 Reporting Misoperations and Protection System Operations Using the Submission Site Submission Navigate to the Misoperation Data Submission Form site ( ): Fill out the required fields, starting with the Type NCR Number. As a user starts typing in an NERC Compliance Registry (NCR) number, a list will automatically start populating with all entities that match the characters typed in the field. Those characters don t have to be at the beginning of the NCR (e.g., typing in 401 will return NCR11401). Once the entity has been chosen, the Lead Region field will be populated with all Regions for which the entity is registered as a TO, DP, or GO. Questions regarding whether there are protection system operations and/or misoperations for each Region will also appear. These must be filled out before the record can be submitted. Clicking on submit will complete the process of submission. 2
6 Note the following: Chapter 2 Reporting Misoperations and Protection System Operations Users cannot choose a future quarter or year. The key code is sent to registered entities through an alternative path (e.g., ) and should be entered into the field exactly. A misoperations file must be uploaded if yes is answered for any Region for either question, Do you have [misoperations/protection system operations] to report for the following Regions? The misoperations file must be an.xlsx file and use the NERC-approved format. Resubmittal If you are resubmitting data, select the Resubmittal Only button. This will prevent questions regarding whether there are misoperations or protection system operations to report from appearing. A resubmittal enables record updates. Apply the updates to the appropriate misoperation ID. 3
7 Chapter 3 Notifications Submission Confirmation Once a record has submitted, an notification will be sent to the following: The address supplied on the submission form All contacts associated to the submitting NCR who are subscribed to receiving MIDAS notifications. Please contact your Regional representative to subscribe or unsubscribe from receiving notifications. Records Processed A submission is processed when it is received, which entails validating all entries in the spreadsheet and then writing them to the database. Users will receive notification that the submission has been processed with one of the following statuses: Processed Successfully This status indicates that all records in the spreadsheet were processed. Processed with Some Failed Records This status indicates that some records were processed and some were not. For records that were not processed successfully, a file for each record type (PS operation and misoperations) is created that describes the error encountered during processing. These files are attached to the . Reminder s If a qualified entity does not report for a particular quarter, reminders will be sent out periodically. 4
