Where are we with C-ITS today? Joint CIMEC/CODECS City Pool workshop Barcelona, 14 November 2016

C-ITS - background Substantial effort to develop and deploy C-ITS 200+ million of EU money on projects National-funded projects Multi-stakeholder fora to ensure coordinated approach and resolve outstanding issues - EC C-ITS Deployment Platform - Amsterdam Group - Etc Multi-national agreements to deploy C-ITS Austrian-German-Dutch MoU 18 November 2016 2

C-ITS definition Co-operative Intelligent transport systems (C-ITS) are transport systems where the co-operation between two or more ITS sub-systems (Personal, Vehicle, Roadside and Central) enables and provides an ITS service that has a better quality and enhanced service level compared to the same ITS service provided by only one of the ITS sub-systems. CIMEC defini on Cooperative ITS are Intelligent Transport Systems (ITS) where ITS stations (vehicles, roadside equipment, traffic control centres and nomadic devices) communicate and share information using a standardized communication architecture (the ITS Station Reference Architecture), to provide road users with better road safety, traffic efficiency, comfort, improved mobility and sustainability. Source: Guide about technologies for future C-ITS service scenarios, 18/03/2015, Ertico-ITS Europe 18 November 2016 3

What s new about C-ITS? Standardised platform for communication between vehicles, vehicle to infrastructure and potentially infrastructure to infrastructure Standards adopted by all vehicle manufacturers and system suppliers Which standards? Standardised message sets New standardised short-range communication technology ITS G5, to complement existing long-range cellular comms (3G, 4G & 5G) & other communication means (radio, satellite) Why is this relevant to cities and regions? Offers direct communication to/from all equipped vehicles (not just cars) for traffic management and information purposes C-ITS applications may offer a more (cost) effective way of delivering certain traffic management functions than ITS does today, eg, traffic data to support adaptive traffic management 18 November 2016 4

What s new about C-ITS? C-ITS standardised message sets CAM / Cooperative Awareness Message: a message ( I am here ) sent by a vehicle one to ten times per second with data on vehicles position, direction, speed etc. DENM / Distributed Environmental Notification Message: warning message (eg, slippery road, crash) sent with high priority to a vehicle based on information from the vehicle or the infrastructure SPaT / Signal Phase & Timing: information to the vehicle on traffic light state and future changes MAP: describes the physical geometry of an intersection IVI / In-vehicle information: presentation of physical road sign information in-side the vehicle 18 November 2016 5

What s new about C-ITS? ITS G5 Reserved WiFi spectrum for safety applications and other C-ITS services Short-range : 300-500m (up to 1000m) depending on environment Spectrum not (currently) owned by any market player = free of charge communications......but requires a road-side unit Low latency of data transfer = critical for safety applications (eg, emergency braking) but less relevant for urban applications traffic efficiency oriented 18 November 2016 6

C-ITS status today deployment initiatives Pilot regions Connecting regions via corridors Connecting corridors to form a network Including recently started pilots all TEN-T corridors are involved 26/10/2016 10

Cities requirements How will C-ITS help me deliver my policies? Why is a C-ITS solution better than the ITS I have already? How much will it cost to install, operate and maintain? how can C-ITS build on existing investments? When will C-ITS be on the market? who is liable if technology failure leads to an accident? Most day one use cases are driver-centric and relevant for highways 18 November 2016 11

Cities requirements 1. 2. 3. 4. 5. 6. Start from the problem rather than the technology Understand the benefits/business case Facilitate procurement Enable integration Address organisational issues User response 18 November 2016 12

Cities requirements 1. 2. Start from the problem rather than the technology Understand the benefits/business case 3. 4. 5. 6. In societal terms how it contributes to policy goals: modal shift, VRU safety, long-term emissions reduction, network efficiency (rather than traffic efficiency), liveable cities, etc In financial terms - cost and performance over existing ITS (and non-its measures) Facilitate procurement Enable integration Address organisational issues User response 18 November 2016 13

Workshop aims & composition Improve understanding of C-ITS among urban transport practitioners Foster discussion on where C-ITS could play a useful role in C-ITS Provide practical insight to the opportunities and challenges of deploying C-ITS in cities Explain what cities need to know if they do decide to deploy C-ITS Sector Country 18 November 2016 14
