1 Intrductin Unmetered market lads in the Natinal Electricity Market (NEM) are classified as either, cntrlled r ther unmetered market lads. The difference is that cntrlled unmetered market lads have cntrl equipment that regulates the device lad t a single value, e.g. street lights, whereas the ther unmetered market lads have variable device lad levels and variable perating cycles. Annual energy cnsumptins must be determined fr ther unmetered market lads, e.g. traffic lights. The NEM lad table cnsists f device lad values r annual energy cnsumptins fr devices that have been classified as market lads, as agreed between a Minister and AEMO, and can be used with unmetered market cnnectin pints within the NEM. These device lad values are used in the algrithm that prduces calculated metering data fr unmetered market lads. 2 Purpse The purpse f this Guideline is t prvide industry with assistance in determining the device lad r annual energy cnsumptin f an unmetered device t supprt prpsals t mdify the NEM lad table. This Guideline hwever, des nt limit the applicatin f alternative methds t determine device lad r annual energy cnsumptin fr unmetered market lads. Any such prpsal will be assessed by AEMO n a case by case basis. 3 Applicatin This Unmetered Market Lad Guideline applies t NEM Registered Participants, Intending Participants and interested parties cncerned with the determinatin f device lad r annual energy cnsumptin fr the purpse f including unmetered market lads in the NEM lad table. It shuld be nted that, while unmetered market lad devices (i.e. type 7 lads) appear in the NEM lad table, the unmetered lads that are nt included in the NEM lad table are the subject f arrangements determined thrugh cnsultatin between LNSPs, FRMPs, interested parties and end-use custmers. The inclusin f an unmetered device lad in the NEM lad table is an agreement by industry t use that unmetered device lad value when calculating metering data fr the unmetered device. Publicatin f the unmetered device lad value in the NEM lad table is nt an apprval t use the unmetered device and des nt replace any bligatin fr an interested party, prpsing t add an unmetered device t the NEM lad table, t btain apprpriate apprvals related t perfrmance acceptance and acceptance f use fr the unmetered device frm Apprval Authrities. AEMO will infrm the applicant if it is determined that the device submitted fr inclusin in the NEM lad table: Des nt meet the criteria fr a categry f unmetered lad which has been agreed between a Minister and AEMO fr use within the NEM; r Des nt meet the criteria fr an unmetered market lad in accrdance with Table S7.2.3.1, Item 5 f the Rules. The applicant may make a further submissin t have a device included in the NEM lad table if the criteria abve are subsequently met. A unique descriptin f the unmetered device detailing hw the unmetered device (and, if applicable, any related cntrl equipment) will be marked t ensure unique identificatin. If the unmetered device can have multiple electrical cnfiguratins r parameter settings, a descriptin f the marking and the frm f the marking that will uniquely identify the cnfiguratin r setting. 2. The nature f the device lad r annual energy cnsumptin measurement tests. 3. The device lad r annual energy cnsumptin f the unmetered lad must be related t the nrmal and stabilised perating cnditins fr the unmetered device and include the lad r energy cnsumptin f the cntrl equipment. (See Sectins 10 and 11 fr further lad value and cntrl equipment requirements). 4. Evidence that the cntrlled unmetered market lad is predictable r evidence f the lad cycle fr ther unmetered market lads must be submitted with the prpsal t include r mdify the unmetered market lad in the NEM lad table. 5. Fr ther unmetered market lad devices evidence must be submitted detailing the apprach used t determine: The actual r theretical perating mdel frm which the device perating cycle is derived; The typical perating cycle used upn which the single perating cycle energy cnsumptin is based and The typical number f perating cycles expected in an annual perid. 6. Evidence must be submitted, with the prpsal t include r mdify the unmetered market lad in the NEM lad table, that demnstrates that the cntrlled unmetered market lad device prpsed lad r the prpsed annual energy cnsumptin fr ther unmetered market lads is a statistically relevant figure which can be used as the basis fr calculating the energy cnsumptin f the unmetered device. Unmetered device lad test results that demnstrate statistical rigur, fr unmetered devices that are t be added t the NEM lad table, are t be based n device sample sizes where a 95% assurance (cnfidence level) that the mean device lad r annual Draft v1.0 Nvember 2013 Page 6 f 9

energy cnsumptin value f the sample is within +/- 2% (precisin) f the true mean lad r annual energy cnsumptin value fr the device can be established. Unmetered device lad test results based n a test sample size f up t 10 devices will be acceptable. The device lad test sample size culd be less than 10 if the prpnent can prvide reprts r ther evidence, frm manufacturers etc., t substantiate the use f smaller sample sizes t supprt the cnfidence level and precisin stated abve. 7. Frmal acceptance t use the unmetered device frm at least ne LNSP. 8. Frmal cnfirmatin supprting the installatin f the unmetered device (e.g. a letter frm the entity prpsing t use the unmetered device). 9. Evidence that the prpsed device lad r annual energy cnsumptin fr the unmetered device was btained frm the tests cnducted by the testing entity. 10. Test measurements must be cnducted by a NATA accredited labratry r an verseas equivalent. A test reprt frm a test labratry that is accredited with an rganisatin that is a signatry t the ILAC Mutual Recgnitin Agreement is cnsidered by AEMO t be equivalent t a test reprt frm a NATA accredited labratry. 11. Test reprt results submitted t supprt the prpsal t add r mdify a NEM lad table device type must include the fllwing: Brief details f the test apparatus. Test date Test measurement accuracy. List relevant Australian Standards r Internatinal Standards against which the test measurements and test methdlgy were undertaken. Brief descriptin f the device cnditining t prvide cnfidence that the tests reflect nrmal and stabilised perating cnditins fr the unmetered device. Evidence that test sample size represents a statistically relevant sample under a relevant sampling standard. Test measurement parameters fr street lighting must include: Test results are t be measured at a supply vltage f 250 V. Lamp cnditining (nt LED) a minimum f 100 hurs peratin at 250 V t cnditin lamps. Lamps are allwed t cl dwn fr at least 24 hurs befre cmmencement f lad testing. Input vltage measured after a cntinuus 2 hur perid f peratin. Running current measured after a cntinuus 2 hur perid f peratin. Pwer factr measured at the same pint in time as the running current. Lad (watts) measured after a cntinuus 2 hur perid f peratin. LED luminaires must be stabilized in accrdance with IES LM-79 befre input vltage, running current, pwer factr and lad (watts) measurements are taken. Draft v1.0 Nvember 2013 Page 7 f 9

8 Determinatin f a single device lad value fr cntrlled unmetered lads Cntrlled unmetered market lads have cntrl equipment that switches the unmetered device n and ff in accrdance with an n/ff table. This frm f cntrl regulates the device lad t a single value that is btained frm test reprt infrmatin described in Sectin 7 abve. The lad fr each device type must be the wattage fr the device and assciated cntrl equipment. This test reprt value fr device lad wuld be submitted with the prpsal t include r mdify a cntrlled unmetered market lad in the NEM lad table. 9 Determinatin f annual energy cnsumptin fr ther unmetered lads As ther unmetered market lads d nt have either a single device lad value r an accurately defined switching arrangement, the NEM metrlgy prcedure requires that the annual energy cnsumptin is determined fr these devices 1. It is this annual energy cnsumptin, expressed in Watt.hurs, fr an unmetered device and its assciated cntrl equipment that appears in the NEM lad table. This annual energy cnsumptin value is then cnverted int a single calculated device wattage value via the algrithm detailed in clause 14.2.4(a)(ii) f the NEM metrlgy prcedure: Part B. The fllwing prcess is used t determine the annual energy cnsumptin and is based n the principle that the energy prfile f an unmetered lad is predicable 2 ver a 12 mnth cycle. 1. Determine the energy cnsumptin f a device and its cntrl equipment ver a single perating cycle. 2. Determine the number f perating cycles ver a 12 mnth perid. 3. Calculate the prduct f energy cnsumptin per cycle and the number f cycles perfrmed ver a year t determine the annual energy cnsumptin fr the device and its cntrl equipment. This determined annual energy cnsumptin value fr the unmetered device and its cntrl equipment wuld be submitted with the prpsal t include r mdify the ther unmetered market lad in the NEM lad table. 10 Lad value Custmer billing and NEM settlement prcesses fr unmetered market lads are based n calculated metering data values fr 30 minute trading intervals where: Energy cnsumed = (Device wattage) x (Number f Devices) x (Perid lad is switched n)/2 If the device wattage r energy cnsumptin can be changed thrugh the applicatin f different electrical cnfiguratins r parameter settings, the actual energy cnsumed by the unmetered devices may differ greatly frm the calculated energy cnsumptin fr the devices based n the device lad r annual energy cnsumptin values that have been established in the NEM lad table fr defined electrical cnfiguratin r parameter settings. The impact n calculated metering data will therefre cmprmise custmer billing and NEM settlement prcesses. The NEM lad table values fr unmetered device lad and annual energy cnsumptin are fr the electrical cnfiguratins and setting parameters defined in the initial applicatin t AEMO and as identified n the unmetered device. Anther submissin t AEMO must be made t establish a different NEM lad table entry if any changes t the unmetered device electrical cnfiguratins r parameter settings are prpsed. 1 Clause 14.2.4(a)(ii) f the NEM Metrlgy Prcedure: Part B 2 A cnditin f a lad being declared as unmetered is that the lad pattern f an unmetered lad is predictable Table S7.2.3 Item 5 f the Rules. 11 Cntrl equipment A cnditin fr including an unmetered device in the NEM lad table is that the device is t be used exactly as it has been tested, i.e. the lad test is t measure the cmbined device and cntrl equipment lad. Where cntrl equipment has nt been included in the lad test measurement, a clear statement indicating that device lad tests were undertaken withut cntrl equipment and separate lad test measurements fr the cntrl equipment (cnducted by a NATA accredited labratry r an verseas equivalent) must be prvided. This lad value fr the cntrl equipment will be applied t the NEM lad table entry fr the unmetered device. 12 Sampling IES LM-79 is a methdlgy fr the electrical and phtmetric measurement f slid-state lighting (SSL) prducts (i.e. LED prducts). The Annex t IES LM-79 explains hw the measurement f SSL prducts differ frm the measurement f traditinal lamps and luminaires and that traditinal test methds and the measurement f ne sample is insufficient fr SSL prducts. Therefre apprpriate sampling and averaging f results is required fr SSL prducts. Based n the backgrund infrmatin prvided in IES LM-79, AEMO requires lad test results that demnstrate statistical rigur are prvided fr LED street lighting devices that are t be added t the NEM Lad Table. Lad test results shuld be based n device sample sizes where we can be 95% sure (cnfidence level) that the mean lad value f the sample is within +/- 2% (precisin) f the true mean lad value fr the device ppulatin. Sample size calculatin, detailed belw, is determined in accrdance with the Internatinal Perfrmance Measurement and Verificatin Prtcl cmpiled by the Efficiency Valuatin Organisatin. Where n Sample size. z Standard nrmal distributin value at a specific cnfidence level (i.e. 1.96 fr 95% cnfidence level). e Desired level f precisin (i.e. 0.02 r 2%). cv Cefficient f variance, defined as the standard deviatin f the readings divided by the mean. If n readings are available, the cv can be estimated initially as 0.5. AEMO will accept lad test results based n a test sample size f up t 10 devices. The lad test sample size culd be less than 10 if the prpnent can prvide reprts r ther evidence frm manufacturers etc. t substantiate the use f smaller sample sizes t supprt the required cnfidence level and precisin stated abve.
