Child Protection Manager - Pacific Timor-Leste (PTL) Location: [Asia & Pacific] [Papua New Guinea] Category: Child Development PURPOSE OF POSITION: The Pacific Timor Leste (PTL) Child Protection Manager will be responsible for providing quality leadership and management to PTLs child protection programs across the region. This will ensure the effective and efficient implementation of all child protection projects and promotion of ending violence against children. The child protection project will operates in four countries, Papua New Guinea, Timor-Leste, Solomon Islands and Vanuatu. The Child Protection Manager will also coordinate with in-country child protection point people and child protection project coordinators to strengthen and promote rigorous internal organisational mechanisms and provide capacity building and increased knowledge to World Vision staff and partner organisations to ensure children are protected. The Child Protection Manager will ensure that the project (and any new projects) are managed appropriately and support the integration of child protection into other sector programs. The position will lead a child protection project team consisting of project coordinators in four countries, as well as represent PTL as its sub-regional Child Protection Advisor (up to 25%). The purpose of the position is defined as follows: Project management: oversee and support WVPTLs Child Protection projects through the design, implementation, monitoring and evaluation stages. Capacity building and support: i) ensure WV staff and partners are aware of their roles and responsibilities in implementing and following the organisations child protection policy, ii) ensure child protection policies and reporting mechanisms for children, staff and community members are in place, and communicated in child-friendly way across the PTL region. Strategic planning and alignment: Develop WVPTLs Child Protection Strategy, including the development of new training, tools and approaches to enhance quality in the delivery of the model. Networking: with the intent of building strategic alliances for greater impact. Team and Staff Management: manage the project team for effective implementation Page 1/5

KEY RESPONSIBILITIES: Project Management: Ensure that the WVPTLs Child Protection project comply with World Vision and Australian Government, DFAT standards. Within the Child Protection projects, ensure the implementation of activities as per the design, Detailed Implementation Plans (DIPs), and budgets, including but not limited to. Leading and internal child protection risk assessment of World Vision (WV) in Papua New Guinea, Solomon Islands, Timor-Leste and Vanuatu. Develop/Contextualise training for WV staff and key partners on child protection including policies and Travel to countries within PTL to lead training events in all Area Programs. Ensure child protection policies and reporting mechanisms for children, staff and community members are in place, and communicated in child Pilot activities developed to address child protection within existing WV projects. Support the teams to develop revised annual Detailed Implementation Plans and budgets according to annual over / under spending. Support all projects to integrate child protection within their approach and the pilot of complimentary child protection activities and undertaking shared learning activities. Track child protection project budget expenditure to ensure spending is according to resources Lead the child protection projects to develop, consolidate and submit quality (semi) annual reports and ensure high quality, timeliness and fulfilment of WV and/or donors requirements. Pay frequent visits to project sites and target communities to monitor progress, support staff, resolve issues, and meet partners (including community people). Assist the Program Quality team in the implementation of high quality project / program baselines related to child protection issues. Assist the PQ team to monitor and evaluate child protection projects in order to provide a solid base of evidence for the methodology Ensure high standards of stewardship and accountability for all resources. Work with the Area Program Finance Officer, Administration Officer and other departments to build a strong internal control environment,

ensuring compliance with WV financial policies and procedures and promoting a culture of transparency and accountability. Review and approve expenditures according to assigned levels of authority. Team and Staff Management: Provide effective supervision to the Child Protection Project Coordinators and support and mentor them in their work. Participate in the recruitment of staff within Child Protection Projects. Support the professional and personal development of the Child Protection team members through on the job coaching and via providing external or on-line training opportunities. Hold regular project meetings for updating and planning by the team. Ensure all team members have set annual objectives and review them twice a year. Capacity Building and Technical Support: Provide child protection training and simulation exercises to all WV staff and key partners to understand basics of child protection, organisational policy and internal reporting systems, and external referral systems for child support. Ensure WV staff and partners are aware of their roles and responsibilities in implementing and following the organisations child protection policy. Ensure child protection policies and reporting mechanisms for children, staff and community members are in place, and communicated in child-friendly way across the PTL region. Support the capacity of child protection point people across the PTL National Office. Strategic Planning and Alignment: Lead the development/refinement of the WVPTL Child Protection policies and reporting mechanisms to ensure appropriate for the context and communicated in child-friendly way. Together with the Program Quality & Operations department, develop a theory of change for Child Protection programming that ensures projects are contributing to WVs Child Well-being Targets.

Support the development of high quality project / program concepts, proposals and designs related to child protection issues, with support from Country Office GAM and PQ teams. Representation and Networking: Ensure that WV PTL is represented at Regional or Global World Vision forums pertaining to Child Protection related issues (including WVs It takes a world Ending Violence Against Children campaign). Represent WV at donor meetings, joint agency assessments, regional events and task forces, developing and maintaining good relationships by sharing regular project updates. Build and maintain good relationships between WVPTL and key implementation partners such as the churches, Government Ministries, and support services (Local Child Protection safe houses, Police, etc.) ensuring that are actively involved in project implementation. KNOWLEDGE, SKILLS AND ABILITIES: Bachelors degree in development, social science, child protection, or management. Masters degree in child protection related area preferred. 3 to 5 Years experience in Child Protection Programming. Experience in developing and delivering training for a variety of stakeholders. Experience participating in program assessment, design, implementation, monitoring and evaluation processes. Experience in project report writing. Experience in managing projects across multiple countries at one time. Child Protection, System Approach An overview and in depth knowledge of psychosocial, child abuse and neglect issues. Advocacy on the Rights of the Child including the UN Convention of the Rights of the Child (both in national and community level).
