1 Request for Expression of Interest Consultant - Project Coordinator Project: I-CARE Global Imperative Indicator Unidentified Victims Portrayed on Child Abuse Images Organisational Background ECPAT International is a global network of organisations and individuals working together for the elimination of child prostitution, child pornography and the trafficking of children for sexual purposes. It seeks to encourage the world community to ensure that children everywhere enjoy their fundamental rights free and secure from all forms of commercial sexual exploitation. The ECPAT network currently has 90 member organizations in 77 countries in Africa, Americas, Europe, Asia, and the Pacific. All of these members are independent organisations or coalitions working against the commercial sexual exploitation of children. The ECPAT Secretariat coordinates the global work of ECPAT International and is based in Bangkok, Thailand. The Secretariat designs programmes, advocacy and strategies to facilitate a range of network initiatives to make the greatest impact on combating Commercial Sexual Exploitation of Children (CSEC). Project Background The Internet has faced an explosion in the availability of Child Sexual Abuse Material in recent years. The quantity of material seized and the subsequent need to identify the children depicted creates challenges. Victim Identification Specialists need tools to help them be more efficient and this resulted in two main developments in public and private partnerships: Commercial triage and sorting tools, and International Child Sexual Exploitation Database ICSE housed at INTERPOL ECPAT is a co-implementer with INTERPOL in an EU-funded project called I-CARE. ECPAT is responsible for producing metrics on unidentified victims portrayed on the child sexual abuse materials uploaded to the International Child Sexual Exploitation (ICSE) Database housed at INTERPOL. This set of metrics is called Global Imperative Indicator (GII). This will be achieved using data stored in the ICSE INTERPOL database, which will then be processed, analysed, published under the format of two advocacy reports and disseminated at regional and global advocacy events. Child sexual abuse is a difficult subject to understand. In some societies it is completely ignored as a phenomenon while in others it is openly discussed in public. These difficulties transfer onto Child Sexual Abuse Material. Hence, producing accurate metrics on unidentified victims portrayed on CSAM will provide evidence to advocate for State to allocate the needed resources to address the situation, guide decision-making 1 P a g e

2 processes related to legislation/law enforcement, policy and programmes, raise public awareness and both monitor and measure progress in the field of victim identification. The consultant acting as the I-Care Project Coordinator position will be based in ECPAT Secretariat, Bangkok, Thailand. ECPAT International s history is rooted in advocacy strategies to combat child sexual abuse materials with extensive work over the years to put this issue on the global agenda. ECPAT s Programme Combating Sexual Exploitation of Children Online (SECO programme) promotes a multi-stakeholder approach through working closely with civil society organizations, law enforcement, government and inter-governmental entities and the private sector, in addressing this issue at all levels. One main objective of the SECO programme is to advocate for law enforcement agencies in all countries to be provided with better capacities to identify victims, with the training and technology to enable effective action against the production and distribution of online child sexual abuse materials and other forms of sexual exploitation perpetrated against children through the misuse of technologies added to the support to victims, appropriate care and rehabilitation services. Consultancy purpose The consultant acting as the I-Care Project Coordinator will lead the overall implementation of the component of the I-Care Project co-implemented with INTERPOL and will carry out the activities as per the terms detailed in the approved EU work package, corresponding approved work plan and budget. The main tasks and responsibilities are detailed below. Tasks and Responsibilities Project management - Manage the project and apply all administrative and project management EU standards as indicated by the INTERPOL and as stipulated in the Grant Agreement; - Oversee and manage the budget as per the EU rules; - Ensure the deliverables are achieved based on agreed work plans and timelines; - Ensure alignment of the content with the SECO programme strategy directions. Act as contact person with INTERPOL Liaise with INTERPOL (Head of Consortium) in order to: - Use the project management system called PWD; - Share information on the project, progress reports, and deliverables; - Share financial reports, copies of invoices and other supporting documents as per EU rules; - Seek approval for request for modifications (activities, budget); - Seek approval of INTERPOL when needed. Implement research activities - Lead the process of collecting and analyzing the data with the researcher; 2 P a g e

3 - Liaise with the Technical Committee on the GII set up to assess on the methodology used and to validate the findings; - Oversee the production, editing, translation, publication and dissemination of the annual advocacy reports and its summaries; - Represent ECPAT at meetings scheduled on the work plan with INTERPOL counterparts and with the researcher at INTERPOL facilities and where decided. Deliver the advocacy outputs - Organise, in coordination with INTERPOL counterpart, media events; - Organise a series of advocacy events in the European region; - Organise a series of advocacy events beyond Europe and with regional intergovernmental organisations; - Organise a series of advocacy events towards global entities; - Represent ECPAT International at those advocacy events. Act as a supervisor with other consultants hired under the project - Liaise with the researcher and any other consultant, hired under this project and when appropriate, with external stakeholders such as private sector partners (specifically from the IT sector), governments, intergovernmental bodies, international organizations, law enforcement agencies, and (I)NGOs. - Supervise the researcher hired under this project in line with the approved work plan indicating deadlines and deliverables due to be produced; - Organise face-to-face meetings at ECPAT facilities with the researcher as per the work plan. Liaise with the Technical Committee - In close collaboration with INTERPOL, liaise with the established Technical Committee; - Maintain contact and close communication with members of the Technical Committee especially its Chair; - Liaise with the members to collect their input and feedback on the draft reports as detailed in the TOR of the Technical Committee; - In close collaboration with INTERPOL, organize and attend in representation of ECPAT face-to-face meetings of the Technical Committee; - Attend any other matter linked to the operation of the Technical Committee. Profile Qualifications - Advanced university degree in education, social science, international development, or related area; 3 P a g e

4 - Minimum of 5 years progressively responsible and relevant professional experience working in the field of project management; - Minimum of 5 years progressively responsible and relevant professional experience working in the field advocacy at the national and/or regional and international level (preferably); - Relevant experience in the field of international development, human rights, and non-governmental organizations; - Demonstrated thematic knowledge of child rights and preferably of sexual exploitation of children online; - Demonstrated public speaking experience at advocacy and capacity-building events; - Experience in overseeing the production and publications of written deliverables (reports, papers, books, etc.); - Solid understanding of research processes and associated challenges; - Excellent English language skills. - Experience with EU grants is a plus Competencies Desirable: - Demonstrated commitment to ECPAT s vision, values and principles; - Communication: excellent writing, speaking and presentation skills; - Drive for results; - Ability to adapt and flexibility; - Relating and networking: excellent interpersonal skills, diplomacy, and tact; - Ability to analyze and synthesize large amounts of information; - Excellent organizational skills; - Ability to think creatively, to innovate and to set priorities; - Prior experience of partnering with law enforcement Expected time line ASSIGNMENT - Until December Detailed work plan to be agreed upon with selected candidate in line with the Project Work Plan.
