Turkish Science e-infrastructure - TRUBA TR-Grid initiative was established in 2003 and TR-Grid e- Infrastructure project was supported by TUBITAK funds between 2003-2008. TR-Grid Research e-infrastructure Strengthening project was supported by T.R. Prime Ministry State Planning Organisation (SPO) funds between 2009-2011. TRUBA Strengthening project is supported by Republic of Turkey Ministry of Development funds between 2012-2018 In the context of next phase five year project which was submitted at the start of this year TRUBA e-science Center will be established.

TÜBİTAK ULAKBİM EOSC & TÜBİTAK ULAKBİM What has being done regarding EOSC

EOSC Vision and R&D in Turkey o EOSC will provide 1.7m EU researchers an environment with free, open services for data storage, management, analysis and re-use across disciplines. (Over 120K Turkish Researchers) o EOSC will add value and leverage current and past infrastructure investment. GDP - Gross domestic product GERD - Gross domestic expenditure on R&D

EOSC & TUBITAK ULAKBIM Open Science opens up the entire research enterprise (inner circle) by using a variety of means and digital tools (outer circle) [EC - DG R&I 2016, p. 36] o ULAKBİM is the main agency in Turkey to support: o Open data and data-intensive science with TRUBA, o Pre-print, open access and open annotation via the services provided by CABİM, o Diffusion of open source software. Being a founding member of EGI.eu, ULAKBIM has a commitment to several EOSC actions.

TÜBİTAK ULAKBİM EOSC & TÜBİTAK ULAKBİM What has being done regarding EOSC

LToS and Research Communities ULAKBIM has been providing computing and long term data repository services to the LToS users for over 15 years. By using this expertise ULAKBIM can play a crucial role in service level management (SLAs) and customer relationship management for the LToS community. On the way to EOSC, ULAKBIM will also empower national research communities to perform collaborative compute- /data-intensive science across Europe and worldwide. TRUBA e-science Center which will supported by Ministry of Development and TUBITAK will hopefully support individual researchers, research groups and also national research infrastructures.

What has being done ULAKBİM prepared a platform (Invenio based) in order to fulfill the requirements of open access and open data in science for Turkish research community. Back-end services are ready and front-end web access platform is being developed. ULAKBİM already communicated the capabilities of this platform to the ARDEB and TEYDEB, which are the two exclusive research funding departments in Turkey; both of which operate under TUBITAK. The initial plan is to use the platform in this national context first. A dedicated training event was organized between 26-27 October 2017 for the management of research data

EOSC Related Services Directly Offered by ULAKBIM HPC & HTC resources that are offered by the TRUBA e- Infrastructure. IaaS level cloud services which are already part of EGI Federated Cloud. Long term preservation of LToS data and scientific repositories of major research communities (Meteorology, seismology, HEP, environmental research) are being provided for nearly 15 years. Invenio based data preservation solution with Turkish interface is being developed. Gateway between European e-infrastructures, national SMEs

Policy Makers & Funding Agencies EOSC is not yet a thing and there is still a lack of widespread awareness of the value of data and of incentives for data sharing. It is hard to understand how the whole EOSC puzzle fits, and which piece each actor represents and their connection to other pieces. ULAKBIM provides advice for national policy makers and funding agencies to shape policies and funding programs.

EOSC & Commercial Providers in Turkey Both legal and technical mechanisms are needed to make commercial services available to national and international EOSC users. Various needs from national researchers can be aggregated to understand the complementary commercial services. Complementary commercial services of national commercial providers should be integrated to EOSC catalogue of services, including the appropriate legal agreements. Independent of the commercial provider, access to the EOSC related national services should be provided to the end users. ULAKBIM will be providing complementary services as a national hub.
