8 What do we understand by transnational cooperation? Participation of foreign experts in national projects (with or without funding) Using foreign experts as subcontractors Support cross-border mobility or training of researchers Using project evaluators from other countries Support participants to share via the National Contact Points network But we focused on open national strategies and programmes

11 A bit simplistic but There not much difference between collaborative strategic and noncollaborative strategic frameworks in terms of objectives

12 Main barriers in air transport RDI cooperation Missing dedicated air transport RDI policy The overall basic condition for seamless transnational cooperation in transport RD&I is to have on a national level a dedicated strategic framework. This framework may be correlated or independent from the national RD&I policies National strategic priorities should be complementary or synergistic with EU or global objectives Having a common understanding on what the global and EU air transport RD&I trends are should serve as a benchmark for setting national objectives. This would ensure that "desired" capacity would be build and potentially exported or that missing capacity is identified and compensated through transnational cooperation.

13 Furthermore Some barriers are actually implemented and explicitly disallow transnational cooperation Others are unforeseen consequences of particular aspects of the national programme design.

14 Where do we look for solutions? Is air transport special in terms of transnational cooperation compared to other transport modes? But there are exceptions Aerospace applications in other fields (multidisciplinary aspects) The research community itself

15 Looking at non-eu countries Australia Engages global players and allows funding to researchers from China and India to ensure a future market for the innovative products and services Canada Heavy funding and involvement from private actors in air transportation innovation to improve the safety, efficiency and competitiveness Korea Highly detailed and specific objectives are expected to generate resolutions contributing to the development of detailed plans (e.g. towards successful 2018 Winter Olympic Games.)
