1. Purpse This dcument summarizes the general prcesses assciated with the e-oscar Batch Interface, which is a secure methd f transprting ACDV Request and ACDV Respnse batch files between the Data Furnisher and e-oscar. This summary prvides sufficient insight int the e-oscar Batch Interface capabilities t affrd ptential high vlume users an pprtunity t determine whether the Batch Interface will streamline their prcessing wrklad. Interested Data Furnishers must already be familiar with e-oscar cncepts, including ACDV queues and Wrk in Prgress (WIP) areas. Additinal detailed technical infrmatin beynd this summary requires the executin f a Batch Interface Agreement and payment accrding t the Prject Payment Schedule and Standard Fees sectin utlined within this dcument. 2. Overview Designed fr the Data Furnisher that receives large vlumes f Autmated Cnsumer Dispute Verificatin (ACDV) Requests, the e-oscar Batch Interface is a prduct ffering that prvides the Data Furnisher with the secure receipt f ACDV Request batch files in XML frmat frm e-oscar fr use within the Data Furnisher s internal applicatin. The Data Furnisher may further streamline prcesses thrugh the internal develpment f ACDV Respnses fr secure transprt f XML files t e-oscar via the Batch Interface. Utilizing the e-oscar Batch Interface may allw the Data Furnisher t manage the dispute prcess in their wn applicatin, which culd present efficiencies internally. Depending upn the Data Furnisher s current prcesses, the e-oscar Batch Interface culd prevent the duplicatin f effrt by allwing entries t be made in their wn applicatin and nt have t repeat the prcess again in e- OSCAR. An added advantage f the e-oscar Batch Interface is the strage f daily files up t 30 days. This can be f benefit if there is ever a need t recver files sent r received within the past 30 calendar days. 3. Batch Interface Implementatin Variatins 3.1 New Cnnectin In this scenari, n VPN/SFTP cnnectivity currently exists between e-oscar and the Data Furnisher. A full Batch Interface implementatin prcess, including cnnectivity stages, is necessary. 3.2 Existing Cnnectin In this scenari, the Data Furnisher has an existing, active VPN/SFTP cnnectin t e-oscar and plans t use the same tunnel and SFTP cnfiguratin fr the Batch. The implementatin prcess will be smewhat abbreviated. Page 3 f 9
4. Batch Interface Implementatin Stages In general, implementatin f the Batch Interface ccurs in multiple stages as fllws: Stage 1: Data Furnisher acceptance f the e-oscar Batch Interface Agreement. Stage 2: Data Furnisher receives and pays first invice. Stage 3: Data Furnisher review f all e-oscar Batch Interface peratinal and technical dcumentatin and preparatin f internal prject plan. 5. System Cnsideratins / Requirements 5.1. Data Furnisher Develpment T achieve the benefits f the Batch Interface, the Data Furnisher s develpment effrt will vary depending n the Data Furnisher s internal business and cmpliance requirements. The internal develpment effrt is the respnsibility f the Data Furnisher. Upn receipt f the Data Furnisher s signed Batch Interface Agreement, OLDE will prvide technical specificatins, including the Data Definitins Dcument and ther detailed specificatins. 5.2. Sftware Requirements T transfer files securely, the Batch Interface prcess requires a cmbinatin f Virtual Private Netwrk (VPN) and SFTP (using SSH keys). Each Data Furnisher that uses the Batch Interface must prvide bth prducts t be able t cmmunicate with the e-oscar data center via the Batch Interface. The Data Furnisher s cnfiguratin effrt required fr the Batch Interface will vary, depending if the Data Furnisher has an existing VPN tunnel and SFTP cnnectin with Vendr. The internal cnfiguratin effrt fr the Batch Interface is the respnsibility f the Data Furnisher. 5.3. Batch Queues Once yur cmpany is Batch Enabled, the next step is t set up the Batch Queues. Like interactive queues, Batch Queues and the rules behind them are created by the Data Furnisher System Administratr(s) r Queue Manager(s). When ACDVs are received frm the Cnsumer Reprting Agencies (CRAs), lgic in the e- OSCAR system is applied t create batch request files that are transmitted t the Data Furnisher based upn Batch Queue names. One file is sent fr each Batch Queue. Every Batch Queue includes parameters fr setting the fllwing: Fr ACDV Request batch file: The time f day that yu wuld like t have the ACDV Request batch files sent t yu (within the defined standard windw); and Fr ACDV Respnse batch file: The Batch Errr Threshld, which is the number f errrs that are acceptable fr each ACDV Respnse batch file transmitted. If the number f errrs exceeds the threshld, the ACDV Respnse file is rejected. If any ACDV Respnse (within the ACDV Respnse batch file) is incmplete r cntains errrs, the ACDV Respnse will appear in the Incmplete r Errr WIP respectively and will require that the Data Furnisher reslve the ACDV Respnse interactively. Special Cnsideratins fr Batch Queues: The number f Batch Queues translates int the number f files created and transmitted. The Batch Queue Timing selected fr each individual Batch Queue dictates the time that the Batch Queue file is prcessed. Page 5 f 9
As yu increase the number f Batch Queues with similar Batch Timings, transmissin times f the batch files will be affected. In particular, Batch Queues whse Timings are scheduled during peak timeframes may be additinally impacted. In rder t meet yur peratinal needs, please cnsider a review f all yur Batch Queue Timings t prvide fr pssible increases in transmissin times. 5.4. ACDV Requests ACDV Requests are submitted by the CRAs t e-oscar and are apprpriately ruted t the Data Furnisher Batch Queues based n the specified rules and precedence f each Batch Queue. e-oscar cllects the ACDV Requests that are attached t each Batch Queue and cnverts the ACDV Requests t XML frmat. These recrds are then transmitted via Batch File t the Data Furnisher at the designated time. One ACDV Request batch file is sent fr each Queue, nce a day. 5.5. Prcessing ACDV Requests and Respnses As mentined previusly, the Data Furnisher s develpment effrt required fr the Batch Interface will vary, depending upn the Data Furnisher s internal business and cmpliance requirements. The internal develpment effrt is the respnsibility f the Data Furnisher. Upn receipt f the ACDV Request batch file, the Data Furnisher reads the Request recrds int its systems and prepares Respnses. The Data Furnisher may then cmpile the ACDV Respnses in the ACDV Respnse batch file fr transmissin t e-oscar. Once the ACDV Respnse batch file has been created and successfully transmitted t e- OSCAR, any errrs r incmpletes will appear in the Incmplete r Errr WIP respectively within e-oscar. The Incmplete WIP cntains ACDV Respnses that have missing data in certain fields and are therefre incmplete. The Errr WIP cntains ACDV Respnses that have errrs ther than missing data. The Incmplete and Errr Respnses can then be reslved interactively. After e-oscar successfully receives the ACDV Respnse batch file, respnses are returned t the CRAs. Page 6 f 9
6. Data Furnisher Respnsibilities 6.1. The Data Furnisher is respnsible fr ensuring that the data included within the ACDV Respnses cmply with the Metr 2 frmat. 6.2. The Data Furnisher is required t prgram its system(s) t receive ACDV Requests in the XML frmat supplied by e-oscar and return ACDV Respnses in the XML frmat expected by e-oscar. XML Schemas will be prvided t the Data Furnisher upn executin f the Batch Interface Agreement. 6.3. The Data Furnisher is required t install, cnfigure and test bth VPN and SFTP befre lgical cmmunicatin with e-oscar can be tested and established. Please include yur Infrmatin Technlgy/Netwrk team t establish VPN cnnectivity, the encrypted tunnel between the Data Furnisher and the e-oscar netwrk firewalls. 6.4. The Data Furnisher must prvide the e-oscar team with infrmatin required fr cnfiguratin f SFTP, which is used fr file transfers.
