Challenges: Level of coordination in the district level is still weak regarding disaster management. Suggestions: The local government and local leader could actively help initiated partnership between institutions in the government and link with NGOs and communities/school on the first aid assistance mechanism and establish incident action plan between public and private sectors.

Outcome of the 10 th Asian Crisis Management Conference, Bangkok 1. Held in-depth discussions on efforts to develop long-term disaster prevention facilities and strengthen communities comprehensive disaster prevention capabilities, which are vital in order to ensure rapid and effective responses to potential future disasters. 2. Lively and meaningful exchanges of opinions was made on the subject of catastrophic fire that requires highly-developed expertise, and overarching, multi-organizational efforts the fire in the hazardous materials industries, and historic cultural heritage and traditional architecture
