3 BACKGROUND Tourism is a key driver of socio-economic progress, has contributed significantly to the development in many countries and plays an essential role in local, national and global economies Tourism is one of the fastest growing but also most severely exposed sectors due to the location of many destinations in hazard prone areas such as on cliff tops, and along rivers and coastlines Disasters have the potential to cause widespread damage and economic disruption, affecting private and public investments in tourism destinations, and the country s image and reputation, while posing a threat to the lives of tourist, workers and surrounding communities Direct and indirect losses from disasters have major impacts on communities relying on tourism as their primary source of income and on the national economy

6 HOTEL RESILIENT STANDARDS GLOBALLY APPLICABLE & LOCALLY IMPLEMENTABLE CLIMATE AND DISASTER RESILIENCE MULTI-HAZARD & RISK-BASED STAKEHOLDER-DRIVEN

7 GLOBALLY APPLICABLE & LOCALLY IMPLEMENTABLE The standards have been developed in a participatory approach and result from in-depth interviews and consultation workshops in selected tourism destinations in the Philippines. The standard framework has been designed for global application. Implementation of the standards will need to be tailored to the type and nature of the individual hotel or resort. The standards are provided as recommendations but can be locally adapted to the particular context, geography or size of hotel or resort as needed. MULTI-HAZARD & RISK-BASED The standards are defined considering multiple natural and technological hazards and encourage the use of multi-hazard risk assessment techniques to be carried out addressing all possible hazards in a region as a basis for disaster risk and emergency management planning. The standard framework is developed as a self-evaluation of the vulnerability of the hotel or resort building and grounds. STAKEHOLDER- DRIVEN Hotel Resilient is a stakeholder-driven response to the findings of the Global Assessment Report 2013, which found that many hotels and resorts lack the know-how, resources and systems to reduce their risks and be prepared for disasters. The standards were developed through a participatory process with the support of the Hotel Resilient Steering Committee and the Hotel Resilient Expert Group composed of international experts in the field of tourism and disaster risk and emergency management advising the technical team.

8 THE BUILDING COMPONENT BUILDING (B) (B1) GENERAL INFORMATION (B2) SITE (B3) GROUNDS (B4) DESIGN The Building Component (B) provides information to screen the vulnerability of a hotel or resort to multiple natural hazards that it is exposed to. (B5) STRUCTURE (B6) ARCHITECTURAL ELEMENTS

9 THE SYSTEMS COMPONENT SYSTEMS (S) The Systems Component (S) deals with the physical design and implementation of hotel equipment, infrastructure and other integrated systems. (S1) FIRE PROTECTION SYSTEMS (S2) WARNING SYSTEMS (S3) CRITICAL INFRASTRUCTURE SYSTEMS (S4) EVACUATION SYSTEM (S5) INFORMATION AND COMMUNICATION SYSTEM (S6) EMERGENCY SUPPLY SYSTEM Minimum Requirements (1) Escape and evacuation routes include signposting, emergency lighting, and emergency exits for multiple types of disasters and emergencies (2) Establish criteria and procedures for emergency operations of escape and evacuation routes, in the event of a fire, power loss or earthquake (3) Appropriate signage to the designated assembly areas for different hazard types

14 MANAGEMENT & TRAINING The Disaster and Crisis Management Plan (M1) guides resilient hotels and resorts and good practices in the following components: Disaster preparedness and risk reduction plan (M2) Evacuation plan covering all aspects of information, signage, transportation and shelter (M3) Crisis communication plan outlining communication priorities, channels and procedures (M4) Business continuity plan (M5) Training programme and regular drills (M6) Training and drills for staff responsible for responding to a disaster increases awareness and preparedness for the implementation of the Disaster and Crisis Management Plan and is an essential component of a disaster resilient hotel or resort.
