Providing emergency telecommunications services to the humanitarian community ETC Situation Report #6 Mali Crisis Reporting period 25/05/2012 to 31/05/2012 Author: Caroline Teyssier Background: The security situation is calm in Bamako. Due to maintenance of the runway, the Bamako airport will be closed from 5 to 7 June. Cluster Responsibilities: is leading ETC activities in Mali with responsibility for coordination, implementation and overall operation support for common ICT services. Activities/Achievements: ETC has worked on the establishment of the Bamako COMCEN at the office. The radio room is full furnished and the installation of the tower extension is planned for next week. Frequencies licenses request was submitted to the authorities on 31 May. ETC Coordinator attended the SMT meeting on 28 May and presented the ongoing and planned ETC activities. The SMT well-received the presentation and expressed their support to ETC. An ETC Working Group meeting was held on 29 May attended by 5 NGOs representatives who welcomed the services provided to the NGO community. Radio training has started on 29 May. The Radio Operators will be provided with training until 5 June and be assisted by the International Radio Trainer (IRT) for a week directly in the COMCEN while they take on their tasks. Radio training will continue to be provided to humanitarian actors in Bamako in the coming weeks. Ericsson Response will send 2 WIDER kits to be prepositioned in Dubai. The Consolidated Appeal Process (CAP) will be finalized in Mali on 4 June and the document will be shared with Global Cluster leads before its publication. NRC staff will be arriving in Bamako on 4 June to support ETC operation. Challenges and Gaps: Standby partners, Irish Aid and NRC travel were delayed because of security authorisation. FITTEST Sylvain Tiako arrival is delayed to 8 June because of the airport closure.

Planned Activities: The ETC is planning to support humanitarian organizations in 5 common operational areas: Phase 1 (priority sites): - Bamako: establish the common security telecommunications system and COMCEN, - Mopti (when access authorized): establish MOSS compliant COMCEN, full security telecommunications systems and data communications; and - Kayes (when access authorized): establish MOSS compliant COMCEN, full security telecommunications systems and data communications. Phase 2: - Gao (when access authorized): establish MOSS compliant COMCEN, full security telecommunications systems and data communications. - Timbuktu (when access authorized): establish MOSS compliant COMCEN, full security telecommunications systems and data communications. Data connectivity and Voice telephony services are planned to be provided with a standard ETC solution. The solution integrates the emergency.lu consisting of a VSAT ground station [either a regular VSAT terminal or an inflated balloon (rapid kit)] and satellite communications; and the Ericsson Response WIDER, a secure local wireless solution to extend connectivity, are, when assembled, able to provide Internet Connectivity and Voice telephony services to the humanitarian community.
