COMMERCIAL BROADWAY STATION PHASE 2 UPGRADES 1 Commercial Broadway Station Phase 2 Upgrades Stakeholder Meeting and Public Engagement Report: November 26, 2014 & December 1 to 15, 2014 The stakeholder meeting and public engagement were conducted to gather input on TransLink s Commercial-Broadway Phase Two Station Upgrades project. This report is not market research or a statistically-based analysis. The information presented reflects what was heard and provided in writing during stakeholder meeting activities on November 26, 2014, public open house activities on December 4, 2014 and through online engagement between December 1 and 15, 2014. TransLink will consider all input received during this period as it continues to refine the Commercial- Broadway phase two station design.

COMMERCIAL BROADWAY STATION PHASE 2 UPGRADES 3 1. Executive Summary Overview Commercial Broadway SkyTrain Station is the busiest station on the transit network and lacks the capacity to accommodate current ridership. Further capacity pressures are expected as SkyTrain ridership increases, particularly with the opening of the Evergreen Line in 2016. The upcoming Phase 2 upgrades to Commercial Broadway Station will increase capacity and improve customer safety and comfort inside the station. Commercial Broadway is one of seven planned SkyTrain station and exchange upgrade projects taking place along the Expo Line to ensure the transit network will meet the needs of passengers and the growing region for years to come. The projects are supported by the federal government s New Building Canada Fund, the provincial government, and TransLink. From November 26, 2014 through December 15, 2014, TransLink sought feedback in-person and online through a series of stakeholder, public and online pre-construction engagement activities. All feedback is considered as advice by TransLink s design team as the station design is refined. This report provides details of Phase 2 pre-construction stakeholder and engagement activities and the results of those activities. Prior to the pre-construction engagement, TransLink held a conceptual design public and stakeholder consultation which ran from December 2 to 16, 2013. Following the conceptual design consultation, a detailed design consultation was held from June 2 to 16, 2014. During both engagements feedback related to the new station design was gathered from stakeholders and residents in the immediate community. Both reports are posted online at www.translink.ca/commercialbroadway. Engagement Objectives The Phase 2 engagement objectives were designed to: 1. Maintain ongoing communication with stakeholders and members of the public who are directly impacted by the construction. 2. Share information about the project with key stakeholders, residents and transit users, including: Proposed timeline for each phase of construction; Mitigation measures implemented during construction; Integration of the new station into the community; Station capacity, accessibility, security improvements; and, Information about the six other station upgrades. 3. Respond to concerns about potential construction impacts.

COMMERCIAL BROADWAY STATION PHASE 2 UPGRADES 4 The following communications activities took place to raise awareness about the project and encourage members of the public to get involved: 42 community groups were invited to the open house through email 11 stakeholder groups were invited to the open house through email 50 stakeholders were invited to the stakeholder meeting and open house through email, phone, letter, and in-person 1908 invitation cards distributed by: Mail drop via Canada Post unaddressed Admail to houses, apartments, and businesses within a two block radius of the station Street teams at Commercial-Broadway distributed approximately 2,000 invitation cards at the station on the day of the open house Project webpage and subpages (Overview, FAQ, Get Involved) TransLink Buzzer post December 2, 2014 Newspaper ads ran in the local papers on November 23, 2014 & December 3, 2014 Engagement Methods Information about the station upgrades was shared with key stakeholders from the community, including businesses, community organizations, and residents in the immediate vicinity of the station. Key stakeholders were invited to a meeting on November 26, 2014 at the Croatian Cultural Centre where information about the upgrades, impact and mitigation measures and communication strategy was presented. The same information was presented on display boards at an open house at Commercial-Broadway SkyTrain Station on December 4, 2014. Stakeholders and members of the public were given an opportunity to share their feedback about the station upgrades at the stakeholder meeting, open house, and through an online feedback form. Furthermore, the contact information for the projects Community Relations Coordinator was provided to respond to all phone and email inquiries at the stakeholder meeting, open house, and online. Engagement Participation A combined total of 55 feedback forms were submitted at the stakeholder meeting, online, and at the open house. 19 stakeholders attended the meeting on November 26, 2014 and approximately 313 people visited the open house on December 4, 2014. What We Heard The following key themes emerged from feedback gathered at the stakeholder meeting, public open house and online. It is important to note that respondents may not have answered every question. 1. Clear information The majority of respondents (63%) completely agreed or agreed that they had clear information to provide their feedback (55 responses).

Sufficient information to provide feedback The majority of respondents (57%) completely agreed or agreed that they had enough information to provide their feedback (53 responses). 3. Specific comments regarding Commercial-Broadway upgrades The primary response was that stakeholders wanted more information about the construction upgrades and service disruptions (27 responses). 4. Opportunity to provide feedback The majority of respondents (77%) completely agreed or agreed that they had enough opportunity to provide their feedback (48 responses). 5. Notification method Respondents heard about the upgrades from a variety of sources. 68% of respondents identified the TransLink website and post cards handed out at the station on the day of the open house as the two primary sources (63 responses). 6. Preferred notification method Stakeholders identified a variety of notification methods to stay informed about the station upgrades. 54% of respondents identified the TransLink website and direct emails from TransLink as the two primary sources of notification. Other notification methods included information session/open house, information handouts at the station and social media (93 responses). 7. Additional comments Twenty comments were shared in question seven. Many of the comments supported the upgrades and requests for enhanced signage at the station were shared.

Overview Background From November 26 through December 15, 2014, TransLink shared information about the final Phase 2 Commercial Broadway station design with customers, area residents and businesses, and stakeholder groups. This round of stakeholder and public engagement was the final of three that were scheduled during the Phase 2 upgrades; the first round was held from December 2 through 16, 2013 and the second round took place from June 2 through 16, 2014. Challenge Commercial Broadway Station is a major transit hub for Metro Vancouver, which includes the Expo and Millennium SkyTrain lines, 99 B-Line express bus service and two other frequent transit bus routes. The station serves 90,000 station trips per day and 60,000 bus trips per day, making it the busiest station on the network. Commercial Broadway Station lacks the capacity to accommodate current ridership, resulting in severe congestion, with long queues at key station choke points on an almost daily basis. Overcrowding is expected to increase, particularly with the opening of the Evergreen Line in 2016. Purpose Commercial Broadway station was first identified as requiring upgrades in the 2007 Expo Line Station Review, and is one of the seven planned station upgrade projects included in the SkyTrain Station Upgrades Project. The projects are supported by the federal government s New Building Canada Fund, the provincial government, and TransLink. The SkyTrain station upgrades are prioritized by the stations with the greatest need for capacity and accessibility improvements and are consistent with the Provincial Transit Plan and Expo Line Upgrade Strategy. The capacity upgrades to stations are part of the SkyTrain Station Upgrades Project which will ultimately allow for additional trains to increase service capacity on the Expo Line. Phase 1 upgrades to Commercial Broadway station, completed in 2009, improved passenger movement, congestion, safety and security. The upcoming Phase 2 upgrades will increase capacity, and provide opportunities to make additional improvements to customer safety and comfort inside the station. The project team started the detailed station redesign in 2013. Phase 2 construction is scheduled to begin in early 2015, and is expected to be completed by fall 2016. Phase 2 capacity upgrades include: New East platform serving westbound Expo Line trains. New pedestrian walkway over Broadway, connecting the platform to the Millennium Line platforms and the westbound 99 B-Line bus stop. Widening of the pedestrian bridge that provides access to the Millennium Line platforms (platforms 1 and 2).

COMMERCIAL BROADWAY STATION PHASE 2 UPGRADES 7 Engagement Objectives Consistent with the Phase 1 and first and second part of Phase 2 engagement in 2008, 2009, 2013, and 2014, the third part of Phase 2 engagement again followed TransLink s Principles for Public Consultation and Community Engagement to inform the public and stakeholders of the station upgrades, the construction impacts and mitigation measures which will be implemented. The objectives of the third part of Phase 2 engagement were to: 1. Maintain ongoing communication with stakeholders and members of the public who are directly impacted by the construction. 2. Provide specific information about the station upgrades to key stakeholders, residents and transit users: Proposed timeline for each phase of construction; Mitigation measures implemented during construction; Integration of the new station into the community; Station capacity, accessibility, security improvements; and Information about the six other station upgrades. 3. Respond to concerns about potential construction impacts. Objectives were measured by the results of the online and paper feedback form provided during the stakeholder and public engagement. All input received is considered as advice by TransLink s design team. Notifications A variety of communication activities were implemented to inform stakeholders, residents, and transit users of the public engagement process and encourage them to get involved and provide their feedback. During the engagement process, the Community Relations Coordinator s contact information was available at the stakeholder meeting, open house and online to directly respond to all questions related to the project. Buzzer Blog A buzzer post on December 2, 2014 provided details about the open house and a link to the online feedback form on the project webpage. Invitation to Community Groups and Key Stakeholders A personal email was sent directly to 50 stakeholders who were involved in the previous round of engagement. The letter invited them to the stakeholder meeting at the Croatian Cultural Centre on November 26, 2014. For a copy of the email invitation letter see Appendix A. Street Team On the day of the open house, at Commercial Broadway station, close to 2,000 invitation cards were given to transit users by street teams between 2:30 5:30 pm. COMMERCIAL BROADWAY STATION PHASE 2 UPGRADES 8 Mail Drop 1908 invitation cards were mailed to residents within the immediate vicinity of the station. For a copy of the mail drop area map, see Appendix C. Project Webpage A comprehensive project webpage provided online participants with copies of the display boards used at the stakeholder meeting and open house. Participants were able to provide their feedback using the same form as was used at the stakeholder meeting and open house. The short project URL was; www.translink.ca/commercialbroadway. Engagement Methods Several engagement methods were offered to provide a variety of means for stakeholders and the public to provide feedback, both in-person and online. Stakeholder Meeting The project team met with key stakeholders including business owners, community association representatives, and key residents at the Croatian Cultural Centre on November 26, 2014 to present information about the station upgrades, construction impacts and mitigation measures. Details of the communications strategy were shared and stakeholders were given an opportunity to ask the project manager questions about the project. Stakeholders were given an opportunity to complete a feedback form at the conclusion of the meeting. TransLink public engagement staff would accommodate requests for additional stakeholder meetings for those that were not able to attend the November 26, 2014 meeting, but no requests were made. Transit users, residents, and stakeholders were given an opportunity to review images of the station upgrades on display boards and ask specific questions about the project. During the open house, feedback was gathered on ipads and paper feedback forms. The same feedback form was used at the stakeholder meeting, public open house and online. The same form was offered to stakeholders on November 26, 2014 to gather their feedback following the meeting. A combined total of 55 feedback forms were submitted. It is important to note that respondents may not have answered every question, and that no measures were taken to ensure an individual did not fill out more than one feedback form.

The Commercial Broadway hub serves the Expo and Millennium SkyTrain lines, the 99 B-Line express bus service and two other frequent transit bus routes. High volumes of passengers transferring between these various transit services have overwhelmed the station s capacity. Overcrowding is expected to increase as station ridership increases, particularly with the opening of the Evergreen Line in 2016. Phase 1 Upgrades, completed in 2009, improved passenger movement, congestion, safety and security. Issues Capacity and Congestion: The station does not have enough capacity for current passenger volumes. Significant passenger growth is expected on the line and at the station. Accessibility: The upgrades will enhance the station's accessibility. Integration: The station is a key transit hub and needs upgrades to improve passenger flow, transfer experience and better relate to the neighbourhood.
