2015 2016 Scoping Period
From: Sent: To: Subject: CoSu Line Project <info=cosuline.com@mail216.atl171.mcdlv.net> on behalf of CoSu Line Project <info@cosuline.com> Friday, December 18, 2015 12:03 PM CoSu Line Notice of Public Scoping You are invited to learn about a proposed transmission line project in Colusa and Sutter counties. Western Area Power Administration (Western) and Sacramento Municipal Utility District (SMUD) are studying environmental impacts of a new 500-kilovolt electric transmission line project in portions of Colusa and Sutter counties to help meet Northern California's energy needs. The Colusa-Sutter Transmission Line, or CoSu Line, would provide SMUD with a new connection to the existing California-Oregon Transmission Project (COTP) line in Colusa County by linking it to a new substation near the existing O'Banion Substation in neighboring Sutter County, with potential modifications to SMUD's existing Elverta Substation in Sacramento County. Learn more at www.cosuline.com. 1
A 60-day public scoping period begins Friday, December 18, 2015 and ends Tuesday, February 16, 2016. During the scoping period, Western and SMUD are seeking comments on the scope of issues to be analyzed in a Draft Environmental Impact Statement/Environmental Impact Report (EIS/EIR). You can learn more about the CoSu Line and submit public comments by attending a public scoping meeting. From: Sent: To: Subject: CoSu Line Project <info=cosuline.com@mail129.atl171.mcdlv.net> on behalf of CoSu Line Project <info@cosuline.com> Friday, January 29, 2016 12:59 PM Public Scoping Period Extension CoSu Line Notice of Public Scoping Period Extension The Western Area Power Administration (Western) and Sacramento Municipal Utility District (SMUD) have decided to extend the public scoping period for the Colusa-Sutter Transmission Line (CoSu Line), a proposed 500-kilovolt electric transmission line project in portions of Colusa and Sutter counties. The scoping period now closes on Monday, April 18, 2016. Studies of the proposed CoSu Line are just beginning. Federal and state laws require that Western and SMUD conduct an environmental 1
review that analyzes the potential effects of the CoSu Line on environmental resources. One of the first steps of the environmental review is the public scoping process, where Western and SMUD accept public comments on the scope of issues to be considered in the environmental analysis. Public comments will be accepted until Monday, April 18, 2016, and can be submitted via the following methods: Email: comments@cosuline.com Mail: Mr. Andrew Montano, NEPA Document Manager Western Area Power Administration, Headquarters P.O. Box 281213, Lakewood, Colorado 80228-8213 Postmark by Monday, April 18, 2016 February Public Scoping Meetings Four public scoping meetings were held in January to share information about the proposed CoSu Line and accept public comments. Two more scoping meetings are scheduled in February so the public can speak with project representatives and provide input on the scope of the environmental analysis. The format and information displayed at these meetings is the same as the January meetings. February 2, 2016 4:00 7:00 p.m. Arbuckle Fire Hall 506 Lucas Street, Arbuckle, CA February 4, 2016 6:00 9:00 p.m. Central Gaither School, Cafeteria 8403 Bailey Road, Yuba City, CA 2

2017 Additional Scoping Period
From: Sent: To: Subject: Cosu Line Project <info=cosuline.com@mail1.suw15.mcsv.net> on behalf of Cosu Line Project <info@cosuline.com> Friday, January 06, 2017 1:00 PM CoSu Line Notice of Additional Public Scoping Period You are invited to additional public scoping meetings for the proposed Colusa-Sutter Transmission Line Project. Effective January 6, 2017, Western Area Power Administration (WAPA) and Sacramento Municipal Utility District (SMUD) will hold an additional 60-day public scoping period to gather public input on potential environmental impacts, alternatives, and mitigation measures of the Colusa-Sutter Transmission Line, or CoSu Line. The CoSu Line is a proposed 500-kilovolt electric transmission line that would provide a new link between the California-Oregon Transmission Project (COTP) and SMUD s and WAPA s transmission facilities on the east side of the Sacramento Valley. 1
From December 2015 through April 2016, WAPA and SMUD conducted public scoping for a joint Environmental Impact Statement/ Environmental Impact Report (EIS/EIR) to consider alternatives to and environmental impacts of the CoSu Line in portions of Colusa and Sutter counties. Based on the comments received during that process, WAPA and SMUD are adding an additional study area approximately 20 miles south of the study areas originally scoped and refining the previously-scoped study areas. This additional public scoping period will include all study areas previously scoped, slight additions to the previously identified study areas, and a new study area that would connect to the COTP in Yolo County and would terminate near the Elverta Substation in northwestern Sacramento County. The 60-day public scoping period begins Friday, January 6, 2017 and ends Tuesday, March 7, 2017. During the scoping period, WAPA and SMUD are seeking comments on the scope of issues to be analyzed in the Draft EIS/EIR. You can learn more about the CoSu Line and submit public comments by attending a public scoping meeting.
