EXPENDITURE REQUIRED: AMOUNT BUDGETED: None None EXECUTIVE SUMMARY BACKGROUND At the February 2018 Early Budget Input Session, Staff presented a White Paper proposing the initiation of a "Pilot" Park and Ride program with a private or public partner. City Council concurred with the concept and staff therefore continued to explore the matter. After much deliberation and consideration, Staff feels that we have a viable option for City Council to consider. The intent of this item is to proceed with and initiate a Park & Ride bus service from Pearland to the Medical Center and Downtown Houston. On several opportunities for Page 1 of 19

input and community comment, the option for a mobility option beyond individual vehicle travel was recommended. Staff concurs and believes that if such an option where there the population density and common attractive job center such as the Texas Medical Center results is a win-win for the Pearland community and its' residents, making our neighborhoods even more attractive and competitive with such an option. With City Council concurrence, it is anticipated the provider will begin the service in mid August. SCOPE OF CONTRACT/AGREEMENT The proposed program will provide Park & Ride transportation bus service from Pearland to the Texas Medical Center and Downtown Houston. The bus service will take place Monday through Friday excluding holidays. The service will begin each day at 5:45 AM, with the last bus leaving Pearland at 9:30 AM; and will provide return service to Pearland beginning at 3:00 PM each day, with the last bus leaving downtown Houston at or about 6:45 PM. The service will be provided by the Kerrville Bus Company, Inc., (Kerrville) an established Texas corporation with its primary office located at 1430 East Houston Street, in San Antonio, Texas. There is no direct financial cost to the City. Prior discussions about Park-and-Ride had the City providing substantial ongoing operating subsidy and even capital costs, but that is not in this proposal. The proposed Pilot program will be for a three-year time period beginning on or about August 13, 2018 and will continue until August 14, 2021. The bus service will take place from the City of Pearland s Sportsplex at Shadow Creek Ranch, which the City is providing as its participation. The service provides a use for the large existing parking lots that are otherwise substantially vacant during the work day. The bus service may be terminated by Kerrville at any time and for any reason during the second six months of the term by providing the City of Pearland a 60-day advance notice, effectively providing the pilot portion of the project. Either party may terminate the agreement after the second six month time period as long as a six month advance written notice in provided. The City will help coordinate with METRO for service drop-off in Houston. BID AND AWARD N/A SCHEDULE The service will begin each day at 5:45 AM 9:30 AM and will provide return service to Pearland beginning at 3:00 PM each day with the last bus leaving downtown Houston at or about 6:45 PM. Kerrville at its discretion, can change or amend the schedule as deemed appropriate with consultation from the City. R2018-89 A Resolution of the City Council of the City of Pearland, Texas, authorizing the City Manager or his designee to enter into an Agreement with Kerrville Bus Company, Inc., to provide a Pilot Park & Ride Service in the City. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That certain Pilot Agreement by and between the City of Pearland and Kerrville Bus Company, Inc., a copy of which is attached hereto as Exhibit A and made a part hereof for all purposes, is hereby authorized and approved. Section 2. That the City Manager or his designee is hereby authorized to execute and the City Secretary to attest a Pilot Agreement with Kerrville Bus Company, Inc. A.D., 2018.
