Page 1 of 10 REQUEST FOR PROPOSALS (RFP) WEBSITE REDESIGN AND LAUNCH The New Brunswick Anti-Tobacco Coalition (NBATC) invites vendors to prepare and submit a proposal for the redesign of its current, bilingual website found here: http://www.nbatc.ca. The following RFP includes background on our organization, describes the purpose of the website redesign, its desired functionality, and specific requirements for the proposal. However, the preferred vendor is expected to bring their own ideas and vision based on their industry expertise and technical capability, as they guide the NBATC in the website redesign process. About the New Brunswick Anti-Tobacco Coalition (NBATC) The vision of the New Brunswick Anti-Tobacco Coalition is a Tobacco-Free province. Our mission is to work collaboratively with stakeholders to denormalize tobacco and tobacco-like products by changing attitudes and behaviours and creating supportive tobacco-free environments. We are a coalition, which means we bring together a variety of NB stakeholders working toward a tobaccofree province to network, exchange resources and collaborate in the implementation of the New Brunswick Anti-Tobacco Strategy, which is aligned with New Brunswick s Wellness Strategy. As a key partner in The Wellness Movement, a province-wide social marketing initiative that brings New Brunswick s Wellness Strategy to life, the NBATC works closely with other Wellness Movement partners like the Healthy Eating and Physical Activity Coalition, the New Brunswick Food Security Action Network, and the Mouvement acadien des communautés en santé. The NBATC promotes The Wellness Movement and its partners` programs, campaigns and events through all its communication channels. The NBATC also ensures that initiatives in which we are mutually invested, such as New Brunswick Wellness Week or Parks & Trails Day, include tobacco-free living components and messaging.
Page 2 of 10 Project Overview The NBATC wants to upgrade its current website to better serve stakeholders in tobacco-free living in New Brunswick with faster and easier access to the resources and information they seek and to improve integration of digital communications and social media. Our preferred content management system for this redesign is Wordpress to ensure the website can respond to the current and growing needs of the NBATC. Project Goals The NBATC wants our new Wordpress website to: Be bilingual with an English and French toggle on each page, including the homepage. Offer a more attractive visual layout which will modernize the look of the website and be on trend with current website design. Reflect a positive message about tobacco-free living with more emphasis on the website being a resource and source of information for stakeholders and members of the public who want to take action on tobacco-free living. The overall look/design of the website should showcase this promoting and taking action on tobacco-free living theme the website being a sort of one-stopshop for all the information people need to contribute to promote tobacco-free living and help decrease smoking and tobacco use rates in their communities. Showcase the role and work of the NBATC, with a section dedicated to explaining the NBATC, its mission and vision, the NB Anti-Tobacco Strategy, the value the NBATC brings to stakeholders who want to be involved in the Coalition, the advantages of signing-up to the NBATC s email distribution list, and a detailed list of all official NBATC publications/resources which have been developed. Feature a new and reorganized navigational menu with tabs that are easy to see. The menu should ensure that information can be found quickly and effectively. Provide a spotlight section (image slider) on the homepage which the NBATC can populate to highlight special events and campaigns such as National Non-Smoking Week, New Brunswick Wellness Week, World No Tobacco Day, etc. Better showcase the Tobacco-Free Living Champions stories on the homepage with eye-catching visuals. See http://nbatc.ca/en/index.php?page=success_stories for examples of these stories. Draw more attention to news items on the homepage with eye-catching visuals. See http://nbatc.ca/en/index.php?page=whats-new for examples of current news items the NBATC features. Integrate the use of social media with social media share buttons linked to the NBATC s social media accounts in the header of the website and on each webpage. Feature the sign up for the NBATC e-newsletter mailing list directly in the header of the website to attract new subscribers. The NBATC uses MailChimp.com for all email campaigns. Showcase how the NBATC shares The Wellness Movement s goals of creating wellnesssupporting environments that include tobacco-free living in communities, homes, workplaces and schools in New Brunswick by integrating The Wellness Movement logo into the header of the website and offering a space for The Wellness Movement to advertise current campaigns in the
Page 3 of 10 website s image slider. Also feature The Wellness Movement social media account buttons on the website header next to The Wellness Movement logo. Feature WordPress page templates that showcase a resource library on each webpage to organize resources by theme. Each resource should be presented in a standard format: cover image, title, author, and short description. This presentation layout for resources will help website users quickly find the tobacco-free living resources they are looking for. Be compatible with new technologies (e.g. responsive and adaptable to smart phones, tablets, etc.). Integrate Google Analytics so the NBATC can monitor website use and trends as well as improve the website s performance based on information gathered on its target audiences. Integrate an application which can search for broken hyperlinks and provide monthly reports, so the NBATC can ensure its website remains up to date. Social media buttons and sign up to the e-newsletter are prominent. They are featured at the top in the header of the website.

Page 7 of 10 Scope of Work The NBATC is accepting submissions from vendors to quote on the following: 1 - WEBSITE REDESIGN AND LAUNCH FEE: Create a new website using a Wordpress responsive theme which can integrate Wordpress plugins and page templates and is adapted to the look and feel of the NBATC s branding. The web designer will present 2 to 3 design options for the NBATC s consideration with all graphic design done in-house and included in the vendor s web design fee. Set up the website s navigational menu and populate a few example pages under each menu tab. The vendor will need to create and set up a few different page templates with corresponding CCS styles so that the NBATC can easily populate the website with content, always following the same formatting. Recommend, choose, adapt and install a few Wordpress plugins to fit the needs of the NBATC; namely an image slider on the homepage, a way to feature the latest news items, a way to highlight the Tobacco-Free Living Champions stories (plugin to auto-populate content when the NBATC adds a new story, image/thumbnail, title and a few lines of text, always feature the most recent stories, etc.) Ensure the www.nbatc.ca domain points to the new website for the launch in 2020. Ensure search engine optimization (SEO) of the new website. Install Google Analytics on the new website and set up some targets on Google to monitor key pages as requested by the NBATC. Provide 1 full day of in-person training to 2 NBATC staff members on how to use and populate the new website Vendors are not required to include fees for royalty-free stock images in the design quote. The NBATC will provide images to the selected vendor from Dreamstime (https://www.dreamstime.com/). 2 - OPTIONAL ADD-ONS: We ask all vendors to separately quote the costs for the following optional deliverables in their proposals: 2.1 - Site Maintenance and Ongoing Support Providing a user guide (PDF or online) for using the new website. Providing yearly WordPress site maintenance including installing updates, ensuring the security of the website is maximized, etc. Hourly fee or monthly retainer fee for support once the new website is launched and for the next 5 years. Hourly fee for additional support which may fall under the scope of the original quote during the project s duration from start of the project to the launch of the new website.
Page 8 of 10 2.2 - Domain Name, Web and Email Hosting Domain, hosting and email for the NBATC are all currently managed by Pulse Communications - http://thepulsegroup.ca/. The chosen vendor for this project can have access to Pulse Communication s server; however, the NBATC is interested in getting quotes for its website domain name renewal/management, web hosting and email hosting. We ask all vendors to thus please also provide separately in their proposals the costs involved for the following optional deliverables: Domain name management. (Current domain www.nbatc.ca was purchased at https://www.netfirms.com/ and is hosted by Pulse Communication - http://thepulsegroup.ca/.) Fee for monthly (or yearly) web hosting for the next 5 years after website launch. Fee for monthly (or yearly) email hosting 2 staff email accounts @nbatc.ca - for the next 5 years after website launch. Budget The NBATC s budget for this Website Redesign and Launch project is between $5,000 and $8,000 (Items listed under Scope of Work Website Redesign and Launch Fee). Please note that we have no set budget yet for the Optional Add-Ons listed under Scope of Work, since many of these are reoccurring yearly fees we wish to get an approximate idea of costs involved from all vendors who submit a proposal. Project Timeline (Please note that the following timeline is subject to change.) Phase 1 November 2018 to May 2019 RFP issued by November 1, 2018. Proposals received by December 1, 2018. Proposal review process completed, and successful vendor notified by January 31, 2019. Meeting with NBATC staff by February 15, 2019. Design options presented to NBATC by March 15, 2019 Final design concept chosen by April 15, 2019. Vendor finalizes website design. New website with navigational menu, a few example page templates and CCS is available for the NBATC to populate (via a private link development site) by May 31, 2019. Phase 2 June 2019 to December 2019 Vendor provides in-person training in Moncton to NBATC staff on how to populate the new website by June 15, 2019. Vendor is available for extra support if needed while NBATC is populating the website pages. Vendor assists with testing of development website navigation, links, etc.
Page 9 of 10 Vendor assists with the launch of the new website by ensuring the www.nbatc.ca domain points to the new website and ensuring search engine optimization (SEO) is optimized. Target launch date for the new website is December 2019 (official promotion and launch in January 2020 during National Non-Smoking Week January 19-25). Criteria for Selection The following general criteria will be used in the initial selection process: strength of proposal in meeting the requirements outlined in this RFP; overall impression of the proposed design concepts meeting the project goals; pricing for the redesign and launch of new website and optional add-ons. Vendors that are short listed may; be asked to make an oral presentation to the NBATC and respond to questions about their proposal. have the information contained in their proposal confirmed by NBATC through interviews with the references they ve provided. The successful vendor must also be; based in New Brunswick, Canada; easily reachable by email and phone from project start to finish from Monday to Friday, 9 5 pm; able to meet in person with NBATC staff in Moncton, New Brunswick at the beginning of the project or set up a video conference meeting at their own expense; able to provide a 1-day in-person training session to NBATC staff in Moncton, New Brunswick, or set up a video conference meeting once the new website is online, at their own expense. Format & Proposal Details We ask that all vendors structure their proposal to include the following: o Cover Page; o Table of Contents; o Introduction/Background (Information about you/your company); o Design Process (Describe your creative and design process, how you will approach this project and any additional information the NBATC needs to know about working with you/your company to ensure the project is a success); o Pitch (Why the NBATC should choose you/your company for this project); o Price (Make sure to provide quotes regarding price for all work listed under items 1 and 2 in the budget section of this document, i.e. the Website Redesign and Launch Fee as well as the Optional Add-Ons); o Portfolio (Provide at least 3 recent examples from website design portfolio); o References (Provide contact details for at least 3 organizations or businesses the NBATC can contact to receive feedback on your past work).
